Statement of Hardship(for Variances): Statement of Grounds(for Special Permits): The Petitioner Zacarias Tree and Landscaping Inc.,Roni Zacarias seeks permission for use of land at 4 and 6 Green Ledge Street to be contractors yard/landscaping yard. The locus are two vacant lots totaling 19,131 s.f.area with frontage along Green Ledge Street.A portion of 4 Green Ledge is within the B-2 zone district,however the remaining portion of#4,and all of#6 Green Ledge are within the I District. The parcels use will be use for parking of vehicles utilized in the landscape business and storage of equipment,and tools,and materials of business. The community needs served are from the business services provided to residents by the landscaping business maintaining homes and businesses within the City in an attractive environmentally safe manner. Additional taxes are derived(vehicle excise tax)„seasonal job opportunities provided,and utilization of space heretofore unused in an industrial district. The vehicles used in the landscape business are driven from the lots to job sites and traverse from the location to Highland Avenue, which is state highway Rt. 107 a commercial corridor with many businesses already on and adjacent thereto. The expected business hours of the site are usually early morning,late afternoon,early evening(day light hours)and not throughout the day adversely affecting traffic flow in daily normal busy times. In place are adequate utilities to the site given nearby facilities and existing uses. No additional burden is placed upon city services. No resident related needs such as school population result. Fire and police presently account this neighborhood within their protection 1/2 3/30/2021 planning. With a nearby lumberyard,tire service and like commercial activity,the requested use is in keeping with the character of this neighborhood. The site environment is not effected by removal of existing vegetation as the lots are now vacant and any materials used in the business will be secured and stored safely and neatly. Proposed is the fencing of the entire site for security. Anticipated are positive fiscal impacts from the Petitioner's investment in improving the site;parking of vehicles within the confines of the parcels(added excise tax as noted)additional job opportunities(usually 30 seasonal jobs available). Overall the proposal does not result in a more detrimental effect on this neighborhood,and benefits to the City out way any perceived or potential adverse impacts.
