The building at 57 Loring Avenue was constructed as a commercial building in the 1980s
in this R-1 Zone. It was first occupied by two tenants, Broadway Auto Mart and White
Hen Pantry. The building has since continuously been used for commercial/retail
purposes since its construction. The White Hen Pantry became White Dove Market and
remains operating today in approximately 1/3 of the building, Broadway Auto Mart closed
in 1998 and was replaced first by a video store and then a pet store before Salem State
University entered into a 10-year lease for the space in 2009.
The premises currently sits vacant and is now under agreement with the Petitioner, Jaho
Industries, LLC (hereinafter “Jaho”) for use as a coffee shop, café/bakery. Jaho currently
operates at 197 Derby Street, which is the original of its 5 currently operating sites. Jaho
intends to open here as a second Salem location to serve the University and surrounding
neighborhoods. With fourteen (14) dedicated parking spaces and predominant
pedestrian customer traffic, this location will be a nice addition to the neighborhood.
Given that Jaho will occupy interior existing commercial space, no changes to public
services are anticipated, and no impacts to the natural environment are anticipated. The
use will have a positive fiscal impact by creating jobs in Salem.
The Petitioner respectfully requests a special permit to continue the non-conforming uses
that have exclusively and continuously occupied this building and to allow the change
from one non-conforming use to another.
