1. Call to Order 7:08pm
2. Minutes of Last Meeting Motion by M. Fair to approve the draft minutes, G. Sullivan 2°d.
(June 13, 2013) Approved unanimously.
3. Chairperson Announcements Per BOH custom, there is no meeting in August. In case of any
emergencies, Dr. Poremba requested that BOH members keep
August 20 available. All agree to this request.

A. Health Agent Presented & approved. Copy available at the BOH.
Report *Maria's Sweet Something—The door was open and air curtain was
off on 7/23/13. A formal notice will be sent out tomorrow. The
notice will advise Maria's Sweet Something that the Air curtain has
to be on at the high setting whenever the door is open. If the door is
found open the BOH will institute action to suspend the Food
establishment permit.
*The BOH standard list of conditions was sent to the Planning
Board for the Power Plant Project. The Health Agent will invite
Footprint to present their plans to the Board for the Sept meeting.
*Public Health Nurse's Position has been posted internally and on
MAHB, MHOA, MPHN.
* Mayor's neighborhood walks—The Point and High Street area
dumpsters are not being kept clean, a formal notice will be sent out.
The Health Agent met with CDC Summer Program to discuss their
clean-up initiative. Next week all inspectors will go into the point
area to note all public health issues in the area.
*West Nile Virus positive in Lynn - no mosquito spraying will be
done in Salem at this time.

Nurse's Report The Board requests that in contagious disease report an additional
column be added for"#of cases current". Rabies case amended to
"on recommendation of DPH".

Report
D. City Council Board request for reduction of members is still pending in the City
Liaison Updates Council Public Health, Safety and Environment Committee. BOH
discussed and requested that Health Agent send a letter to the
Mayor on their behalf requesting the status of this issue.
6. New Business
A. Tobacco violations Board members were made aware that 1 st time violation letters for
selling tobacco products to underage persons were sent out to 11
tobacco retail establishments. It was also explained to the Board
that due to cut backs to the North Shore Tobacco Control Program,
fewer inspections are able to be done during the year. This increase
in underage tobacco sales may be attributed to the decreased
surveillance.

Announcements
• Food Permits issued to : Medusa Cafe, Firenze Trattoria, Melita Fiore Patisserie
• Caroline Kinsella, RN PHN has been hired on an interim basis to process Communicable
disease notifications and TB outreach program
• Dr. Mona Sigal, an MPH Student at UMass Amherst is working with the BOH (as part of
her internship requirement)to develop a series of trainings based on informing
restaurateurs on the risks associated with Fats, Salt and gluten and develop strategies to
address these risks in their menu offerings. This project is being done with the assistance
of the Chamber of Commerce
• Public Health Nurse vacancy posting period has closed, applicants have been invited for
interviews in the first round of interviews on September 12.
Community Outreach
• The Department participated in Neighborhood walk through with the Mayor and other
City department representatives
• Salem BOH was represented at the NSCDC summer youth program presentation and
• participated in the NSCDC Point Neighborhood walk through that identified student
projects and problems.

• Larry Ramdin attended presentations to the city administration by potential Marijuana
Dispensary applicants
• David Greenbaum attended meetings of the Abandoned Property Taskforce

Announcements
• A positive West Nile virus pool was detected in South Salem the area within a half mile
radius of the locus was treated
• A Salem resident was diagnosed with the West Nile Virus, night time temperatures and
other factors precluded spraying, messaging of precautionary measures was delivered in
addition to increased trapping for mosquitoes. The NEMMC reported that the last
treatment of the storm drains is still effective.

• Haunted Happenings have commenced in Salem and there are a number of events for the
month focused on Halloween. The BOH team will be out conducting several inspections
• We are coordinating with the Engineering Department, DPW and Housing Authority to
address concerns of sewage back- ups at the Rainbow Terrace Public Housing complex.
Community Outreach
• Household Hazardous waste day was held on September 28, 2013 — 136 cars were able to
dispose of hazardous waste in an environmentally safe way.
• Meetings and Trainings
• The Staff attended a webinar on Electronic Death Registration System(EDRS), the state
is moving to an electronic registration of Deaths next year and all certificates , including
burial permits will be done electronically. The webinar was an introduction program.
• Larry Ramdin attended the Healthy Housing training in Brockton hosted by the Healthy
Housing program and UMASS Lowell. The training focused on the factors that affect
general health in the home and strategies to reduce the risk factors. It focused on factors
beyond regulatory housing requirements.
• The NSSPHS met with Housing Authority Directors to discuss strategies to go smoke
free.
• Larry Ramdin is participating in the Supervisory Leadership Development Program
hosted MMA, UMASS Boston, Collins Center for Public Management and the UMASS
Amherst, Workplace and Development Center
