An application is being submitted to the Board of Appeals for the following reason(s):
Proposal is to add 3rd floor dormer to add more headroom and useable space to the third floor bedrooms.which are existing part of the
upstairs apartment. Request is for Special Permit to alter an existing 2-family residence under Section 3.3.5 No new units or bedrooms
are being added by this pruposai.
For this reason,I am requesting:

The Undersigned hereby petitions the Board of Appeals to vary the terms of the Salem Zoning Ordinance and allow the project to be
constructed as per the plans submitted,as the enforcement of said Zoning By-Laws would involve practical difficulty or unnecessary
hardship to the Undersigned and relief may be granted without substantially derogating from the intent and purpose of the Zoning
Ordinance.

The use of the structure as a 2-family residence is not being changed. The proposal is merely to add a dormer to the third floor of the
structure to add better headroom and useable space to the bedrooms for that apartment. There is no increase in the number bedrooms
in the unit,which will remain three(3). This change will not be substantially more detrimental to the neighborhood,because:
a.upgrading the building and apartment in accordance with current building and safety codes will serve the community need for safe and
fit family housing.
b.Because the number of dwelling units and bedrooms are not being increased and the property,there will be no increase in traffic flow
or congestion.
c.Adequate utilities and public services already serve property.
d.as the construction is only adding a dormer,with no increase in the height of the structure as measured in feet,and and there will no
increase in the footprint of the structure,there will be no significant negative impacts on the natural environment or drainage.
e. the dormer will be constructed and designed as shown on the accompanying architectural floor and elevation plans,will be consistent
with the character and materials of the existing structure,so will have no negative impact on the neighborhood character.
f.the improvements to the structure ill result in an increase in the value of the property,with the associated increase in real estate tax
base of the City.
