3. Chairperson Announcements The Chair noted that the department has no Public Health Nurse at
this time. The Board is in the process of interviewing for the
position& is hoping to have someone hired by October 1, 2013. In
the interim, Larry hire a temporary or ask for assistance from a
neighboring health department. Chair also reminded new members
of their obligation to attend the MABOH training in Nov.
Larry will provide the specific information.

• Report The Board requested that the positive West Nile Virus pool and
mosquito spraying intervention be added to the Health Agents
Report.

Larry Ramdin, Health Agent, met with the owners of 126 Bridge
Street about the bird feeder in the backyard. The owners and Mr.
Ramdin have come to a resolution on this matter.

Announcements
• Melissa Wilson R.N has been hired to do DOT for the BOH until a full time nurse is
hired.
• The Department is working on the deployment of the electronic inspection program. The
program allows for electronic inspections, online applications and processing of permits.
Community Outreach
• A senior influenza immunization clinic was held on October 16, at the Senior Center. 102
vaccines were administered. Dr. Poremba and her nursing students administered the
immunizations. Pam January, RN of the Lynn Health Department was the clinic manager.
Another clinic has been scheduled for November 16 at 120 Washington Street; the clinic
will be for staff and the general public. Additionally, we provided 30 Influenza doses (3
vials) to Lifebridge and 25 vaccines were administered.
• A Food handling workshop for PTO's is scheduled for November 13, at 120 Washington
Street.
• Discussions were held with landlords about transitioning to smoke free housing and the
reception was positive. A meeting is being scheduled with the Salem landlords
• Association.
Meetings and Trainings
• David Greenbaum attended the problem properties task force meeting. The task force is
an initiative of the Mayor's office to address concerns with problem properties and
develop strategies to deal with the problems. A city wide abandoned property ordinance
is one of the issues that are being discussed.
• Hoarding Task Force—NS Elder Services. Elizabeth Gagakis and David Greenbaum
attended the Hoarding task Force meetings that were held at the North Shore Elder
Services.
• The environmental Health unit will be attending a MEHA training meeting on November
21, dealing with Air Quality Nuisances
• In keeping the desire to enhance workforce skills, Elizabeth Gagakis will be attending
• MA PHIT: Food Inspector Training in January 2014. Larry Ramdin will be presenting at
the training on Food Inspection Equipment and procedure.
• • Larry Ramdin will be attending the InFORM 2013: Integrated Foodbome Outbreak
Response and Management from November 18-21. The conference integrates the
foodbome illness response, and features a number of timely topics on food borne illness.

LOCAL RESPONDER ATTENDS HOMELAND SECURITY TRAINING
Emergency Responder Justina Polvere from The Salem Board of Health,recently completed training offered
by the Center for Domestic Preparedness (CDP), in Anniston, Ala. The CDP is operated by the United States
Department of Homeland Security's Federal Emergency Management Agency and is the only federally-chartered
Weapons of Mass Destruction(WMD)training facility in the nation.
The training I received at the CDP is like nothing I have ever experienced before. The initial 3 days I focused
on learning how to prepare for an influenza pandemic in the Pandemic Planning and Preparedness (12-07 P3)
course. There and throughout my trainings I met so many responders from all over the country, and that in
itself was an amazing learning experience. Working together as a team, the class was able to act out and
respond to such an outbreak.I was able to learn the many roles of persons that would be involved in such a
circumstance. The information I learned is extremely valuable to my position as the Public Health Nurse here
in Salem,Ma, and I now feel better prepared and ready if such real life events ever occurred.
• My training at the CDP was completed with a hands-on training inside the COBRA facility where I was
taught how to wear protective gear suitable to protect me against some of the most toxic chemicals in the world.
Succeeding through this course has made me feel confident that if we were ever faced with a biological attack I
would be ready and eager to respond.I look forward to future trainings at the CDP and the wealth of
knowledge and experience they have to offer me.
The CDP develops and delivers advanced training for emergency response providers, emergency managers, and
other government officials from state, local, and tribal governments. The CDP offers more than 50 training
courses focusing on incident management, mass casualty response, and emergency response to a catastrophic
natural disaster or terrorist act. Training at the CDP campus is federally funded at no cost to state, local, and
tribal emergency response professionals or their agency.
Resident training at the CDP includes healthcare and public health courses at the Noble Training Facility, the
nation's only hospital dedicated to training healthcare professionals in disaster preparedness and response.
A number of resident training courses culminate at the CDP's Chemical, Ordnance, Biological and Radiological
Training Facility(COBRA). The COBRA is the nation's only facility featuring civilian training exercises in a true
toxic environment using chemical agents and nonpathogenic biological materials. The advanced hands-on training
enables responders to effectively prevent, respond to, and recover from real-world incidents involving acts of
terrorism and other hazardous materials.
Responders participating in CDP training gain critical skills and confidence to respond effectively to local
• incidents or potential WMD events.

This is in keeping with other boards, most of whom are 3 members.
• Historically,the size of the board was increased to 7 members when the city also was overseeing
a chronic disease hospital. Since this is no longer the case,the board would like to reduce its size.
This request comes from the board and is unanimous.Please do not hesitate to contact any/all of the

Discussion of reduction in number of Board Members and Department Head Title
The Board discussed the appearance of Beth Renard, City Solicitor, Larry Ramdin and Martin Fair before
the City Council Committee on Public Health Safety& Environment to ask the Council's support in
requesting special legislation to reduce the number of Board Members from seven(7)to five(5)and
discussed their reasoning for the request. They also asked that the Council amend city ordinance to be
consistent with MGL Chapter 111 that allows for the Board of Health to appoint either a Director or
Agent. The Board decided to write a letter to the City Council explaining their thoughts and rationale for
recommending a reduction in board membership.
G.Sullivan made a motion that the Board of Health recommend to the City Council and Mayor
that the size of the Board be reduced from a 7 member Board to a 5 member Board.Dr,Lucas
seconded it and the motion passed unanimously.

I am NOT available Tuesday the 8th as the City of Lynn is holding a Public Hearing that night for their new
regulation.
Yes there is a"movement"and our communities do not allow for Cigar Bars,which is how they would have to
be classified...and if I am correct your regulation would not allow for such a variance as it makes no exceptions
for cigar bars. In addition,this would create quite an issue with restaurants as it would create an unleveled
playing field among establishment within the City of Salem. These request have been made over the last
several years within our collaborative communities and all do not make any exceptions for such
establishments. Currently, Boston allows for them but they are phasing them out over the next several years.
I highly recommend to the Board that they do not create variance language in their very solid regulation or take
any steps that would move strong public health regulations backwards.
