Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly made and
seconded, it was unanimously voted to approve the proposed revisions to the previously-approved fagade
improvements for 285 Derby Street as designed and conditioned herein.

Architects, Inc., 27 Congress Street,Suite 201,Salem, MA 01970, dated 4/12/19, revised to 10/24/19.
2. Staff Comments dated 11/7/19.
Condition of Approval
1. Consistency with Approved Design/Plans:Should the applicant determine that the restoration project
may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to
review proposed modifications prior to making any changes in the field.
Findings
1. Modest Revision to Previously-Approved Modifications:The proposal represents a modest revision to
the approved project. The applicant is seeking to only change the functionality of the window space by
allowing the windows to fully open and to allow access/egress from the park to the commercial space.
There will be no change to the existing brick fagade.
2. Relationship with 289 Derby Street:The project strengthens the relationship between the interior retail
space at 285 Derby and the abutting public park at 289 Derby Street. The modification will not only be
beneficial to the retail tenant but will also help to further activate Fortin Park.
2. Retention of the Existing Facade:The applicant continues to retain much of the existing architectural
elements of the fagade. The elements that are proposed for modification will result in a more retail-
oriented and welcoming entry point. Additionally,since the footprint of the structure is not changing,
the relationship between the subject property and the neighboring ones will remain consistent.
3. Removing Barriers to Access:The revisions do not alter the applicant's original plans to remove barriers
to access by removing the need for access ramps into the space through the removal of the slab floor
and reconstructing it at grade. This also contributes to a more welcoming, pedestrian-friendly
atmosphere.

STATEMENT OF PROPOSAL
285 Derby Street is across from the Charter Street Cemetery between Derby Street and the South River. It is adjacent to
Salem's newest park and in Salem's Urban Renewal(135)district.The building is currently home to SATV.The remaining
Derby Street store front is vacant.
South Harbor Holdings LLC intends to take advantage of the current vacancy at the tenant space along Derby Street to
improve the building's fagade and shell in advance of tenant improvements.Accordingly,South Harbor Holdings is
submitting this limited scope of design work for Small Project Approval.Subsequent tenant improvements,signage and
other related improvements will be submitted as they develop.Generally the scope of work includes:
Demolition of the existing storefront and interior partitions.
Demolition of the existing concrete floor slab approximately 1'above the adjacent sidewalk.The new floor
elevation will be aligned with the sidewalk,eliminating the need for access ramps.
4 New Storefront will be erected within the existing masonry openings and extended to the floor/sidewalk level.
4 Related base building systems will be installed.

South Harbor Holdings hopes to commence work as soon as possible,likely early winter 2019 and estimates that active
construction can be completed within 4 months.
