SCULPTURE PARK AT CORNER Salem edevelopmer Authority Decision Congress, Peabody, and Ward Streets Sculpture Park Meeting Date: April 10, 2019 Members Present: Grace Napolitano, David Guarino, Dean Rubin, Gary Barrett Members Absent: Russell Vickers Decision: At a regular meeting of the Salem Redevelopment Authority (SRA), upon a motion duly made and seconded, it was unanimously voted to approve the concept and design of the sculpture park as presented and conditioned herein. Referenced Plans and Documents 1. Application package prepared by the North-Shore Community Development Coalition (the 'CDC'), 96 Lafayette Street, Salem, MA, containing schematic designs, project locus photographs, concept photographs, and a site plan. 2. Staff Comments dated 4/4/19. Conditions of Approval 1. City Review and Approval: The applicant shall continue to coordinate this effort with the City entities that govern public safety, amenities, and traffic, including but not limited to, Salem Police Department, Salem Fire Department, the Tree Commission, the Planning and Community Development Department, and the Traffic and Parking Department. The applicant shall obtain approval from all the pertinent boards and departments prior to project commencement. 2. Sculpture Park Design Approval: Should the portion of the project involving the vehicular travel lanes and their rerouting be declared infeasible by one or more City board or department, the applicant may pursue the project without the proposed roadway rerouting so long as the City's public safety entities determine that sight lines for pedestrians and vehicles are not negatively impacted by the location and placement of the public art. Findings 1. The SRA finds that the project will transform a vacant, underutilized plaza area into a visually-dynamic urban art space that will complement the art of the Punto Urban Art Museum. 2. The members acknowledge the benefits of public art in the urban landscape though are cognizant of the review process that must be fully realized to ensure that public safety is maintained and improved and therefore acknowledge that additional City review of the proposal is necessary. 3. While the Downtown Renewal Plan does not speak to public art, the SRA finds that this project is consistent with the intent of the Plan. The project will create a more inviting urban space to showcase public art, will activate this underutilized corner, and will improve pedestrian and vehicular safety.
