Evaluate the characteristics of the building in terms of other buildings within the community. 165 Federal Street is a 2 1/2-story, 3 x 3-bay building resting on a brick foundation. Sheathed in asbestos siding, the house displays shallow cornice returns on its gablefront. A small brick chimney rises from the ridge of the asphalt roof. The Greek Revival style sidehall entrance contains a five-panel door with partial sidelights. Modern brick steps front the entrance which features an entablature surround. Windows contain 6/6 sash with molded surrounds. A secondary entrance is centered on the west elevation and contains a six-panel door with the two upper panels filled with glass. A modern aluminum canopy shelters the entrance. HISTORICAL NARRATIVE Describe the history of the building. Explain its associations with local (or state) history. Include uses of the building and the role(s) the owners/occupants played within the community. According to research by Historic Salem, Inc. in 1767 Samuel Buffum, Salem glazier, bought a piece of land on Federal Street from Thomas Blaney. Within nine months he had built the house that now stands at 165 Federal Street and in 1767 Buffum sold the house and land to John Rowe, Esq. Rowe sold the property in 1782 to Ephram Emmerton and in 1825 Mary Turtle inherited the house from her parents, Ephram and Remember Emmerton. Mary Turtle sold the property to Henry C. Turtle, a physician, in 1835 for $800. It was apparently during Turtle's ownership that the Greek Revival features were added to the structure. H.A. Turtle is shown as the owner on the 1874 map. By 1878 the building had been acquired by Ezra Woodbury who applied for a building permit to "repair" the building. The 1897 map lists Ezra Woodbury as the owner; Mrs. Woodbury is shown as the owner in 1911. The two units were rented out to numerous tenants during this period.
