TOPIC DISCUSSION/ACTION
1. Call to Order 7:00pm
2. Minutes of Last Meeting M. Fair motioned to accept minutes from October and
(October&December) December with corrections

3. Chairperson Announcements Dr. Poremba and the Board welcomed the new Council Liaison,
Councilor Beth Gerard, to her first meeting. The members and
Councilor Gerard introduced themselves.
4. Monthly Reports-Updates
A. B. Health Agent Presented & approved. Copy available at the BOH.
Report Farmers Market flu clinic one person was vaccinated & 63
people were vaccinated in the school clinics. Board requested a
thank you letter be sent to Paula Dobrow for her help vaccinating
at the schools. Larry will also copy the Superintendent on that
letter.
B. Public Health Nurse's Suzanne Doty. BS, RN was introduced as our new PHN who will
Report start January 21, 2013. The Board requested flu clinics in office
on Thursday evenings and to plan a clinic in the point area.
C. Administrative Report Presented & approved. Copy available at the BOH.
The Chair requested a balance be added to the administrative
report for the clinic revolving account.
D. City Council Liaison Councilor Gerard informed the Board that she also has a meeting
Updates with the Mac Park Associations on every 2nd Tues. She will find
a solution to this so she can make the Board meetings as much as
possible. The Councilor inquired and noted that Martin Fair's
term expires in February. Gayle Sullivan also stated she plans on
retiring in June 2014. Martin will not be requesting another term
but will serve until there is a decision by the City Council on the
reduction of the Board.
The request to repeal the amendment of 1972 is tabled in the
• Public Health, Safety and Environment Committee. Councilor
Gerard, who is on the committee, will request that it be brought
back to the council for a discussion and vote.
5. New Business

A. Reorganization of the Board -Vote on Motion: M. Fair nominated Barbara Poremba as
Chairperson and Clerk of the Board Chairperson and Heather Lyons-Paul as Clerk of the Board.

Chair abstained from vote
• Motion: Dr. Alam motioned that a request shall be sent to
City Council to approve a home rule petition for submission
to the Massachusetts legislature to repeal special act,
Chapter 654 of the Acts of 1972. The repeal will effectively
reduce the size of the Salem Board of Health to 3 members in
keeping with MGL Chap 111§26. 2nd G. Sullivan. Approved
unanimously.
The City Council Public Health, Safety and Environment
Committee will be informed of this action.
B. Short and Long Term Goals: The Board discussed goals to improve the community's health,
Topics of discussion- immunization all that include increasing awareness health resources and
obesity&tobacco continuously updating the Healthy Salem Calendar.
1.Immunizations
Some of the suggestions for flu clinics were drive through clinics
and clinics at churches, apartment complexes and Election Day
polls. The Board would like to increase public awareness of flu
clinic and health resources providing free immunizations such as
The Lydia Pinkham Clinic.
2. Obesity
• Larry spoke with John from Mass in Motion about having a 2nd
location for a farmers market or a small gardeners market closer
to the point. Possibly at the River Front Park during the music
festivals on Sundays.
3. Tobacco
Smoke free public housing is being research by the DIG grant.
The Board discussed tobacco initiative in other communities
including increasing the age and restriction in public areas.
Discussed were considerations of increasing the age requirement,
reducing by attrition the number of tobacco permits issued by the
department by adding language to the regulation that would
restrict new tobacco vendors businesses from selling permits,
smoking restrictions in public parksibeaches and in front of
public buildings and places frequented by children.

Announcements
• On Wednesday, February 12th, Governor Patrick signed into law Chapter 28 of the Acts
of 2014, formerly known as An Act to Establish the Massachusetts Childhood Vaccine
Program. This law makes permanent an annual financing mechanism that assesses
Massachusetts health insurers for the cost of childhood vaccines purchased and
distributed by the MDPH Immunization Program. The law immediately establishes a
permanent Trust Fund which ensures the long term sustainability and success of the
childhood vaccine program. The law will create a pathway for the Immunization Program
to eventually re-establish Massachusetts as a fully universal childhood immunization
program supplying all routinely recommended childhood vaccines to all children
regardless of insurance status. This law will ensure the continued success in protecting
our children from dangerous vaccine preventable diseases by supporting the hard work
and dedication of the Commonwealth's pediatric health care providers.
• The city will be utilizing a new citizen complaint program Commonwealth Connect aka
"see click fix". Members of the public will be able to submit their complaints online and
departments will be able to respond to the complaint.
• The Health Agent attended a budget meeting with the Mayor to discuss the FY2015
budget, a request for a Senior Clerk/Typist has been submitted. 1
Community Outreach
• A meeting was held with the Salem Chamber Restaurant group. We discussed
establishing a working group to establish collaborative efforts to enhance food safety
efforts and address regulatory concerns. The attendees were provided with"Employee
Health and Personal Hygiene handbooks".
• Larry Ramdin Met with Rosario Ubiera-Minaya, Community Outreach Director of the
Salem Family Health Center to discuss collaboration on health improvement programs.
• Larry Ramdin and Suzanne Doty attended the Salem Mass in Motion quarterly meeting.
There was discussion on current projects that the program is doing including the Walking
School bus and school gardens.
• Larry Ramdin and Suzanne Doty attended the School Department Wellness committee
meeting. There is discussion on the School meal diet, Breakfast program and other
wellness initiatives that have been implemented since the wellness committee has begun
its work.

• The Viewpermit licensing program went live on March P. All licenses issued by the
BOH will be processed using Viewpermit.
• The Healthy Salem Webpage is live. The page provides informative links on several
health related sites. The main areas are wellness, nutrition. The site will be updated on an
ongoing basis and new links will be added.

Meetings and Trainings
• Larry Ramdin and David Greenbaum, met with organizer of the Salem Seafood Festival
to discuss BOH requirements
• BOH EH team and Health Agent attended,the MHOA/DEP updates held in Wilmington,
on 2/20
• Salem Ink Tattoo parlor and Art Gallery was issued a permit,the shop has moved to
Derby Street at the entrance to Pickering Wharf from Washington Street

Disease Prevention
• Investigated reportable diseases and reported case information to MDPH
• In contact with North Shore Pulmonary Clinic on current active cases
Health Promotion
• Held Flu Vaccination clinic at the Salem Community Health Center on January
29, 2014 from 4pm to 6pm with the help of Salem State University Nursing
students, Community Outreach Director, Rosario Ubeira-Minaya and Beverly,
MA, PHN Teresa Kirsch. A total of 9 vaccines were administered.
• Administered 6 flu vaccines by appointment.
Meetings/Training
• Completed on-line orientation training including MAVEN, HAAN, Legal Nuts
and Bolts of Isolation and Quarantine, Hoarding modules. Additionally, I
completed online ICS 100, ICS 200, ICS 808 and NIMS 700.
• Attended Emergency Dispensing Site training on January 16th, 2014.
• Oriented on Friday January 24th, 2014 with Melissa Wilson for training and hand
off report of current DOT patients.
• Oriented with Marblehead PHN and former Salem PHN, Tracy Giarla, on January
27th, 2014
• Attended Multi-drug Resistant Organisms seminar at Beverly Hospital.

• Summary of Communicable Diseases
TB:
Case#1: Case continuing with DOT visits daily, compliant and feeling well.
Case#2: Case changed to 1 per week DOT visits, very compliant and feeling well.
Case#3: Case moved to Salem recently and has been on DOT visits since November. Daily DOT visits
began in Salem upon notification on Monday February P.
Case#4: Case reported of active TB, patient expired while hospitalized.
1 Case of probable LBTI reported, sputum culture pending, being seen by NSMC pulmonary clinic.
1 New arrival, case has been contacted and referral form has been completed for appointment with NSMC
pulmonary clinic. This follow up is required for further testing due to previous treatment of TB without
sufficient documentation prior to the cases arrival in U.S.
Meningitis:
Case#1: This is a bacterial meningitis case; the patient was hospitalized with symptoms in late
December. This case was handled by DPH and per the epidemiologist, there was difficulty with
diagnosing this case and the patient was initially treated for viral meningitis. A rare and slow growing

• bacterium eventually grew in the culture so a proper diagnosis was made and treatment begun. Per DPH
this case requires no further case follow up locally.
Case#2: Infant diagnosed with viral meningitis, no further case follow-up needed per DPH.
Malaria:
Case#1: Case has been reported, investigation is in progress. At this time, the contact in unable to be
reached but according to reports from DPH, the patient has recently left the country for 2 weeks.
Calicivirus/Norovirus:
Case#1: Case has been reported, investigation has begun though patient has not been able to be reached.
Epidemiologist has been consulted; case may be lost to follow-up.
Group B streptococcus:
Case#1: Case was seen at NSMC due to mental status change, found to have 4 out of 4 positive blood
cultures. Hospitalized for several days until negative blood cultures were obtained, patient is feeling well
with nursing services at home and has fully recovered.
Hepatitis C (possible acute):
Case#1: Case reported and investigation started regarding questioning of acute status.
