Please find enclosed our application for a Certificate of Non-Applicability for the installation of
handrails on the back stairs at 262 Lafayette Street. We have included pictures of the back
porch as viewed from Laurel Street, as well as a letter from one of the unit owner's doctor
attesting to the need for the handrails. Should the Commission decline our request, I am
simultaneously enclosing an application for a Certificate of Appropriateness so that our project
can be added to the Commission's meeting agenda on Wednesday, November 15cn

On August 25,2017,Mary Armsden,owner of Unit One in our building,broke several vertebrae in her neck,
sustaining grave injuries that have affected her mobility.To ensure that Mary will be able to enter and exit the
building safely, we are requesting permission to put up two metal hand railings on the back porch stairs,similar to
the handrailings on many buildings in our area. We have chosen a design that is simple and unobtrusive,and will
be largely invisible to pedestrians and motorists on Laurel Street. (Bates House sits on a corner lot; the front faces
Lafayette Street,and the side -- with driveway and back porch --faces Laurel Street). For reference,we have
enclosed an image of the handrailing we would like to install,as well as images of our back porch entrance as
taken from several vantage points on Laurel Street.We have also enclosed a letter from Mary's physician attesting
to the need for this accommodation.
The railing will be attached to the risers and to the porch (please refer to contractor's estimate for details and
enclosed picture of a similar handrail installation). Note that the stairs are flanked by two brick structures (28" in
height) that will partially block the view of the railings from the street.Additional information about the
dimensions of the stairs and railing are enclosed.
