Abutting the site to the southeast is Federal Street, the east is St. Peter Street and the north and west are private properties. No. 0010--P. 3 TANK REMOVAL AND HELD ACTIVITIES • On June 4, 1994, three USTs were excavated at the site by Northeast Tank Services Co,, Inc.(1-linghatn, Massachusetts) under the direction of Envirotel, Inc: • (Milford, Massachusetts), According to Envirotel, the 10,000 gallon fuel oil and 300 gallon diesel USTh's tiorEEwith only min or pitting and spotty • rusting and no evidence of holes or cracks. Associated piping andfuel lines were observed intact with no evidence of leaks. The abandoned 500 gallon UST was also . observed in the same condition as the other USTs, however, it was missing the threaded plugs for the tank top openings. Stained soils were observed along the top and sidewalis • of the Abandoned UST and along the eastern end of the adjacent 10,000 gallon fuel UST. The highest headspace reading (100 ppm v-v) was detected in soils adjacent to the tank top openings of the abandoned USTAccordingly, it appears the release observed ;1 David W. The purpose of this letter is to Conditionally Approve this IRA Plan for assessing and/or remediating this release pursuant to the MCP. The IRA plan was developed by Wehran EMCON Northeast, of Andover, Massachusetts, in response to the discovery of contaminated soils during the removal of one 10,000 gallon and one 500 gallon #2 fuel oil underground storage tank. This incident was reported to the Department on June 7, 1994. The subject IRA plan is CONDITIONALLY APPROVED as follows: 1. Contaminated soils may be excavated as encountered and stockpiled on site for disposal. The volume of soils removed is not to exceed 100 cubic yards without obtaining Department approval. 2. All Remediation Waste generated as a result of the response actions are to be disposed of within 120 days of the date of generation in accordance with 310 CMR 40.0030. Such persons must continue to evaluate the need for IRAs and notify the Department immediately if such a need exists. (Milford, Massachusetts), According to Envirotel, the 10,000 gallon fuel oil, and 300 gallon diesel USTs wer o served in goo con tion with only minor pitting and spotty rusting and no evidence of holes or cracks. Associated piping and' fuel lines were observed intact'with no evidence of leaks. The abandon 00 allon UST was also observed in the same condition as the other USTs, however, it was missing the threaded plugs for the tank top openings. Stained soils were observed along the top and sidewalls of the ,abandoned UST and along the eastern end of the adjacent 10,000 gallon fuel oil UST. The highest headspace reading (100 ppm v-v) was detected in soils adjacent to the tank top openings of the abandoned UST. Accordingly, it appears the release observed 30.9/94.04665.01 •
