Flood Hazard Overlay District Special Permit Application - Narrative
Dear Planning Board Members:
On behalf of Pickering Wharf Complex, LLC (Owner), Bobrek Engineering & Construction, LLC (BEC) is
pleased to present the following narrative and application for a Special Permit for the demolition of two
existing upper stories and the construction of a new second, third, and fourth story at the existing
structure location at 75 Wharf Street, in Salem, MA. The entire project area is located within the
jurisdictional 100-year Flood Zone which has an associated elevation of 10’. This jurisdictional boundary
is based on the regional FEMA map, and is classified as Land Subject to Coastal Storm Flowage. However,
the existing buildings finished floor concrete slab on grade, which will remain, has an elevation of 10.65
indicating the building is outside of the FEMA flood zone based on elevation. The remainder of the
adjacent site will be maintained to ensure no change to current stormwater flow or traffic patterns.
This project is designed to comply with Section 8.1.4 of the City of Salem Zoning Ordinance Special Permit
Uses, as outlined below:
1.The proposed use will comply in all respects to the uses and provisions of the underlying district in
which the land is located.
The existing structure is a conforming use located within the City’s Central Development District.
Both the existing and proposed features comply with the underlying regulations of said district.
The new structure will be designed to be aesthetically pleasing and be consistent with the
appearance of surrounding structures.
2.There are adequate convenience and safety of vehicular and pedestrian movement within the site
and in relation to adjacent streets and property, particularly in the event of flooding of the lot(s)
or adjacent lot(s) caused by either overspill from waterbodies or high runoff.
The entire property is located within the FEMA 100-Year flood zone jurisdictional map with an
associated elevation 10.0’. Existing stormwater and flooding flow patterns will be maintained.
The existing buildings finished floor elevation of the slab on grade is 10.65 and will be unchanged
as a result of this project. No additional structures will be constructed within the flood zone and
there will be no additional stormwater runoff generated.

The existing condition of adequate convenience and safety of vehicular and pedestrian movement
within the site and in relation to adjacent streets and property, will remain. The proposed project
will have no impact on existing traffic patterns or abutting properties.
3.Utilities, including gas, electricity, fuel, water and sewage disposal, shall be located and
constructed so as to protect against breaking, leaking, short circuiting, grounding or igniting or
any other damage due to flooding.
This project will not change the existing utilities which service the structure. The Owner has
verified all utilities terminate above the existing finished floor slab on grade which has an
elevation of 10.69’. The air conditioning units on the exterior west side of the building will be
replaced during this project and set on a concrete slab with a proposed elevation of 11’. Please
refer to attached Site Plan C-01, for all proposed improvements to the site.
4.Where the proposed use will be located within a coastal high hazard area (Zone VE on the FEMA
Flood Insurance Rate Maps), the Planning Board shall also find the flowing conditions to be
fulfilled:
a.New structures or substantial improvements shall be located landward of the reach of
mean high tide.
b.The support of new structures or substantial improvements shall not be in, or whole in
part by the use of fill.
The site is not located within the FEMA VE Zone; therefore, this section is not applicable.
