• In contact with North Shore Pulmonary Clinic regarding active cases and case

understand your concern, I feel that you should be aware that permanent makeup, when
performed by an experienced artist,has no greater risk than tattooing the body, or
piercing the face.
I am a professional in a corporate environment. I understand the constraints set by the
Salem Board of Health. I am only asking that you look into this matter and I am sure you
will see that permanent makeup is certainly not a health risk when done by an
experienced artist.

Dear David,
I am writing to show my support for Nikki Leitao and her trade as a permanent makeup artist.
Unfortunately, I was not blessed with ample eyebrow hair and would spend 10 minutes every morning
drawing my much needed eyebrows on. I work in a professional software company, so I only wore
enough makeup to look normal.
A year and half ago, I went to Nikki for an eyebrow fill. 1 was quite pleased at how much care she took in
using sterile tools and keeping her work area sanitary. She did a fantastic job, and not only did she help
boost my self esteem, I wear much less makeup now than I have in the past. The healing process was
much shorter than a tattoo, and I would recommend it to anyone. The procedure is done by hand and not
by a tattoo gun and it is much more delicate. I walked out of the parlor went right to work afterwards!
Nikki gave me enough antibacterial ointment to last me through the healing process and she offered me a
follow-up appointment to check on my progress(which I didn't even need, so I didn't bother to do the
follow-up).
Please consider overturning the bill banning permanent makeup in Salem. Nikki is a very professional
individual who takes much care in her trade. She would be an asset to the Salem area. And since she
already has quite a few clients in Boston, I'm sure they would follow her wherever she goes. She would
bring in quite a few more people into Salem.

Correction
The BDDYPIERCINGS in your town, that the town allows is more of a serious invasive
procedure than any tattoo. The upper lip PIERCINGS going in over the lip (like a Cindy
Crawford like mole), Genital piecing, and/or nipple piecing that you allow in your Salem
shops are invasive procedures that have a high likelihood of infection. The chance of
infection without medical monitoring is well over 50%. For piercing to be allowed but
tattoo make up not to be allowed is just absurd.
Furthermore, she uses the tap method. She does not use electrically charged machines
for her makeup procedure, giving her full control over the blade and application.
Whereas the tattoos that other people get on their body are used with a electrical
machine where the blade is changed with every client..Nikki changes the blade and the
entire tool for each person.

1 am writing regarding Nikki Leitao who is currently a permanent make up artist at
Stingray Bodyart in Cambridge/Allston, Mass. I believe the Board of Health in Salem
has a no facial tattoo rule in their regulations. She has waited for two years now and
unfortunately, no progress has been made in terms of her ability to be able to be
licensed in Salem to do tattoo makeup in Salem.
Nikki has done my Tattoo makeup at Stingray and it has been a very positive
experience. The cleanliness and safety were not a concern for me. Blood born
pathogens are always a concern in these environments. Nikki clearly was aware of
safety precautions and current standards of care and what she as a tattoo artist needed
to do to protect herself and the client. I worked in a Va hospital for ten years and am
quite aware of concerns relating to needles, needle sticks, and concerns with blood
such as hepatitis c and HIV and other safety concerns. I had no concerns at Stingray in
terms of how she did her work. She changed needles, used gloves etc.
You must remember that there is a stigma associated with tattoos but permanent
make up is not just a tattoo. The following are different reasons why people get
tattoo makeup. Realize reasons are alopecia, trichotillomania, breast cancer, and
trauma.

treatment to fix the removal or part or all of the aerola after the entire breast of part of

David, I hope you will grant Ms Leitao priveledges to do this in Salem. A person is at no
greater risk for disease having tattoo make up then if they had a tattoo on their arm. Piercing
the body is actually more risky then any tattoo. The tattoo's your town allows is more of a
serious invasive procedure. The upper lip tattoos going in over the lip like a Cindy Crawford

Dear David,
I am penning this letter on behalf of Nikki Leitao, cosmetic facial tatto artist.
I have had the experience of having Nikiki work on my face with permanent tatto application procedures.
Her work was corrective for me, as I have had almost a complete loss of eyebrow hair(and scalp
hair) due to chemotherapy.
Even though some of my scalp hair grew back, most of my eyebrows never did and I have make efforts to
disguise how aweful this looks with the appolication of cosmetics every day for the past 5 years.
I am a male, and to do this every day just to look"normal" has become difficult for me, even though I have
learned to make it look fairly natural for the most part.
Nontheless, it is quite time consuming for me to do this, and again,as a male, it is rather embarrassing for
me when it wipes off at times during the day, but, I want-and need-to look"normal".
I searched for a solution to look normal and came across the website that Nikki works at in Allston, MA.
I called for an appointment, had the corrective procedure done by her, and now, I have realistic brows and
I don't have to deal with
the difficulty or the embarrassment any more.
I have walked into various tatto establishments in the past to have family memorial tatoos applied to my
arms, and have realized that some of them are quite pristine and completely clean with regard to their
• approach to hygenic procedure, and to be honest, a very small few of them left a lot to be desired.
As I am a muscular therapist and an Anatomy & Physiology instructor who has been in the field for over
17 years, I am quite"hygenic aware", and expect nothing but the very best from another professional.
The experience I had with Nikiki was one that spoke of her inner qualities as a person; it also spoke of
her excellence as an extremely detailed artist who possesses an elevated capacity to focus as she works.
She is completely hygenic, and offered the utmost in cleanliness and concern for my health and well
being.
She did everything in a very specific way and took great caution with every step of the procedure,
ensuring all information about follow-up procedure and a 4 week check up to ensure all details of healing
and health were addressed.
Her work area was flawlessly clean as was her appearance and it caused me to realize that hygeine is
very important if not critical to her and to the process of the application of permanant facial tatoo
cosmetics.
In my opinion, she is to be regarded as a leader in this important service.
Because of Nikki, I no longer have to worry about my entire personal presentation in public.
I also have no reservation with recommending her to other associates who are in need of facial cosmetics
due to their various reasons for this greatly needed service.
I am sincerely requesting of you to grant Nikki licensing for facial cosmetic tattooing procedures in the
town of Salem.

I am writing on behalf of Nikki Leitao, a cosmetic tattoo artist who resides in Salem.
Due to a regulation concerning facial tatooing, Nikki is unable to practice her
profession in Salem,and currently is licensed and works in Boston. Nikki hopes to
open a business in Salem,where she resides with her husband and son.
Cosmetic tattooing has become very popular for women. Its purpose is to accentuate
eyebrows and eyelashes,giving the client the effect of permanent makeup. In my
case, I lost my eyebrows due to chemotherapy and Nikki has given me new
eyebrows with a very natural look.
As a registered nurse with thirty five years experience, I can testify to Nikki's
adherence to the highest standards of cleanliness and professionalism in her
technique. She was trained in the office of one of the most prestigious plastic
surgeons on the North Shore.
Nikki has been waiting for two years for this regulation to be addressed. I
understand that the Salem Board of Health is meeting on February 9,and I hope that
you will take action to allow Nikki to be licensed and for her services to be available
to women in the North Shore area.
