Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion
duly made and seconded, it was voted to approve the restoration of 53 Charter Street, the
'Grimshawe House' as designed and conditioned herein. Mr. Rubin recused himself from voting.

Conditions of Approval
1. Consistency with Approved Design/Plans: Should the applicant determine that the
restoration project may not be completed as presented and conditioned herein,
he/she/they shall return to the DRB to review proposed modifications prior to making any
changes in the field.
2. Quoinin Detail: The applicant shall only restore the quoining detail on three corners of
the structure as shown on Sheets A and B of the above-referenced plan set.
3. Submittal of Additional Materials: Prior to commencing exterior construction in
accordance with approved plans, the applicant shall submit a site plan that includes the
proposed fence as shown in renderings A and B and a planting plan for the site.
Findings
1. The SRA found that the restoration plans are consistent with the Salem Historical
Commission's Guidelines Notebook and the Secretary of Interior's Standards for the
Treatment of Historic Properties.
2. The SRA found that this proposal will restore the facade in an historically-appropriate
way and will allow for its adaptive reuse through interior renovations to create four
apartments and two office spaces.

Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made
and seconded, it was unanimously voted to recommend approval of the proposed restoration
work at the Grimshawe House at 53 Charter Street as designed and conditioned herein.

2. Upon review of the Salem Historical Commission's comments, the Board found that they
agreed with the recommendation to remove the quoining on the southwest corner of the
new addition; the Board did not find that an additional 18" setback of the proposed three-
story addition is required to render it visually insubordinate to the original structure.

RE: Proposed,festoration and reuse of the Grimshawe House,53 Charter Street
Dear Ms.Harrington,
At its meeting on February 6,2019, the Salem Historical Commission reviewed the proposal for the restoration and
reuse of the historic Grimshawe House at 53 Charter Street.The house,built in ca. 1770,was the family home of
Elizabeth,Sophia and Mary Peabody from 1835-1841 and served as the setting of Nathaniel Hawthorne's novel,Dr.
Grim bawe's Secret.Elizabeth and Mary were instrumental in the creation of a national kindergarten model and Elizabeth
was one on the foremost women in the literary circles of her day.Both Hawthorne,who married Sophia,and the
famous educator,Horace Mann,who married Mary,were frequent visitors to the house.The building later served as a
boarding house and a barber shop and it has been remodeled many times.
The Grimshawe House is listed in the National Register of Historic Places as part of the Charter Street Historic District
but is not designated within a local historic district.Although the owners are not required to seek approval from the
Historical Commission,their contractor requested to attend a Commission meeting to present their plans and seek
input from Commission members.The owners are seeking to restore the building,including recreation of the building's
original Federal style entrance portico, early corner quoining, and fenestration pattern and to install historically-
appropriate window sash and paint colors.A new three-story addition would be added at the southwest corner of the
building between the main house and a rear ell.The building's interior,which is currently divided into 15 bedrooms
from its days serving as a boarding house,will be redesigned for apartments on the second and third floors and a
caretaker's quarters and three offices on the first floor.The building will remain in the ownership of the current family
and will not be individually sold as condominiums. Commission members were pleased with the plans as presented and
offered the following suggestions:
■ Set back the west elevation of the new 3-story addition by approximately 11/2 feet to further de-emphasize the
addition and render it visually insubordinate to the original main building;and
■ Remove the quoining on the southwest corner of the new addition.
The Historical Commission is pleased and impressed with the plans presented for the revitalization of this iconic
historic building and strongly support this project as it moves forward through the Salem Redevelopment Authority and
Design Review Board review.
