blocked by a piece of portable equipment which would have to be removed
an&-required type of"EXIT" signs installed to make this a designated
egress.

dated November 15, 1979 -Door had a dead bolt type of lock in place,when
the attendent was requested to open the door, it could not be done. Use
of dead bolts, is also in violation of the Fire and Building Codes. Upon
inspection, it was found that the occupancy is lacking "EXIT" signs, which
are required to be placed over each approved exit door. All exit signs
should be posted above the center of approved exit. Failure to have signs
posted are required under the authority of Salem Building Inspector. Front
balcony doors were sealed shut and the attendent could not open any of them.

9. PLUMMER HOME FOR BOYS - SPECIAL PERMIT ,UNDER SECTION P, WETLANDS AND FLOOD
HAZARD DISTRICTS OF THE SALEM ZONING ORDINANCE
At a regularly scheduled meeting of the Planning Board on November 15,
1979 the Board voted, by a vote of five in favor, none opposed, to.ap-
prove the application as complying with the requirements for .the issu-
ance of the permit. This Special Permit shall not take effect until a
copy of the decision bearing the certification of the City Clerk that
twenty days have elapsed and no appeal has been filed or that if such
appeal has been filed, and it has been dismissed or denied, is recorded
in Essex County Registry of Deeds and is indexed in the grantor index
under the name of the owner of record or is recorded and noted on the
owner's certificate of title. The fee for recording or registering shall
be paid by the owner or applicant.
10. ENGINEERING DEPARTMENT

lic Services - Requesting Mrs. Frances M. Englehardt, to connect to sewer
line. Advising her that she is required by local, State and Federal law.
to connect to the sewer, and these laws are being enforced in Salem. Pre-
sently discharging sewage from her property into the North River. This
• discharge is in direct violation of numerous Federal and State regulations
governing the discharge of untreated sewage into waterways.
11. NORTH SHORE CHILDREN'S HOSPITAL - LEAD SCREENING AND MEDICAL FOLLOW-UP PROGRAM

CONDEMNATION OF WILLIAM CURLEY.APT. 16 PARK ST.
This property has been condenmed as the result of vandalism causing heavy water
damage to walls and ceilings which necessitated electricity being shut off. The
vandalism occurred in an unoccupied second floor apartment and the water ran into
the Curley apartment. Owner- of the property is Larry Gallant. The second floor
apartment had been boarded.
