APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Pursuant to the Historic District's Act (M.G.L. Chapter 40C) and the Salem Historical Commission Ordinance, application is hereby made for issuance of a Certificate of Appropriateness for: ❑ New Construction ❑ Moving m Reconstruction ❑ Alteration ❑ Demolition ❑ Painting ❑ Sign ❑ Other District: ❑Derby Street ❑Lafayette Street W]McIntire ❑Washington Square Address of Property:First Church in Salem,316 Essex Street,Salem,MA 01970 Name of Record Owner(s): First Church in Salem Owner Mailing Address: 316 Essex Street,Salem,MA 01970 Description of Work Proposed Please type orprmt clearly.Attach additional sheets, as necessary We wish to erect new perimeter fencing on the church garden's eastern property line, adjoining parts of the Salem Witch House and Historic Salem properties. An inspection of the fence has revealed structural rot. This presents both aesthetic and safety issues since children continue to play in the garden beds despite the best efforts of parents and teachers. The church garden currently includes three styles of fencing. In order to consolidate this,we propose a 60"tall flat board picket fence with beveled I"x 2"cap rail with the bottom edge of the pickets placed 4-6"above grade. The fence will be built in 8' panels with a picket spacing of 21h".The posts will be boxed, with an external measurement of 6"x 6".The internal support will be a 4"x 4"post set 24"below grade. The panels will have 2"x 4"cross rails on the First Church side.We would prefer open fencing to promote air circulation around the plants in the northeast bed.Ventilation will also prevent moisture retention on the fence in this shady area, which can help preserve the fence and reduce maintenance. To unify the picket fence visually with the adjoining privacy fencing, we suggest using the same stain color and similar style pyramid caps. There are numerous examples of the closed top flat board picket fence in the McIntire District.Attached are a few examples in the McIntire District, although there are many more.
