FY20 SUBSTANTIAL AMENDMENT #2 - MAY 6, 2020 SUBSTANTIAL AMENDMENT #2 TO THE FY20 ACTION PLAN (HUD 2019 PROGRAM YEAR) MAY 6, 2021 The City of Salem has been notified of an additional award of $537,651 in Coronavirus Aid, Relief and Economic Security Act (CARES Act) funds from the U.S. Department of Housing and Urban Development (HUD). These funds are to be used to prevent, prepare for, and respond to COVID-19. The purpose of the substantial amendment is to add this new allocation (CDBG-CV3) to the FY20 Action Plan as an available resource. It is anticipated that the CDBG-CV3 funds will be utilized for the following activities: • Economic development activities - $150,000 • Planning & Administration activities - $50,000 • Infrastructure/public facilities - $15,000 • Public Service activities - $322,651 Examples could be assistance to affected businesses, improvement of facilities or outdoor spaces for health purposes, and services such as housing legal assistance, transportation and neighborhood outreach. Activities will benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, or meet urgent, emergency needs. The 5-day comment period for Substantial Amendment #2 is from May 12, 2021 through May 18, 2021.
