monitor the illegal dumping issue throughout the city.

FTE included. The Board of Health is first on the list for the
budget hearings.
5. Continuance of Nuisance Mr. Cordy presented a video and audio presentation to the
complaint 69 Orchard Street Board. This is part of the DVD that Atty. C. Goodman's
Office supplied to the Board earlier this month. (DVD and a
CD of the sound graph is available at the Board of Health
office and is included as part of the record for this meeting.)
Connie Hyne spoke on behalf of the Cordys.
Representing the Cordys, Atty. Goodman stated that based
upon memo from City Solicitor's office, he can reasonably
anticipate the Boards action as a result of the memo.
Atty. J. Kadich represented Michelle Conway of 69 Orchard
Street. Atty. Kadich objected to the majority of the evidence
presented by Mr. Cordy_and stated that there is no significant
evidence of any noise during the visits to the Cordy property
by the Board of Health Inspectors. There is also no evidence of
an independent study,6f the'noise taken at his client's property
line.

chickens owned by the Conway's does not rise to the level

Discussion
Dr. Ledoux—The chicken issue is not unique in Salem.
Thanked Victoria Caldwell for the memo from the solicitor's
office that will be taken into account towards the Board
decision tonight
J. Greene believes this is a slippery slope to ask the Board of
Health to enforce each individuals needs. We should be using
public health standards for general health purposes
M. Danderson sympathized with the Cordys but does not
believe this constitutes a public health issue
P. Kirby—The memo from the city solicitor helped him
understand the issue of a public health issue vs an individual
health issue. Mr. Kirby asked Larry Ramdin if he had found
any noise issue at the property.
L. Ramdin—Did not ascertain that noise was an issue at the
property so we did not take it to the DPH to conduct an
independent study.
Dr. Alam—Is not convinced this is a public issue but an
individual health issue ,
P. Kirby asked to remove Janet Greene's motion and offered
another motion. J..Greene withdrew her motion.

P. Kirby motioned that the�Board inform the Health Agent
that as a matter of Board policy we wish to limit
enforcement against public health nuisances to those cases
where there,is a risk to public health in general and not
engage enforcement in cases were the risk is specific to an
individual's health condition. As a result of this policy we
4P'would not conduct any enforcement on Ms. Conway.
Discussion
J.�`Greene-'The.motion,needs to be more specific to this
situation. P. Kirby withdrew his motion.
Dr. Ledoux motioned to not authorize the health agent to
pursue enforcement action in this nuisance complaint at 69
Orchard Street as it does not rise to a level of a public
health.nuisance. 2nd P. Kirby All in favor. Motion passed.

7. New Business/Scheduling of future agenda M. Danderson attended the community roundtable at
items A Spaulding on behalf of the Board of Health. A summary of the
meeting was submitted to the record. There will be a public
hearing meeting on May 28cn
Dr. Ledoux is starting her own practice. She will be leaving
the Board due to this change. She thanked the Board for her
time here, and will be contacting the Mayor's Office for
notification and will remain on the Board for 4 months or until
a replacement is appointed.

I
Announcements
• New Fiscal Year started on July 1 and the department request for an additional clerk was
not funded in this year's budget due to financial constraints.
• The City Health Safety and Environment Committee, meeting on addressing Opiate
overdose crisis, were well attended. There are plans to ensure that there is ongoing
attention to the issue.
• The Opiate Coalition is planning to host a screening of the documentary "Anonymous
People" in September. We are currently working with our partners to have the movie
screened and a prevention and coping panel discussion after the movie.
Community Outreach
• Contacted the Northshore Career Center to provide summer internship opportunity for
High School student
Public Health Highlights
• • Site visit to planned Aurora Restaurant to advise potential owner on options and updates
needed to for issuance of food permit
Meetings and Trainings
• Larry Ramdin attended the MAAP conference call to discuss the State Asthma plan and
activities for the upcoming year

Disease Prevention
• Investigated reportable diseases and reported case information to MDPH.
• In contact with North Shore Pulmonary Clinic and MGH pulmonary clinic on current
active tuberculosis cases.
• In contact with NSMC Infection Control department for prevention of disease within the
hospital.
Health Promotion
• Updated the Salem Board of Health Facebook and Twitter pages with information on
World Asthma Awareness Month(May), Tick-borne illness (proper clothing and areas to
concentrate tick checks)and shared a video about foodborne illness called"Don't Let
Salmonella Get Funky with Your Chicken"
• Camp inspections appointments have been made. I have spoken with several camps
directors to prepare them for licensing.
• Received notice for allocation of state-supplied flu vaccine for school aged children in
Salem. We are expecting to receive 200 doses of Flu Mist and 150 doses of pre-filled
syringes. In addition, I have also placed an order of 250 doses of quadravalent flu
vaccine and 10 doses of preservative free flu vaccine that will be privately purchased to
provide for adults.
• Discussed regulations and expectations for applying to open a new tattoo parlor with
prospective owner/operators.They are currently in the process of collecting all necessary
documents and completing the application.
• Represented the Salem Board of Health at the Salem High School Health Fair on May
22"d The presentation incorporated a poster including information on Opioid abuse and
overdose as well as handouts with information on resources for recovery and counseling,
and refrigerator magnets that include step by step instructions on what to do if someone
overdoses and how to put them in the recovery position.
Meetings/Trainings
• Attended the Tuberculosis Clinicians Update on May 71h for information on the most
current testing and treatment of active and latent Tuberculosis.
• Attended the Massachusetts Immunization Update on May 8ch hosted by the Department
of Public Health for updates on the immunization schedules as well as vaccine storage.
This update met the yearly requirement for Compliance Training required by MDPH. I
was also able to receive a Data Logger refrigerator thermometer to digitally record the
temperatures of our vaccine refrigerator.
• Participated in the MAOPC Salem working group meeting on May 121h where we
discussed the current situation regarding opioid abuse and overdoses in our communities
in order to plan outreach, training and interventions.
• Attended a training on May 13`h at the Salem Police Department on addiction provided by
3 members of the MAOPC Salem working group who have worked in the field for many
years.
• Completed a CPR course on May 20th.
• Attended the Salem REACT meeting on May 215t at the Police Department with the
Community Impact Unit, Salem Council on Aging and North Shore Elder Services to
discuss ongoing and new issues involving seniors in our community and ways to assist
them.
• Attended the North Shore and Cape Ann Emergency Preparedness Coalition meeting on
May 25`h to meet with surrounding cities and towns regarding current topics, emergency
preparedness and plans for the future regarding termination of grant funding.
• Attended the People GIS training on May 261h to view and learn about a new website
form building program that the city has purchased for departments to use. This will be
useful for data tracking and mapping as well as applications for yearly renewals of
licenses such as camps.
• On June 1"and 3 d completed training and received certification in ACLS (Advanced
Cardiovascular Life Support).

Summary of Current Communicable Diseases
Note: There have not been any confirmed cases of Lyme's Disease but it is important to note that there
have been 7 suspect or probable cases reported in May 2015. As with confirmed cases, there is no follow
up required by LBOH.
Contact Monitoring: Per CDC and MDPH protocols, I was notified that a person was traveling to Salem
from an Ebola affected country. Working with the MDPH epidemiologist, this person was interviewed
and we initiated daily monitoring of temperatures and symptoms. They reported their twice daily
temperatures to me without any issues. They traveled back to that same country before the 21 day
incubation period was over but during their stay here they had no complaints of feeling ill or signs and
symptoms of Ebola.
Campylobacteriosis: This case had been previously on antibiotics to treat a different infection and also
had traveled out of the country. Upon their return they were seen by their gastrointestinal physician and
the symptom's subsided on their own. They do not know of anyone that may have shared the exposure to
have become ill and none of their close contacts are ill. There is no further follow up required and this
case is closed.
Group B Streptococcus: I have collected data from the hospital at this time regarding clinical
representation and treatment. They were seen with a fever and discharged after showing improvement on
antibiotics with orders to continue medication. I am currently awaiting a response from the patient to do
an interview regarding exposure, prevention and control.
Streptococcus Pneumoniae: This patient was a senior who had pulmonary complications and passed away
at NSMC Salem. All obtainable information has been reported to MDPH and there is no further follow up
required. This case is closed.
