Referenced Plans and Documents 1. Sign Scheme D with Option D1 and Option D2,submitted on December 4,2019 by Drew Queen, Opechee Construction Corporation, 11 Corporate Drive, Belmont, NH 03220. 2. Placement Options for Signs D1 and D2,submitted on January 22, 2020 by Drew Queen, Opechee Construction Corporation, 11 Corporate Drive, Belmont, NH 03220. 3. Sign proposal, prepared by Persona, 700 215t Street Southwest, PO Box 210,Watertown,SD 57201, dated 6/6/19. Note that the SRA members consulted the sheet illustrating the halo illumination for the blade sign during this review. 4. Alternative Sign Design:The Design Review Board recommended an alternative sign design,which was supported by a majority of the SRA members. This alternative design, used on a 2018 building in Portland, Oregon, presents stacked text in a block-style font-see Figures 1 and 2. a. Text Orientation:The approved orientation for the text is as seen in Figure 1. The verticality of the originally presented text conflicts with the design standards in the SRA Sign Manual. The r , SRA did not approve a variance from the Sign • ' +� Manual design standards to allow a vertically i read sign. b. Font:The upper-case block text in Figure 1 is f approved rather than the originally presented r script text. w C. Illumination of Sign:The Board has approved the halo-style of illumination as presented in the - referenced plans above. While the sign in Figure all , 1 uses internally illuminated letters,the Board is , requiring the sign feature a flat panel with raised - - letters illuminated from behind. Figure 1:Portland,Oregon d. Sign Size:The SRA can support a blade sign that is larger than the maximum size allowance of 24 square feet. The SRA is supportive of a 371/3 square foot sign (i.e. 2'-4" in width by 16' in height). Note that the proposed sign does not conform i to the Salem Sign Ordinance Section 4- 1 51(A)(4)(e) and will thus require relief from this regulation through the Salem Zoning Board of . Appeals(ZBA). e. Sign Location:The SRA can support the placement of the sign so that the bottom of the hotel sign measures 16'-4"from grade and the ��� top of the sign measures 32'-4"from grade. Note that the proposed location does not conform to the Salem Sign Ordinance Section 4- 51(A)(4)(d)and will thus require relief from this I regulation through the ZBA. 2. Submission of Revised Plans:The applicant shall submit Figure 2•Portland,Oregon) revised plans detailing the sign design as presented in Condition#1, a-e to the SRA via the Department of Planning and Community Development. The Principal Planner, in consultation with the Executive Director of the SRA shall administratively review the submission for conformance to the conditions of this decision,and if found to comply with this decision, shall approve the sign. Findings • Precedent for Alternative Sipnage: Members noted the alternative brand sign in Oregon. Like the Salem circumstances,the Portland sign is on a newly constructed modern building. Both buildings are in a downtown urban area and feature a modern appearance with modern fagade materials. It is because of the Oregon signage that SRA members believe an alternate sign design is appropriate for the Salem Hampton Inn location. • Sign Design,generally:The sign as originally proposed is largely recognized as the Hampton Inn branding and is instantly recognizable. The SRA believes that the originally proposed sign is more appropriate for a suburban community or in a location that is car-dependent, i.e.a highway location. The Portland example is a more pedestrian-scaled sign design appropriate for Salem's urban downtown. • Font and Verticality:While the sign depicted in Figures 1 and 2 is larger than what is proposed for the Salem location,the simplicity of the text with the stacked block letters versus the proposed vertically read script is consistent with the design standards in the SRA Sign Manual. • Sign Size: SRA members found that a 37 1/3 sq.ft. sign,while exceeding the regulations as found in Section 4-51(A)(4)(e)of the Salem Sign Ordinance, is appropriate for the building's scale, location,and use. Located along the edge of the urban renewal area at the corner of a major downtown intersection that features multiple travel lanes in all directions,this sign needs to be slightly larger than what is traditionally allowed by the Sign Ordinance for the purposes of vehicular safety as hotel visitors seek their destination. • Sign Location: By placing the bottom of the sign no higher than 16'-4"from grade,the sign will be closer to pedestrian scale while also allowing for the vehicular visibility desired by the applicant. Signature of the SRA: By the signature below, I certify that this decision accurately reflects the actions of the SRA. _ Tom Daniel,AICP Date Executive Director Salem Redevelopment Authority Decision 9-11 Dodge Street, 217-219 and 231-251 Washington Street Hampton Inn/Mixed-Use Development Review of Sign Package Meeting Date: October 9, 2019 Members Present: Grace Napolitano, Chair, Gary Barrett, David Guarino, Dean Rubin, Russell Vickers Members Absent: None Decision: At a regular meeting of the Salem Redevelopment Authority (SRA), upon a motion duly made and seconded, it was unanimously voted to approve of the proposed sign package for the project, specifically the Hampton Inn wall sign on Dodge Street, the Parking sign on Dodge Street, and the residential address sign on Washington Street. The SRA also approves the size, style and placement of the commercial/retail signs though acknowledges that tenants will need to receive signage approval for the specific designs. The SRA did not approve the Hampton Inn blade sign, instead referring the sign back to the Design Review Board with the directive to the applicant to propose a sign that conformed to City regulations. Consistency with Design/Plans: Should the applicant determine that the signs as proposed are no longer desired and/or viable, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Hampton Inn Blade Sion: The applicant shall return to the Design Review Board with a blade sign, or other sign type, that complies with the City of Salem sign ordinance and any other pertinent regulations. 3. 'Placeholder Commercial Si ns': The SRA has approved the sizes, locations, and halo illumination of the signs for the three commercial spaces; however, the applicant and/or tenants shall return to the Board for further design review of each sign once the business has been identified. Findings 1. Consistence with Guidelines: The SRA reviewed the sign proposal and found that the proposed signage, except for the Hampton Inn blade sign on Washington Street, is consistent with the standards and guidelines in the SRA Sign Manual regarding size, scale, and color choice that provides contrast to allow for readability. 2. Internal Illumination: The SRA is in support of the signs' illumination since the text remains opaque with an illuminated outline creating a halo lighting effect. This illumination will not create glare for vehicles or pedestrians, and it will not be so illuminated that it will shine into adjacent commercial or residential properties. Design Preference— First Choice • Font and 'Verticality': Throughout this sign review process the applicant has presented one design, though in varying sizes and mounted on the building in various locations. During this " d meeting, members asked about alternative E; designs or brands/symbols that Hampton Inn a� has used in other locations. Members found an ;u example of a new building, constructed in 2018, I t located in the Pearl District (a local shopping district) of Portland Oregon —see Figures 1 and - ," 2. o DRB Findings: While the sign depicted in the photo is larger than that which is proposed for the Salem location, members noted its simplicity with the stacked block letters, versus the proposed 'sideways' script. The DRB members do not support internally-illuminated letters and would prefer that the illumination remain as proposed with raised, externally-illuminated back-lit letters, to create the halo effect. Salem ® Redevelopment tom] Authority • Size: As mentioned, the Oregon sign is larger than desired for Salem. DRB members reinforce the SRA's decision to limit the size of the sign to 37 1/3 square feet. o DRB Findings: DRB members found that a 37 1/3 sq. ft. sign, while exceeding the regulations as found in Section 4-51(A)(4)(e) of the Salem �t Sign Ordinance, is appropriate for the building's scale, location, and use. Located along the edge of the urban renewal area at the corner of a major downtown intersection that features multiple travel lanes in all directions, this sign needs to be slightly larger than what is 7 traditionally-allowed by the Sign Ordinance for the purposes of Figure 2: Portland,Oregon vehicular safety as hotel visitors seek their destination. • Location: Upon much deliberation, DRB members voted to recommend the lowering of the sign so that the bottom of the Hampton Inn sign lines up with where the bottom of the restaurant sign is depicted. This would put the bottom of the hotel sign 16'-4" from grade and would eliminate the smaller blade sign as depicted on the submitted materials. o DRB Findings: The members found that lowering the sign so that it is 16'-4" from grade will bring the sign closer to pedestrian-scale while also allowing for the vehicular visibility desired by the applicant. The DRB does not believe that the additional blade sign, though not formally before the Board for sign review, is appropriate as depicted. Design Preference—Second Choice • Font and 'Verticality': The proposed sign with the script lettering and the vertically-read letters that has been proposed throughout this process is a distant second choice and is best suited for highway locations outside 1 £" of the urban core. j o DRB Findings: Members noted the precedent- setting Portland, Oregon sign. The sign is on a u I n newly-constructed, modern-looking building. Not having visited the Oregon location, on its face it seems like a very similar situation to Salem's. Both hotels are newly-constructed buildings featuring a modern appearance with modern fagade materials. Both buildings are in a - a downtown/urban area. It is because of the Oregon example that DRB members believe an alternate sign design can be achieved here in Figure 3: Alexandria,VA,daytime Salem ® Redevelopment Authority Salem. Members also found other examples of where the company allowed alternate signage, thus reinforcing their belief that a different sign design could be achieved in Salem, see Figures 3-6. In response, the applicant indicated that seeking approval for an alternate design would be time prohibitive, leaving the hotel without a sign when it is ready to open.
