1. Call to Order Meeting called to order by Dr. Poremba, Chair, at 7:00pm.

3. Chairperson's Announcements Member Resignation:
Chair recognizes resignation of Noreen Casey, RN at the expiration
of her appointed term this month. The Board formally recognizes and
thanks her for her service and contributions as a member of the board
for the last 3 years.
Sr. Sanitarian Position:
Chair discusses the opening for the Sr. Sanitarian position and
presents the written qualifications to all board members. These
• qualifications include that the position requires licensure as a state
sanitarian. D. Greenbaum expresses his interest in this position but
has not successfully passed the licensure exam. He has worked for
the BOH for 6 years plans to retake the exam in July. Since this is a
requirement for promotion from Sanitarian to Sr. Sanitarian and that
the Sr. Sanitarian would be responsible to the supervision of other
Sanitarian who may already be licensed, the Chair suggests that the
position be left unfilled until D. Greenbaum is able to take and
successfully complete the licensure requirements. D. Greenbaum is
concerned that the position may not be there in July. Given this
possibility, the board would allow D. Greenbaum to apply for the
position with the understanding that he would have one year in order
to become licensed.

but not limited to observation, sterilization of equipment and work
station. 2"d year will be learning the art of body art.
#5 Permanent make-up/Micro-Pigmentation apprenticeship shall be
allowed—.must be certified by the American Academy of Micro-
Pigmentation.
Section 4.2 Guest Artist (section is new to regulations)
#1 The guest artist works under the auspices of the permitted body art
establishment.
#2 The guest artist must apply for a temporary body art permit by:
a. submitting application b. paying fee c. provide documentation
of one year experience as licensed practitioner d. provide
documentation of basic first aid and CPR e. provide
documentation of OSHA course—prevention of disease
transmission and blood borne pathogens E provide knowledge of
anatomy of the human body

per calendar year.
Section 5.0 Facilities and Equipment

Activity Update:
• Domestically and abroad, 2009 H1N1 influenza viruses continue to circulate and
remain the predominate virus among all subtyped influenza A viruses.
• In the U.S., while flu activity remains relatively low nationally, the Southeast is
experiencing increases in activity, according to the March 14-20, 2010 FluView.
Most flu continues to be 2009 H1 N1.
• Recent 2009 H 1 N 1 viruses are similar to the virus chosen for the 2009 H 1 N 1
vaccine, and remain susceptible to the antiviral drugs oseltamivir and zanamivir with
rare exception.
• The FluView report is published weekly from October through mid-May at
http://www.cdc.gov/flu/weekly/fluactivity.htm, or see
hftp://www.cdc.gov/hlnlflu/update.htm for a summary of the weekly domestic
update.
• In nearly all countries of the world where influenza virus infections have been
reported, the 2009 H 1 N 1 virus continues to predominate among all subtyped
influenza A viruses.
• There are still uncertainties surrounding the rest of this flu season, including the
possibility of the circulation of seasonal influenza viruses and ongoing circulation of
2009 H1N1 viruses.
• CDC estimates that between 42 million and 86 million 2009 H1N1 cases occurred
• between April 2009 and February 13, 2010. The mid-level in this range is about 59
million people infected with 2009 H1N1. Previous infection with 2009 H1N1 should
confer immunity.
• A large number of people in the United States are likely to have antibody or immunity
against 2009 H1 N1 from vaccination and/or infection with 2009 H1N1. However, with
a population of more than 300 million in this country, a substantial number of people
likely remain susceptible to 2009 H1 N1, which continues to circulate at this time.
CDC Recommendations:
• CDC continues to recommend vaccination against 2009 H1 N1.
• Ongoing vaccination of people with certain health conditions is particularly important
because most cases of serious 2009 H1 N1 illness have occurred in people with
underlying medical conditions. The age group with the highest rate of 2009 H1N1
deaths has been people between the ages of 50 and 64 years of age; 80 percent of
whom have had an underlying health condition, but the age group with the highest
rate of hospitalization is children less than 5 years of age.
• Health conditions that increase the risk of being hospitalized from 2009 H1 N1 include
lung disease like asthma or chronic pulmonary disease (COPD), diabetes, heart
disease, or neurologic disease and pregnancy.
In addition, minority populations have been harder-hit by the 2009 H1N1 pandemic.,
than non-minority groups. There also is growing evidence to support early concerns
that people who are morbidly obese are at greater risk of serious 2009 H1 N1
complications.
• CDC also is encouraging people 65 years and older to get vaccinated against 2009
H1N1. Although less likely to get sick with 2009 H1N1 than younger people, people
65 and older are at higher risk of serious complications if they do get sick.

• Providers should ensure that children younger than 10 years old get both doses of
2009 H 1 N 1 vaccine. The recommended interval between the first and second dose is
• 28 days.
• It remains very important that antiviral drugs be used early to treat flu in people who
are very sick (e.g., people who are in the hospital) and people who are sick with flu
and have a greater chance of getting serious flu complications, like people with
asthma or diabetes, or women who are pregnant, or people who are 65 and older.
2009 H1N1 and Travel
• Pandemic 2009 H1 N1 influenza viruses are expected to continue to circulate
throughout 2010, including during the typical Southern Hemisphere influenza season.
Any traveler who wants to reduce the risk for pandemic 2009 H1N1 influenza
infection should get vaccinated with the influenza A (H1 N 1) 2009 monovalent
vaccine, preferably at least 2 weeks before departure.
• Travelers who have already received this vaccine do not need to be revaccinated.
More on Domestic Activity
• Visits to doctors for influenza-like illness ILI remained stable and relative) low
(ILI) Y
nationally. However, ILI is also looked at by region, and three of 10 U.S. regions
reported elevated ILI for the week ending March 20. Elevated ILI was seen in
Regions 4, 7 and 9.
o Region 4 is comprised of Alabama, Florida, Georgia, Kentucky, Mississippi,
North Carolina, South Carolina, and Tennessee.
o Region 7 is comprised of Iowa, Kansas, Missouri and Nebraska.
o Region 9 is comprised of Arizona, California, Hawaii and Nevada. (Last week,
only region 4 had elevated ILI.)
• Laboratory-confirmed hospitalizations rates have leveled off and very few
• Hospitalizations were reported by states during the week ending March 20; however,
some states in the Southeast are reporting recent increases in the number of flu-
related hospitalizations.
• The proportion of deaths attributed to pneumonia and influenza (P&I) based on the
122 Cities Report increased over last week, but in general remains low nationally.
• One flu-related pediatric death was reported this week which was associated with an
influenza A virus for which the subtype was undetermined.
• Since April 2009, CDC has received reports of 332 laboratory-confirmed pediatric
deaths: 278 due to 2009 H 1 N 1, 52 pediatric deaths that were laboratory confirmed as
influenza A, but the flu virus subtype was not determined, and two pediatric deaths
that were associated with seasonal influenza viruses. (Laboratory-confirmed deaths
are thought to represent an undercount of the actual number.
• No states reported widespread influenza activity. Three states reported regional
influenza activity: Alabama, Georgia and South Carolina.
• Local and regional flu activity has been sustained in the Southeast of the United
States over the past several weeks.
• The majority of the influenza viruses identified so far continues to be 2009 H1 N1
influenza A viruses. These viruses remain similar to the virus chosen for the 2009
H 1 N 1 vaccine, and remain susceptible to the antiviral drugs oseltamivir and zanamivir
with rare exception.
• Some influenza B viruses are circulating at low levels, and these viruses remain
similar to the influenza B virus component of the 2009-10 seasonal flu vaccine.
• Although flu activity remains relatively low nationally, local and regional flu activity
has been sustained in the Southeast United States over the past several weeks.
• CDC continues to recommend vaccination against 2009 H 1 N 1, particularly in parts of

• Anyone who wants to protect themselves against 2009 H 1 N 1 should get vaccinated;
however, vaccination is especially important for people at higher risk of serious
complications from 2009 H1N1, including people with certain health conditions,
pregnant women, and the very young.

My name is Nicolle Leitao and I am an applicant for a license to perform
Micropigmentation in the city of Salem, Massachusetts. I am requesting a
variance to be made to the recent addition of Micro Pigmentation in your Body
Art Regulations.
In Section 3.0 General regulation #10 requires that Tattoo Artists engaging in the
application of Permanent Makeup, in addition to documentation of successful
completion of a one year micro pigmentation apprenticeship, the Artist must
document successful completion of forty hours of formal training in a course
approved and certified by the American Academy of Micro Pigmentation.
• The approved training course closest to my residence is in New York and
requires 70-100 hours of training, and costs $4200.
Being a working mother of a 10 month old son, I haven't the time, child care, or
funds required for such a course. These limitations would force me to stay in my
current place of employment, and shatter my goal of someday opening a
business of my own in the community.
I wish to be waived of the additional forty hour training course required to be
granted a license. I believe that I have an acceptable, if not beyond the amount
of training, experience and knowledge to perform Micro Pigmentation. I have
been a fully licensed Micro Pigmentation artist in the city of Boston for the past
two years, after having completed a full year of an apprenticeship in my current
place of business, Stingray Bodyart, Allston, Massachusetts. I had spent
upwards of 50+ hours a week for that full year, concentrating on the application
of permanent makeup and working closely with my trainer, Cindi Clark.
Cindi is a Licensed Nurse/Aesthetician and Makeup Artist / Micro Pigmentation
Artist and Reiki Master with over 25 years experience. She continues to be a
close colleague of mine, making herself readily available if I need her advice or
guidance.
In addition to the one year apprenticeship, I am a fully licensed Body Piercer in
• the city of Boston for the past seven years. In the two years prior to my practice

in Boston, I had held a Piercing Practitioner license in the Massachusetts cities
of Beverly, and Saugus.
1 have always been current in my First Aid and CPR, and Blood Borne
Pathogens training, as well as an education in Anatomy and Physiology, most
recently being a Skin Course specifically designed for tattoo artists, offered by
the Board of Health of Quincy, MA.
In the Board meeting held on February 9, 2010, the members received a packet
containing many letters of support for me, written by many various clients and
colleague. I believe Mr. David Greenbaum has a copy of each letter. Mr.
Greenbaum has also been sent all of my required training documents, and
license application, and a check for the license fee.
