OF PLANNING & Salon Historical Commissiol; MUNITY DEVELOPMENT 120'.VAShd'.G`10 sT_-ET SA-EK ASS.< ;"1 S i; Wc For Office Use Only 478 61-'_r,95 --AX W APPLICATION FOR A CERTIFICATE OF NON-APPLICABILITY Pursuant to the Historic District's Act (M.G.L. Chapter 40C) and the Salem Historical Commission Ordinance, application is hereby made for issuance of a Certificate of Non-Applicability as described below for: F] New Construction Moving Reconstruction ❑ Alteration [—,/l Demolition Painting Sign Other District: EjDerby Street OLafayette Street FZ]Mclntire nWashington Square Address of Property: 358 Essex Street Name of Record Owner(s): Josiah Fisk Owner Mailing Address: jbkf@aol.com Description of Work Proposed Please type orp-rint clearly.Attach additional sheets, as necessary. Proposed work is to replace the existing wooden board fence between 358 and 356 Essex Street, the existing hollow square fence post at the front comer of the property by the sidewalk, and the length of picket fence and its gate along the sidewalk and attached to the house. All elements would be replaced like for like. There would be a few small differences of construction detail in the fence along the property line: -posts would be slightly shorter(currently they are as high as the fence boards),with angle-cut tops instead of flat -horizontal framing members would be notched into the posts instead of attached flush -posts and horizontal framing members would be of pressure-treated wood, and fence boards would be of cedar (currently white pine, which has not held up well) -beginning approximately 10 feet back from the sidewalk, for a distance of approximately 25 feet where the fence is closest to the house at 356 Essex, the boards will be mounted with 1-2" of vertical open space between them in order to trap less moisture in the narrow area between the fence and the house at 356 Essex Consistent with current conditions, fence between properties will be left to weather.Proposal is to leave picket fence white for now, pending a forthcoming application to SHS concerning a change in main house color, either to a different color or to a non-faded version of the existing color. Beyond the exceptions noted above, height, construction and general appearance will be made to closely match existing conditions.
