Salem ghRedevelopment Authority Decision 1 Derby Square Small Project Review Meeting Date: February 12, 2020 Members Present: Grace Napolitano, David Guarino, Dean Rubin, Members Absent: Russell Vickers Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly made and seconded, it was voted to approve the installation of two, barrel dormers to provide roof ventilation and the installation of new,second-story windows as designed and conditioned here. Referenced Plans and Documents 1. Plan Set titled 'Proposed Round Top Windows', prepared by David F.Jaquith Architects,81 Railroad Avenue, Rowley, MA 01969, dated January 10,2020. 2. Specification Sheet for Brosco,Windsor Windows& Doors, Pinnacle Wood Clad Direct Glaze & Radius Windows, model HRC28. 3. Design Review Board Recommendation dated 01/22/20. 4. Staff Comments dated 02/07/20. Conditions of Approval 1. Consistency with Approved Design/:Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Preservation of Slate Roof:Should this project result in unintentional damage to the slate roof the applicant shall repair said damage in-kind to ensure the preservation of the roof by taking the following steps: • Evaluate the slate's existing condition to confirm that changes to the roof won't require wholesale removal of the slate; • Retain a contractor who has extensive experience working on slate roofs; • If slate needs to be replaced,the color of the new slate shall match the existing; • Retain the existing snow fences; and • Retain,or replace in-kind,the existing copper flashing. 3. Window Installation Timeline:All of the new replacement windows shall be installed by the end of calendar year 2020. Findings 1. Prominent Historical Structure:The Derby-Pickman Building at 1 Derby Square is an important historical structure along the Essex Street pedestrian mall. It was constructed to serve as a commercial building, one of several,to surround Old Town Hall. It continues to serve in this capacity and is an important historic building in the Downtown Salem National Register Historic District. 2. Size and Styled Dormers:The two, barrel dormers will feature a low profile that minimally extends upward above the roofline. Their modest size will allow for light to enter the second-floor space without detracting from the exterior appearance and historical integrity of the building.Additionally,the use of copper on the roof of the barrel dormers will complement the slate roof. 3. Replacement windows:The owner has acknowledged his error in replacing the second story windows without the required review procedure and will remove the existing, non-compliant vinyl replacement windows and install new, Brosco, painted wood, 6/6 windows that are more historically appropriate for the structure. Signature of the DRB: By the signature below, I certify that this recommendation accurately reflects the actions of the Design Review Board. l 2 g ZOZO Paul Durand,CI air Date I^ Salem Historical Commission 98 WASHINGTON STREET, SALEM,MASSACHUSETTS 01970 (978)619-5685 July 8,2019 Grace Harrington,Chair Salem Redevelopment Authority 98 Washington Street Salem,MA 01970 RE: Derby-Pickman Building, 1 Derby Square Dear Ms. Harrington: On behalf of the Salem Historical Commission,I would like to express our concern about recent alterations and proposed changes to the historic Derby-Pickman Building at 1 Derby Square.This Federal style building was constructed in 1817 on land that was once part of the Elias Hasket Derby mansion property.After Derby's death,the mansion property was acquired by his son and son-in-law who sought to create a centralized commercial space with a new market house (Old Town Hall) surrounded by commercial buildings.The two-story Derby-Pickman Building was one of the first commercial buildings constructed as part of this plan.The building is divided down the center by a brick firewall that extends above the roof and incorporates a pair of large brick chimneys.The building features Flemish bond brickwork and a low hipped roof clad in slate shingles.The first floor storefronts date to 1977 when the building was renovated during the SRA's urban renewal efforts.Today, the Derby-Pickman Building sits on a prominent corner of the Essex Street pedestrian mall and the entrance to Derby Square and is an important historic building in the Downtown Salem National Register Historic District. The owner of 1 Derby Square recently replaced second story true-divided wood windows with new vinyl windows. It is our understanding that these windows did not receive approval from the SRA.The property owner is currently before the SRA to install new skylights on the west slope of the building's roof. The Commission is concerned about the negative impact of these changes on the National Register-listed building and offers the following comments: Windows The vinyl windows installed at 1 Derby Square are not appropriate for an historic building. In addition to the white vinyl material,which projects a contemporary,synthetic appearance, the windows do not replicate the dimensions or the profile of historic wood windows. (See comparison photos on page 3)The new windows have wider casings and narrower glazing and muntins that are sandwiched between the glass.The Salem Historical Commission's Design Guidelines states that vinyl windows are not acceptable on period buildings and when double-glazed windows are used,windows must have SDL (simulated divided light) muntins that are applied to the exterior of the glass,not between the glass panes. The Commission strongly encourages the SRA to require the property owner to reinstall the wood windows that were removed. If this is not possible, the Commission recommends the use of double-glazed SDL wood windows. S Tli hts The Commission's Design Guidelines discourages the use of skylights for historic buildings. Historically,if skylights were added to a building,only one skylight would be installed and it would be located at the ridge pole as close to the center of the roof as possible and located on the rear or least visible slope of the roof. Skylights were typically 18"x 24"or smaller. Historical Commission Comment Letter—1 Derby Square July 8,2019 Page 2 At the historic Derby-Pickman Building,the applicant is proposing to install three (3)new 30"x 453/4" skylights on the west slope of the building's hip roof to allow additional light into the building's second floor.These skylights are larger than traditionally used and are located on a prominently visible slope of the roof. Furthermore,the roof is clad in slate shingles and it is unclear if the slate will be retained once new skylights are installed.The plans indicate that the project will"repair and replace roof at skylights"but does not specify slate.While the roof pitch of this building is low, the slate is visible from both Essex Street and Derby Square and is a character-defining feature of this building.Therefore,we recommend following the Commission's Guidelines,which states that slate roofs should be retained whenever possible. If the SRA grants approval for the installation of skylights, the Commission offers the following recommendations as slate can be fragile and special care is needed when making any changes to a roof clad in slate: ■ Evaluation of the slate's existing condition to confirm that changes to the roof won't require wholesale removal of the slate; ■ Use of a contractor who has extensive experience working on slate roofs; ■ Any new replacement slate should match color of existing slate; ■ Existing snow fences should be retained; ■ Retention and/or in-kind replacement of existing copper flashing;and ■ Submission of skylight specifications to ensure that proposed skylights will have a low-profile design and an exterior finish that will not detract from the building's historic character.
