Statement of Conditions
--
A Certificate of Non-Applicability is required for the following:1) Additions, alterations or new construction not visible from a
public way, public street or public park. A representative from
the Commission will determine that which is visible or not
visible.
2) Temporary structures or signs, subject, however, only to
such conditions as to duration or use, location, lighting,
removal and similar matters as the Commission may reasonably
specify.
3) The reconstruction, substantially similar in exterior design, of
a building, structure, or exterior architectural features damaged
or destroyed by fire, storm or other disaster, provided such
reconstruction is begun within one year thereafter and carried
forward with due diligence.
4) Ordinary maintenance, repair or replacement of any exterior
architectural feature which is damaged or worn provided the
work does not involve a change in design, material, color, or
outward appearance of the structure.

Ordinary Maintenance, Repair, or Replacement = Ordinary
maintenance, repair or replacement of any exterior architectural
feature which is damaged or worn provided the work does not
involve a change in design, dimensions, material, color, or
outward appearance of the structure.
Reroofing- Replace existing roofing to match existing, (i.e. 3-tab
asphalt shingles, slate shingles, wood shingles, architectural
asphalt shingles). NOTE: A change from 3-tab asphalt shingles
to architectural or designer asphalt shingles requires a
Certificate of Appropriateness.
Temporary Structure or Sign = Temporary structures or signs,
subject to such conditions as to duration or use, location,
lighting, removal and similar matters as the Commission may
reasonably specify.
Statement of Proposed Work
The fixed Gothic style windows at the South-West tower of St. James Church has are beyond their useful life. Each grouping of
windows are held in place by curvilinear wood sash stops, but much of the wood tracery, muntins, mullions, and bottom rails have
significant deterioration that has caused the individual panes of the tower windows to separate from the frame and fall to the ground
below. This hazardous condition lead church staff to cordon off the far-left entrance at the base of the tower and the surrounding
area with caution tape for the safety of its parishioners.
At the top of the tower there are a pair of windows on the East (Federal Street), South, and West (Bridge Street), however; no
windows exist on the North facing the roof of the church. Each pair are fixed single pane windows with trefoil heads and geometric
tracery at the pointed arch above, over a flat panel transom, over a pair of trefoil arched windows bifurcated with a wood mullion.
The mid-level window openings are oversized and in a stacked triple window configuration with a mid-span of six single pane trefoil
arched windows to the East and South. The oversized window at the rear is shortened due to the proximity of the side aisle roof
below. The wood tracery at the two three-sided trefoil stained-glass clerestory windows above the Southern entrance also has also
begun to deteriorate.
Asbestos has been found in the putty of the tower windows, so an asbestos abatement will be required. The proposed scope of
work would include the immediate removal of any loose windowpanes, the installation of temporary plywood over each window
opening during the winter months, and in the Spring of 2021, the windows will be abated, restored using epoxy and mahogany to
match all existing profiles, and painted to match. This tower window restoration should be completed on or about August 1, 2021.

Hi Colleen, I have received the application and will forward to the Commission for review. Will all glass be removed or only those
panes at risk of falling out? If so, Will plywood cover entire window or only the individual panes that are removed.

Patti, They would only remove the loose glass that's at risk of falling due to the deteriorated glazing compound, muntin separation,
open joints, and rotten wood. The contractor may determine that all of the higher oversized windows should be covered so the strong
winds, like the ones we've had the past few days, don't cause the windows to rattle and any additional pieces to become dislodged
and fall. We want to salvage as many of the glass panes as possible. Thanks, Colleen
