GZA hasperformedinvestigationstodocumenttheexistingconditionsofthesiteandtoassistinthedevelopment
ofproposed reconstruction and restoration designsincluding an updated topographic survey ofthe site,
inspectionsoftheseawallstructureandlimitedecologicalsurveyofthesaltmarshhabitatarea.
T he ColumbusAvenue seawallwasobserved to have minorto advanced defectsand deterioration.
Variousareaswith loose or missing chinking stonesand areaswith loose,cracked,missing and
deterioratedmortarbetweenthestoneswereobservedalongtheentiretopandseawardface.Voidsand
cracksinthecoreoftheexistingseawallwereobservedatseverallocationsalongthetopandseaward
sideofthewall,andstonesandmortarweremissingatthefaceandaroundthepipepenetrations.S everal
sinkholeswereobservedlandwardofthewallalongthesidewalk.T heseawallisparticularlysusceptible
tofailure,duetoage,existingdeterioratedcondition,lackofconsistentmaintenance,andlackofproper
stonesizinganddesign.
T hesaltmarshareawasobservedtobepartlydesiccatedanddegraded.T hesaltmarshareawasobserved
tohavevarious‘pockmark’ voidsupto2 feetdeepthroughoutthemarsharea,severeerosionalongthe
seawardendwithcompletelossofsaltmarshvegetationandsubstrateupto2 feetdeeppresumablyat
locationsofpreferentialflow pathsoftidalwaterand/orgroundwater,anderosionandunderminingat
thetoeofthesaltmarshsubstratepresumablyduetoerosivetidalandwaveforces.Improvementsand
enhancementofthesaltmarshareawillhelptostabilizetheshorelineand reduceerosion,attenuate
waves,andprovidehabitatforplantandanimalspecies.
It isouropinion that ifleft as-isthe seawallstructure would likely experience additionaldegradation and
potentially failure.Additionally,the relative low wallelevation atthe northeastend contributesto increased
floodingandwallovertopping,alternativesforincreasedwallheightwerepreferred.Itisouropinionthatifthe
saltmarshareaisleftas-isitwilllikelycontinuetodegradeanderode.
T hedo-nothingalternativeisnotconsideredappropriateformultiplereasonsasitwouldnotprovideadequate
protection to existing infrastructure including the roadway,utilities,and residentialproperties,it would not
providearesilientshorelinewithminimalmaintenance,anditwouldnotaddresspublicsafetyandpublicaccess
concernsduetotheexistingdamagedanddeterioratedseawallandbeachaccesslandingstructure.

T hestonemasonryin-kindrepairs/reconstructionalternativewouldconsistofchinking,fillingvoids,andreplacing
missingmortarwithintheexistingseawall.T hestonemasonry in-kindrepairoptionwouldrestoretheexisting
seawalltopre-storm conditionsbutwouldnotadequatelyaddressthepotentialforfuturecompromisedueto
storm surgeandfloodingconditions.Additionally,theseawallwouldrequirecontinuousfuturemaintenanceto
repairandrepointthewalls.
T ypicalstonemasonrywallrepair/maintenanceconsistingofrepointingandfillingvoidsisestimatedat$25to$35
persquarefootofwall.T herepointingofmortarjointsshouldbetypicallyperformedeverythreetofiveyears
dependingonexposureconditions.T hecostestimatetomaintaintheexistingstonewallswithmortarjointsmay
beupwardsof$75,000to$105,000everythreetofiveyearsassuming3,000 squarefeetofwall.
T hestonemasonryin-kindrepairsalternativeisnotconsideredappropriateformultiplereasonsasitwouldnot
provideadequatelong-term protectiontoexistinginfrastructureconsideringfuturecompromiseduetostorm
surgeandfloodingconditions,itwouldnotprovidearesilientshoreline,itwouldrequireadditionalfrequentand
costlymaintenance,anditwouldnotadequatelyaddresspublicsafetyandpublicaccessconcernsduetotheexisting
damagedanddeterioratedseawall.

T heslopedstonerevetmentalternativewouldconsistofthereplacementoftheexistingseawallwithasloped
stonerevetment.Generally,aslopedrevetmentwitharoughfaceispreferredoververticalseawallsduetoits
abilitytodissipatewaveenergyandhelppreventscouranderosion.Attheprojectsitehowever,thereisapublicly
accessiblebeachandanareaofsaltmarshvegetationfrontingtheexistingseawall.
Attheprojectsiteaslopedrevetmentwouldnotbefeasible,forthefollowingreasons:
1)Inability to move structure landward due to proximity to the publicroadway (ColumbusAvenue),public
walkway,utilities,andresidentialdwellings.
2)Inabilitytomovestructureseawardduetoproximitytoexistingsaltmarshandgenerallossofhabitat,goalto
maintaincontinuedpublicaccessanduseof‘StepsBeach’,andpermittingimplications(effortandcosts)for
theplacementofstoneseawardoftheexistingstructures.
T he sloped stone revetment alternative isnot considered feasible asthere are numeroussite constraints.
Alternativesforseawallreplacementwithintheexistingstructurefootprintwereconsidered.

T hecast-in-placereinforcedconcreteseawallalternativewouldconsistin-kindreplacementoftheexistingstone

andapproximately1.3timesmorethanthereinforcedconcreteseawallalternative.
T hehybridconcretewithstoneveneerseawallalternativewasnotconsideredappropriateduetothehighupfront
costs,concernformaterialavailabilityforthedimensionalstoneblockveneer,andthecontinuousmaintenance
requirement.

flooding,andsealevelrise.A proposedtopofwallelevationof11.5feetN AVD88mayprovideprotectionagainst
theFEM A 100-yearfloodeventplussomeprotectionagainstwaveeffects.
T heproposedgranitestoneseawallwillactasamassgravitywalldesignedconsideringwallstabilityagainstsliding
andoverturningconditions,aswellasenvironmentalwaveloadingconditions.T heproposedtopofwallwidth
shallbeapproximately2 feet(matchingtheapproximateexistingtopofwallwidth).A minimum topwidthof2
feetshallbemaintainedtoallow forpotentialfutureincreaseinwallheight.T hetopthreecoursesofstoneblock
willbedowelledtogetherforincreasedstabilityandresilience.
T he proposed granite stone wallface willgenerally replicate the current wallrugosity and wave deflection
conditions,andthereforewilllikelynotincreasethereflectivewaveenergyintothesaltmarshandshorelinearea

T heexistingseawallhasanapproximate20linearfootopeningforthebeachaccessgraniteblocklanding.Itisour
understanding that currently during the off-season and during storm eventsthe opening isblocked using
sandbags.T heproposedprojectincludesreducingthewallopeningtoanapproximate8-foot-wideopeningand
theinstallationofapermanenthingedfloodbarriergateforincreasedprotectionandresiliency againstwaves
andfloodingevents.
BeachAccessImprovements
T heexistingseawallhasanapproximate20 linearfootopeningwithconcretestepsfrom theconcretesidewalk
downtoagraniteblocklanding.T helandingisapproximately24-feetby19-feetinplanareaandiscomprisedof
agraniteblocktoppingsurfacewithmortar/concretefillbetweentheblockjoints.Attheseawardendthereare
approximately 6-footwidegraniteblockstepsforaccesstothebeach.T heproposedprojectalsoincludesthe
reconstructionofthegraniteblocktoppedlandingandgraniteblockstepswithnew approximately18-feetby20-
feetgraniteblocktoppedlandingandconcretecoreinfillwithstepsonallthreesidesforcontinuedpublicaccess
tothebeach.

marshbuttoallow forpotentialenhancementandrestoration.

void/eroded areasup to the approximate elevation ofadjacentmarsh/riprap stones,filling ‘pockmark’ voids
throughoutexistingmarshwithcobblesandcleansandfill,andtheinstallationof1000 plugsofSpartina patens
and2500 plugsofSpartina alterniflora.
P rotectionand enhancementofthesaltmarshareawillstabilizetheshorelineand reduceerosion,attenuate
