(ENPRO) , has recently been engaged by the City of Salem to conduct certain environmental response actions r concerning a reported release of approximately 1, 300 gallons of _gasoline at the above subject property. The response actions tasked to ENPRO constitute by definition of the Department of Environmental Protection a Short Term Measure (STM) that is being taken to abate an imminent hazard at a Confirmed Disposal Site. Commencing earlier this week, ENPRO has furnished and installed a large diameter recovery well consisting of a 36A1 diameter slotted well screen complete with concrete access riser and manway. The recovery well has been installed in the immediate area of the former 1, 000 gallon capacity gasoline underground storage tank (UST) at a depth of approximately nineteen feet. Please refer to Attachment A for review of diagram illustrating construction of the Recovery Well. In an effort to prevent migration of the gasoline release, ENPRO intends to install a dual pump system to recover and treat groundwater in and around the area of concern. The dual pump system is comprised of two separate pump units. One pump (scavenger) is designed to float on the surface of the water and recovery free phase floating product that may be present over 1/811 in thickness. The second pump (depression) installed beneath the water table, is designed to pump groundwater and create a cone of depression. drawing free phase and dissolved product back to the recovery well. The scavenger unit pumps free product directly to a holding tank/drum for ultimate disposal at an approved receiving facility. The depression unit pumps to an on-site treatment system. Group i Mr. Raymond Bouchard August 13 , 1993 Page 2 Discharge of treated effluent waters from the groundwater filtration system to the sanitary sewerage system at an average i flow rate not-to-exceed 15 gallons per minute (gpm) is requested for a period of up to six (6) months commencing Monday, August 16, 1993. The connection of the effluent pipeline from the treatment system will be made at the garage floor drain influent pipe to the existing Gasoline Trap located immediately outside the garage bay doors. The treatment system will be located immediately inside the same garage bay doors. The Gasoline Trap provides an added measure to ensure that no free product is discharged to the sewerage system. Discharge of treated effluent waters to the storm drain system by condition of either an NPDES Per mit Exclusion ion and/or NPDE S Permit I would entail considerable work and expenditure by the City of Salem. The additional permitting, construction work and associated monetary expense will not be necessary with South Essex Sewerage District (SESD) approval to discharge treated water to the sanitary sewerage system. Proposed Standard Operation and Maintenance (SOM) Conditions for Discharge to SESD are Proposed as Follows: 1. The discharge shall not contain contaminant concentrations in excess of water quality standards presented herein and/or those adopted by South Essex Sewerage District (SESD) and the Massachusetts Department of Environmental Protection (MA DEP) . 2 . The discharge shall not contain oil in concentrations which will cause a sheen (as defined in 40 CFR 110) on the surface water. 3 . The permittee (City of Salem) shall discharge only treated groundwater. No other waste shall be introduced into the treatment system. 4 . The permittee shall allow an authorized member of SESD and/or MA DEP access for the purpose of collecting information, examining records, collecting samples, or undertaking any other actions that may -be necessary in connection with operation of the system. 5. This start-up sampling requirement is in addition to the established sampling schedule. 13 . The permittee shall cease discharge immediately and notify SESD and MA DEP within one work day by telephone and within 72 hours in writing should results of the final carbon vessel effluent sample indicate any levels above the not-to-exceed limits specified in condition 11. An explanation of the cause for exceeding permitted limits, a description of all corrective measures performed, and any maintenance conducted during the shutdown shall be submitted within one month of treatment system shutdown. 14 . The permittee shall notify SESD and MA DEP in writing 72 hours, after treatment system start-up or shutdown. In the case of shutdown, the permittee shall state the reason for shutdown. On behalf of the City of Salem, ENPRO is requesting that the Department authorizes and approves an additional phase of work to the requisite response actions. (ENPRO) has completed the installation of the large diameter (3611) recovery well at the above referenced site. On behalf of the City of Salem ENPRO has also submitted a permit application to South Essex Sewerage District (SESD) for discharge of treated waters from the proposed groundwater recovery and treatment system to the sanitary sewerage system. officials from SESD have indicated that the application will be processed immediately and a decision made henceforth. Enclosed for the Departments review is a copy of the application to SESD complete with supporting information. Accordingly, ENPRO has presented a work and cost plan proposal to the City of Salem for the installation, operation and maintenance (o&M) of the groundwater recovery and treatment system as it is presented in the application to SESD. Within 24 hours from approval by SESD and the requisite authorization to proceed from the City of Salem ENPRO can start-up the proposed system with concurring authorization from the Department. Pump tests were conducted by ENPRO on Friday 13, 1993 to determine the flow/recovery rate. Groundwater was pumped out of the Recovery Well into a 4,600 gallon capacity bulk stainless steel tanker staged at the site. Chu August 16, 1993 Page 3 - The system will be accessible on a 24 hour basis and ENPRO's 24 hour emergency number is on file at the Fire Department and with the Department. - Observation wells will be sampled periodically commencing on start-up of the system, for the purpose of monitoring the effectiveness of the recovery system e.g. piezometric head- levels/floating product thicknesses in all monitoring wells on days 1, 2, 4, and 6 and thereafter weekly for the first month where upon a regular schedule, say monthly, shall be adhered to. - The Department's North-East Regional Office shall be notified in writing when the imminent hazard is abated and approval is sought for the treatment system to be shut down. ENPRO has requested that the City of Salem issues a purchase order authorizing three months of O&M activities with an extension option for monthly O&M thereafter. After the initial three month period ENPRO, if engaged by the City of Salem, will advise the Department of the City's approval for ENPRO to address the following criteria also specified in the Department's letter dated July 23, 1993: -- Collection of samples from "key-wells" for appropriate analytical parameter testing and the completion and submittal of a groundwater quality monitoring report on a quarterly basis.
