Subject: #84 Congress Street FNZ Responses to;Comments by City of Salem Engineering Department The purpose of this letter is to respond to comments received from the City of Salem Engineering Department,Deborah Duhamel,.P.E.,Assistant City Engineer. The City's comments are shown below in italics, and,our responses are in the bold text that follows. CCTV of sewer and drain to be provided prior to issuance of a Demolition Permit. Show existing sewer connection and how that will be capped on drawings. The CCTV of the sewer and drain will be provided prior to issuance of a demolition permit. The approximate location of the sewer service is, shown on the plan as well as provisions for capping the service at the main. I Has dye testing been performed on the existing roof drainage system?Drain connection not shown on existing conditions or for demolition. } Dye testing of the existing roof drainage has not been performed. It is expected that the location of the drain line will be determined during the demolition phase. . Proposed construction entrance shown on Existing Conditions plan; is this existing? Will this entrance be maintained throughout construction?How will construction bephased/staged and what will be the impacts on the sidewalks/roadways? The plans have been amended such that the construction entrance ;does not show on the existing conditions plan,see sheet.3 of 6. The Construction entrance will remain for the majority of the construction and a stabilized entrance will be maintained throughout the project. The walkways and roadway cuts will be reconstructed in accordance with the City's specifications. The sediment and erosion controls (E&SC)shown are inadequate. Provide details required by Standard 8 of the Massachusetts Stormwater Standards prior to any earth disturbance on site and prior to issuance of a Demolition Permit. How will the project be staged?How will stockpiles be.protected?How will construction debris be handled?Etc. At a minimum, catch basins shall be cleaned and protected during construction, then basins and pipes connecting to the City stormwater system shall be cleaned following construction. Provide E&SC for the downgradient side of the site. As shown on sheet 3 of 6, we have surrounded the entire perimeter of the site with siltfence backed with Silt Soxx. In addition,we have added silt sacks to the existing catch basins located on Congress Street. See sheet 6 of 6 for details. Construction will take place starting with utility and foundation construction and will continue upwards. Since the building covers the majority of the property, stockpiling of materials will need be limited to areas within the building. Construction debris will be transported from the site by a Commonwealth of Massachusetts licensed Hauler and disposed of in accordance with local, state and federal regulations. The applicant agrees to clean the catch basins and pipes connected to the municipal drainage system at the project site. As noted above, we will be installing silt sacks in the existing catch basins downgradient of the site. Prior to issuance of a Demolition Permit,provide size of water main on Dow Street and confirm existing main has capacity to provide required fire service. Water gate for domestic line to be in sidewalks. For proposed water connections on Dow Street, replace approximately 50 feet.of main centered around proposed connections (the replacement span should include section of main,at existing connection). Provide gates on . either side of the proposed connections, this`improves flexibility to maintain water to the property. As discussed, the water main:will need to be excavated in order to:determine:the existing . diameter. We assume that the existing main has the capacity to provide the required fire service for the proposed building. A`specific hydrant.flow test will determine the design of the fire suppression system. The water gates for the proposed fire service and domestic line have been relocated to the sidewalk on Dow Street as shown on the revised plan. We are providing a 50-foot section of water main to. be replaced centered around the two proposed connections as well as water gates on either side,see revised plan. #84 Congress Street,Salem,MA.01970 Response to City of Salem Engineering Department Comments February 6,2019 Symbols/abbreviations legend does not include all symbols and abbreviations used on the drawings. We have added additional symbols and abbreviations to the legend which represent all used in drawing to the best of our knowledge, see revised on sheet 1. :Tree types and planting details must be submitted prior to issuance of a Building Permit. These details will be submitted by the Architect/Landscaper to you under separate cover. Related to engineer's markup of Volume 2, Chapter 3. Checklist for Redevelopment Projects: Page 1: Agree this project qualifies as a redevelopment project. Redevelopment projects are required to meet Standard. 2, Standard 3, andpretreatment and structural best management practice requirements of Standard 4, S, and 6 to the maximum extent practicable. "Existing stormwater discharges shall comply with Standard 1 only to the maximum extent practicable. A redevelopment project shall also comply with all other requirements of the Stormwater Management Standards and improve existing conditions." As can be seen in the accompanying peak flow rate comparison table, there will be a slight decrease in.the peak rate of runoff for the 2, 10- & 100-year storm events and therefore meets the criteria for Standard 2. As mentioned, the entire site within the limit of the watershed analysis is impervious with the exception of a small grass area located on Congress Street so there is a negligible amount of groundwater recharge is taking place in the current condition. In the proposed condition we are removing an additional 238± s.f. of impervious area within.the limit of watershed analysis which is the maximum extent practicable and therefore meets the criteria for Standard 3. As mentioned in our December 51, 2018 response letter,the entire site is discharging to the municipal drainage system untreated in the existing condition. In the proposed condition, the existing paved surfaces'will be.replaced with roof runoff:which is considered clean by DEP and the under-building parking will.be treated with an MDC Gas Trap before being discharged..to the :sewer: This will be an improvement to the existing water .quality reaching this section of the municipal.:drainage system; represents the maximum extent practicable alternative thereby meeting the criteria of Standard 4. This. project does not meet the:criteria of a Land Use with Higher Potential Pollutant Loading(LUHPPL) and therefore meets.Standard 5; The stormwater from this project does not discharge within a Zone II or Interim Wellhead _ Protection Area of a public water supply or near to or within any other critical area requiring .specific source control to.the best of our knowledge and therefore meets the criteria of Standard 6. It is our position that based on the provisions noted above, the proposed project development will be an improvement to the existing conditions. 3 y #84 Congress Street,Salem, MA 0100 Response to City of Salem Engineering Department Comments February 6,2019 Lack of space on this site is related to development decisions not site constraints themselves. The site itself is not limited due to the `presence of existing structures, on-site subsurface sewage disposal system, stormwater best management practices,and water bodies and wetlands, and easements." Therefore, this constraint is not applicable to the project. See attached letter from Luke Fabbri, LSP which states that is not a suitable site for groundwater recharge. Provide data collected for soils on site. See attached soil boring logs. Page 2: Disagree that a complete evaluation of stormwater management measures has been conducted. "Proponent must document the evaluation of practicable alternatives with sufficient information to support the conclusions of the analysis. Information to support the conclusions has not been provided. Upon review of the soil conditions on the site, we evaluated all stormwater management measures and determined that replacing untreated pavement with clean roof runoff is the best practicable alternative for improving the existing condition. As mentioned above,see provided letter from Luke Fabbri,LSP for more information. Page 3: Provide soil types on site. See attached Geotechnical Report for soil types present on site. Standard 1 -Confirm location of existing site drainage discharge. According to Map 27 of the City of Salem's Storm Drain and Sanitary System, the catch basin located at the intersection of Dow Street and.Congress Street discharges towards Shetland Park to the east but is labeled as "unknown". The catch basin located on Congress Street discharges to a drain line-also labeled "unknown" conveying runoff to . . the south and ultimately ends up discharging to Palmer Cove through a pipe labeled "30. Concrete". Page 4: Standard 2—Provide calculations demonstrating that the peak is not exceeded.Stating the amount of impervious area is not changed(or slightly reduced) does not demonstrate that the peak is not increased. Applicant has not demonstrated that alternatives for reducing the.volume andlor rate of runoff from the site have been considered. The menu of strategies from the Massachusetts Stormwater Handbook is provided below. Several of these opportunities do not appear to have been considered: 4 #84 Congress Street,Salem,MA 01970 Response to City of Salem Engineering Department Comments February 6,2019 See attached peak rate of runoff comparison table and accompanying HydroCAD report which demonstrates a slight reduction for the proposed condition when compared with the existing condition within the limit of watershed analysis shown on the accompanying watershed map. There is no requirement in the DEP Stormwater Standards for reducing the volume of runoff, only the.peak rate which the project complies with.. We have evaluated all of the strategies listed in figure 5-1 and have utilized the following three (3) items from the list that we are able to provide for the scope of this project: • Proposed six (6) tree planting areas • Reduced impervious surfaces • Disconnected existing paved areas from the drainage system Page S: Standard 3—Provide backup related to site contamination that prevents recharge. According to the Energy& Environmental Affairs Data Portal for "Waste Site&Reportable Releases Information"this'site is in Compliance Status ROA with an ROA Class of BL Class B ROA categories are defined as "Site assessment indicates that "no significant risk"exists. No remedial work was necessary." See attached letter from Luke Fabbri,LSP. Are the existing planting beds on City property or on project site? The existing planting beds are on City property. Provide documentation of the measures evaluated to reduce site runoff. See,responses above. Standard 4-Provide information on the materials to be used for roof.Is the roofflat or pitched?Are the roofs . for the fitness center and community room at the same elevation as the rooffor the apartment complex?If not, how/where will they drain? The proposed roof is to be flat. The roof drain system will capture all building roof areas and will discharge the entire system to the proposed drain manhole to be installed at the intersection of Down Street and Congress Street;,down gradient of the existing catch basin. as shown on the revised plans. There are no existing best management practices on the site to retrofit. Page 9: Standard 8—Provide a construction period erosion, sediment and pollution prevention plan. A Construction Period Pollution Prevention Plan(CPPPP)will be provided prior to the issuance of a building permit. February 6, 2019 Mr. Darius Gregory Gregory Investment Group, LLC 3 Bertuccio Avenue Salem, MA 01970 RE: 84 Congress Street Salem,Massachusetts 01970 Dear Mr. Gregory: I received your inquiry regarding an appropriate location to infiltrate storm water runoff into the subsurface at the above referenced property. Based on the data collected during our Phase II Environmental Site Assessment I strongly advise against introducing storm water into the subsurface.The soil at the property consists of a five-foot layer of urban fill that extends down to the water table. Beneath the fill is very fine-grained sand and clay. The urban fill contains elevated concentrations of poly-aromatic hydrocarbons (PAHs) and lead above Massachusetts Contingency Plan(MCP)reporting and clean-up standards. Introducing storm water into localized areas will cause mounding of the water table up into the more permeable fill layer that will result in colloidal and dissolved phase mobilization of the contaminates and exacerbate the existing condition.
