As reflected in Section 3, above, the Removal Site Evaluation was terminated due to its completion, and not for other reasons. a. The factors listed below, found in Section 300.415(b)(2) of the NCP, are applicable to this Site. (X) Actual or potential exposure to nearby human populations, animals, or the food chain from hazardous substances or pollutants or contaminants. (X) Actual or potential contamination of drinking water supplies or sensitive ecosystems. (X) Hazardous substances or pollutants or contaminants in drums, barrels, tanks, or other bulk storage containers, that may pose a threat of release. ( ) High levels of hazardous substances or pollutants or contaminants in soils largely at or near the surface, that may migrate. (X) Weather conditions that may cause hazardous substances or pollutants or contaminants to migrate or be released. (X) Threat of fire or explosion. ( ) The availability of other appropriate Federal or State response mechanisms to respond to the release. ( ) Other situations or factors that may pose threats to public health or welfare of the United States or the environment. b. The existence of the conditions specified in Section 4.a., above, indicate that a Removal Action under section 300.415 of the NCP could be justified. Many of the drums were leaking product. Also, several rooms contained'lab-pack materials and asbestos containing material was discovered in numerous pipe locations. Since this site is located on the North River Canal with no heat and no active fire suppression system, the potential threat of a release is extremely high and a removal action is thus warranted. However, a responsible party has become involved and is providing appropriate response, and on -scene monitoring is currently being provided by the State. At present, EPA response is not required. d. In light of the magnitude of the threat or potential threat to health, welfare, or the environment, the appropriate categorization of a Removal Action at this Site is: Emergency Time-Critical_X . Non Time -Critical 5. As reflected in Section 3, above, the Removal Site Evaluation was terminated due to its completion, and not for other reasons. a. As found in section 300.410(e)(1) of the NCP, the OSC shall determine whether a release governed by CWA section 311(c)(1), as amended by OPA section 4201(a), has occurred. This inspection was conducted to ascertain if a release of oil had occurred from the tank and if remediation was required following the scheduled removal of the (AST) by Johns Oil Burner Service of Lynn, MA.. The tank was intact and contained approximately 75 gallons of oil. There was some minor staining of the soils below the AST particularly in the area of the vent and fill lines. Soil samples collected from below the AST were field screened using the "Jar Head Space Test Method and a Model DL 101 photo -ionization detector. The result of the head space screening was 75 parts per million as benzene. EXCAVATION: On Thursday April 18, 2010 personnel from Lake Shore Environmental (LSE) traveled to the site and removed the AST from below the crawl space to facilitate the removal of the petroleum contaminated soil below the AST. Soils were continuously removed by hand and placed into open top 55 gallon drums. During the removal head space sampling was conducted until results were less than 10 ppm. A total of four 55 gallon drums were removed from below the crawl space.Drums were stored on site pending disposal. An area approximately 3' by 5' by 2' deep remained following the excavation. SAMPLE ANALYTICAL RESULTS: A composite soil sample from the bottom and sides of the excavation was collected and sent to Rhode Island Analytical of Hudson, MA., and tested for EPH, petroleum hydrocarbons. The result of the analysis shows that all samples are below DEP reportable concentrations for an S-1 residential area. Actual analytical data is presented as Attachment A. SITE RESTORATION: Following the soil removal a form was constructed in the area where the new tank was to be installed. The property owner poured the new concrete slab to accommodate the replacement tank. Johns Oil Burner Service performed the oil tank replacement including the proper disposal of the old tank. Copies of the tank disposal and new tank installation are appended to this report as Attachment B, and C. Limited Removal Action Report 13 Grafton Street Salem, MA DISPOSAL: The contaminated soil was removed from the site under a uniform hazardous waste manifest and transported to Enpro Services of Main by Enpro Services of Newburyport, MA. A copy of the manifest is attached. As Attachment D. SUMMARY: The soils were removed under the provisions of the Limited Removal Action as specified in 310 CMR 40.0318 Section A & B. Groundwater at the site is believed to be at least 30 feet or greater and the maximum depth of the excavation was 2 feet. There was no physical evidence of contamination in the soils exceeding the limit of the excavation. Therefore, it is unlikely that groundwater was impacted by the minor release of petroleum over the years. The excavation was backfilled with concrete to construct the new tank pad. The old tank was properly disposed of and the new tank installed to code. Disposal of the petroleum contaminated soils was at an approved facility and transportation was performed under a Uniform Hazardous Waste Manifest. Based upon the information gathered in this report it can be concluded that no further action is required relative to this LRA. This report should be kept on file for 5 years for future reference and to document the proper removal and disposal of the contaminated soil.
