CF PLANNING & 98 Washington Street, 2"d Floor rCOMMUNITY DEVELOPMENT Salem, MA 01970 Re: Application for Certificate of Hardship, outbuilding at 6 Federal Street Court,Salem, McIntire Historic District Enclosed please find the following submitted here as referenced above: 1) a completed application form for a Certificate of Hardship; 2) four photos of existing conditions of subject outbuilding,taken from all public ways; 3) an engineering report dated June 3, 2019 from Rens Hayes, P.E., concerning the outbuilding; and 4) a contractor's proposal for taking down and removing the outbuilding. It would be a substantial hardship to leave the existing outbuilding in place financially and liability-wise. According to the professional engineer's certificate included here, the structure is unstable, unrepairable and must be demolished. Failure to take down the collapsing structure could foreseeably result in onerous financial liability to the owner;a worsening fire hazard to the neighborhood and danger to the public at large; a drain on the City's and the owner's resources; detriment to the 6 Federal Court property on which it is located,and a blight on the neighborhood and McIntire Historic District. By granting a Certificate of Hardship in this case, the Salem Historical Commission will not negatively affect the historic district. The barn is an outbuilding of the 6 Federal Court property. It is set back a great distance from Federal Street with plantings,trees,and foliage, making it not readily visible from this public way or others (e.g., Essex Street, Beckford Street, North Street). Once the structure is removed, additional landscaping can be added to enhance the beauty of the boundary. It will not appear as if anything is missing. The removal of this unsightly structure will eliminate the necessity for neighborhood complaints to the City about its being an eyesore. The structure sits in the middle of an entire block, and it has very low to no visibility from other public ways (e.g., Essex Street, Beckford Street, North Street). Salem Historical Commission August 1, 2019 Page 2 A Certificate of Hardship to safely remove what remains of the structure will be without substantial detriment to the public welfare and will not cause departure from the intent and purposes of the Historic Districts Act. The removal of this structure will eliminate a potential hazard and future neighborhood complaints about its being unsightly. Its removal will not adversely affect the property at 6 Federal Court. It will, on the contrary, allow the current owner to resolve an untenable situation and enhance the property, so that she can allocate her resources and energies to restoration of the historic house at 6 Federal Court and its gardens; and upgrade the appearance, beauty, and enjoyment of the Federal Court and Federal Street neighborhoods, McIntire Historic District, and the City. It will be a hardship for the applicant to not receive the permission sought to take the necessary action to address this situation. ASSESSMENT OF EXISTING CONDITIONS The structure being observed is a 2-story wood framed barn with a mansard roof show in Figure 1. This structure is extremely dilapidated. See Figure 2 for a side view of the existing barn which shows gaping holes between the wall and roof framing,with the flat portion of the mansard roof completely collapsed.Also indicated in this figure,are previously installed steel tension rods at the top of wall used intended to create stability.These steel rods,however,did not increase the capacity of the roof joists and therefore did not prevent roof failure. The exterior walls of this structure act as both loadbearing elements as well as shear walls.These walls have a responsibility to resist dead load and live load as well as stresses created due to wind and seismic forces.Figure 3 illustrates the deformation in the exterior wall as a result of the roof collapse.This wall deformation represents the loss of its structural integrity. It is our professional opinion that this structure is unstable and unrepairable.This structure shall be demolished in its entirety. Please contact us with any questions.
