Seven Year Action Plan
Introduction
In 2009, the Executive Office of Energy and Environmental Affairs (EOEEA) allowed communities to extend the
eligibility period of the Five-Year Action Plan component of the Open Space and Recreation Plan to a Seven-Year
Action Plan. As a result of this extension, in January and February 2010 the Open Space and Recreation Plan
(OSRP) Committee updated the Five-Year Plan 2007-2012, to a Seven-Year Plan 2007-2014. To ensure the
implementation of these actions on a year-to-year basis, the OSRP Committee identified all commissions,
committees, departments, or groups to lead each action.
The OSRP Committee was made up of the following people:

The OSRP Committee met twice in January 2010 and held a public hearing on February 9, 2010 to review the
current Five-Year Action Plan. The Committee determined which tasks have been accomplished since the
approval of the Open Space and Recreation Plan in 2007, identified which tasks remain on-going, and included
additional actions to be accomplished over the next five years. The approved Open Space and Recreation Plan can
be viewed in full at http://salem.com/Pages/SalemMA_DPCD/studies.
In addition to extending the approved Five-Year Action Plan to a Seven-Year Plan, a new “status” column has
been put in place to explain the details of accomplishments to date. Another new feature is the check marks (√),
representing a completed action and the dash marks (-), representing an on-going project to be completed in the
specified year. The newly added features serve as a clear and simple way to identify which goals are met, and
which goals may need more focus or support. It is made clear from the table, that an impressive number of actions
have been accomplished over the 3 years since the Open Space and Recreation Plan was completed and approved
in 2007.
The updated Seven-Year Action Plan replaces the Five Year Action Plan included in the Open Space and
Recreation Plan 2007-2012. However, it continues to work to obtain the following goals:
1) Maintaining public spaces and recreational facilities
2) Protecting open spaces
3) Develop and implement a capital improvement program and
4) Improve public access and awareness

The project is expected to commence in the spring of 2010. • In November 2009 the Salem Bike Path Committee completed a Draft Citywide Bicycle Circulation Plan. Final plan is expected in January 2010. • In September 2008, 54 bike racks were installed throughout downtown Salem.

A new state ramp is planned to be build in Spring of 2010 at McCabe Marina (Kernwood Marina) through a $350,000 grant from State Public Access Board. • The construction of a Harborwalk around the southern and western banks of the South River Basin is expected to be completed in May 2010. The City executed a long-term license with National Grid in July 2009 to construct, stage, access, and maintain a portion of the Harborwalk that is adjacent to National Grid’s Electrical Sub-Station at 25 Peabody Street and also on

Harbor Plan Imp. Comm., DPCD - - - - - Governor’s Seaport Advisory Council land owned by National Grid that is currently used for a parking lot. • Additional sections of the Harborwalk to be built; one at Hess Gas Station and at 295 Derby Street on the northern side of the South River. Hess is also required to install a directional sign from Derby Street to the Harborwalk, identifying the public access way to the waters edge. • In 2009 the City began working on the preliminary engineering and sediment testing to dredge the South River Channel and Basin. The Salem Harbor Plan outlines other areas the City proposes to dredge.
