In anticipation of our appearance before the Commission on February 6,submitted herewith are
the following:
• Copy of Client Proposal from Window Woman of New England dated February 8, 2018;
• Scope of Work from Robert D. Farley Associates Architects,dated December 8, 2018;
• Seven (7) photographs depicting the following:
o Two Photos showing six (6)of the windows proposed for restoration on the Easterly
(Ash Street)facade of the Annex;
o Photo showing the Northerly facade of the Annex(Bridge Street)where six(6) large
windows on the mid-level and seven (7 )small windows on the basement level are
proposed to be restored;
o Photo of the Northerly facade with a window circled which is proposed to be restored to
match the others on this elevation;
o Photo depicting three (3)windows on the Westerly elevation (courtyard) proposed for
restoration;
o Photo of the Southerly elevation windows where four(4)windows are proposed for
restoration; and,
o Photo showing the existing condition of a portion of one of the windows on the
Northerly elevation.
You will recall that we appeared before the Commission last Fall and informally reviewed this
proposal with you. Since that time,we are pleased and gratified to report that The Bridge at 211 has
received two separate awards totaling$67,647.97 from the Community Preservation Committee in
order to address these windows which have been deemed to be functionally Inoperable,thermally
insufficient,and present a compromise to the weather envelope. We are extremely grateful for this
award which is the first phase of additional restoration projects planned for the building in the future.
As you are also aware, as a condition of the grant of the CPA funds,The Bridge at 211 will be
entering into a Preservation Restriction Agreement among the City, MassHistoric, and The Bridge Board
of Directors. The draft of that Agreement has been finalized and it is our understanding it is currently
under review by the Massachusetts Historical Commission. This Agreement, along with the existing
Facade Easement held by the Salem Redevelopment Authority, will ensure that all future work on the
building's exterior will be properly scrutinized and approved.
We expect construction to commence on April 1, 2019.
The Bridge at 211's architect, Robert Farley,and I plan to attend your meeting on February 6,
2019 to review the project with you and answer any questions you may have.
Again,The Bridge at 211 is extremely grateful for the Commission's support and we look
forward to seeing you on February 6.

Dear Dale,
Thank you for asking me to look at your windows. They are original to the building and are worth restoring.
The good news is most of the windows have relatively new storm windows that will provide excellent
weather protection when some of the gaps and voids are filled in.
We have three levels of service-Tune Up,Renovation, and Full Restoration. Below, I've outlined what each
service includes.

*Basement window sash would be $500 each.
Based on the condition of the windows I would recommend Full Restoration. Many of the sash have weak
joints at the meeting rail, several have dropped bottom rails, and if these don't get repaired correctly the
windows won't last much longer.
Work Schedule
Tune Up-windows are done on site, removed and re-installed same day and generally my crew can
complete 3-4 windows in a day.
For Renovation we prefer to bring the windows to our shop where we can control the paint environment.
Windows are generally out for one week.
Full Restoration is done in our shop and windows are out for 2-3 weeks.
We need an area about 3 x 6 cleared in front of the windows. Window treatments should be removed, and
any small items in front of or on windows should be removed.
Payment Schedule
A deposit of one third of the estimated total is required to book time in our calendar. Balance is due as
windows are completed.
Warranty
We are committed to your satisfaction, and we stand behind the quality of our work. We will use our best
efforts to perform our obligations under this agreement. Often the fit of windows changes from season to
season, and we are always happy to tweak the fit in the first year after work is completed at no additional
charge.
We do not use chemical paint strippers, only heat, steam, and manual removal. We practice safe lead paint
handling and removal processes. Our team has completed the EPA RPP certification training and we have
received our Certificate to Conduct Lead Based Paint Activities and Renovations.

Dear Dale,
Please be advised of the following Scope of Work for the forthcoming window
replacement project, construction phase at the Bridge church.
1. Exterior Work:
a. Remove storm sash.
b. Remove head and jamb trim.
c. Install new head and jamb trim,
d. Install new perimeter sealant.
e. Paint new exterior trim and existing wood sill, one prime and two finish
coats of acrylic latex paint.
f. Reinstall existing storm windows.
2. Interior Work:
a. Remove all double hung sash.
b. Remove all parting beads.
c. Ship all sash to "Window Women" repair shop,Amesbury, Ma.
d. Remove all glazing putty and glass. Replace broken/cracked panes with
like glass.
e. Remove all existing paint from interior and exterior surfaces of sash.
f. Reinstall all glass and re-putty.
g. Repair weak joints and any dry rot.
h. Prime and re-paint interior and exterior of all sash, one prime and two
finish coats of acrylic latex paint.
i. Replace parting stops and bronze weather stripping.
j. Replace all sash ropes with metal chain cords.
k. Re-install all double hung sash in existing wood frames.
1. Clean and polish hardware and glass.
m. Test operation of all double hung sash and adjust as necessary for smooth
and ease of opening and closing,tight to weather.

3. All work will be supervised by the Architect both in the repair shop and at the
building site. A final inspection will be made after the contractor submits a
notice of completion and ready for final inspection by the architect.
4. All windows will be inspected for compliance with the plans and specifications
as well as ease of operation.
S. Errors and omissions will be recorded on a punch list and submitted to the
contractor.
6. When all work is finally complete and approved by the architect the owner
shall make a final payment to the contractor.
7. All work will be warranted for twelve (12) months after final completion. The
Operation of all windows will be reviewed at that time.
Any
adjustments/repairs will be made at that time by the contractor at no cost to
the owner.
