APPLICATION FOR A CERTIFICATE OF NON-APPLICABILITY
Pursuant to the Historic District's Act (M.G.L. Chapter 40C) and the Salem Historical Commission Ordinance,
application is hereby made for issuance of a Certificate of Non-Applicability as described below for:

Currently, several windows at 380 Essex Street do not have storm windows. For those which do have storm
windows they can only be taken off/on by using a ladder. As the house is three stories, taking storm windows
on/off is both time intensive and dangerous. None of the storm windows have screens.
We plan on installing double hung Harvey Tru-Channel storm window (product literature below) on all double
hung windows at 380 Essex. The exterior finish will be white to match the white trim of the windows. Should
the historic commission prefer an alternative color, the full color spectrum of Harvey storm windows is
displayed here and we will defer to the color selected by the historic commission.
This is filed under non-applicability given what is specified in SALEM HISTORICAL COMMISSION
GUIDELINES NOTEBOOK page two:
“The Commission has no jurisdiction over the following:
1. Terraces, walks, driveway materials, sidewalks and similar structures provided that any structure is
substantially at grade level.
2. Storms doors, storm windows, screens, window air conditioners, lighting fixtures attached to the
building, antennae and similar appurtenances. (Note that the Commission does have jurisdiction over the
paint colors of storm doors and windows. Note that the Commission does have jurisdiction over satellite
dishes and solar collectors.)
3. Interior work that does not affect the exterior in material, design or outward appearance.
4. Landscaping. (Note that the Commission does have jurisdiction over retaining walls - e.g. railroad ties.)”

Dimensions (i.e. height of fence, size of pickets and posts, etc.)
Paint color samples, if applicable (no less than 2”x2”)
