1. Consistency with Approved Desi n/Plans: Should the applicant determine that the
improvements as presented and conditioned herein, he/she/they shall return to the DRB
to review proposed modifications prior to making any changes in the field.
2. Structural Soundness of Stone Wall: Prior to removing the sloped landscaped area and
initiating the landscaping work in the southeastern corner of the patio, the applicant shall
engage with a professional structural engineer to ensure that the stonewall that provides
a boundary for the adjacent cemetery is sound.
Findings
1. The SRA finds that the proposed patio improvements, which includes the addition of a
new pergola, new perimeter fencing, and a new wall sign will improve the exterior
appearance of the restaurant by creating a more pedestrian-oriented and scaled outdoor
seating area.
2. The SRA finds that the project incorporates details that are both reminiscent of Mexico
and compatible with the surrounding neighborhood. The arches and columns of the
pergola pay homage to Mexico without creating a heavy design aesthetic since they are
wide and allow air and light flow from the outdoor seating to the covered seating under
the pergola.

and conditioned herein.

2. Plant Species:
a. English Ivy: The applicant shall plant English Ivy at the bottom of the new
retaining wall since this species grows best upwards with supports.
b. Juniper Trees: The applicant shall plant Sea Green Juniper Shrubs, three per
bed for a total of six shrubs.
c. Chancies in Plant Species: Should the applicant determine that the selected
species is not viable, he/she/they shall inform the DRB via the Planning
Department, of desired alternative species. The Planning Department shall
administratively review and approve, if appropriate, alternative species.
3. Planting Bed: The applicant shall increase the width of the planting bed at the base of
the new retaining wall from 2-feet to 3-feet to provide additional planting space to
accommodate the English Ivy and the Juniper trees.
Findings
1. Preservation of Existing Retaininc, Wall and Cemetery: Through the construction of the
new retaining wall on the patio terrace the structural soundness of the existing retaining
wall will not be compromised, thus not jeopardizing the stability of the adjacent historic
cemetery.
2. Landscaping: The originally-approved plans did not allow for landscaping on the terrace.
The creation of the second tier on the terrace allowed for new landscaping to be added
to the patio area increasing greenery in an area that would have been all hardscape.
The use of English Ivey that will grow upwards on the wall to screen it and the planting of
Juniper trees to add visual interest will soften the appearance of, the cement block
retaining wall.

2. Additional DRB Review: The applicant shall submit revised plans and drawings to the
Planning & Community Development Department by noon on Friday, March 15tn
addressing the remaining items of concern, which are as follows:
a. Patio Awning: modification to the architectural style, material and construction
details, and color samples to improve the relationship between the existing
warehouse-style structure and the awning.
b. Sited: modification to the style of the site fencing to improve the
relationship between the fence, the patio, the warehouse-style building, and the
adjacent stone wall.
Findings
1. The SRA finds that the proposed paint scheme for the Central Street facade will improve
the exterior appearance of the restaurant by incorporating a color palate that is both
reminiscent of Mexico and compatible with the surrounding neighborhood.
2. The SRA reviewed the proposal, the DRB recommendation, and staff comments and
acknowledged the applicant's desire to proceed toward opening his restaurant and
agreed to approve a portion of the overall improvement project with the understanding
that the applicant will continue the project review with the DRB at its March meeting.

comments and directives and revised the original design to be more compatible with the
existing industrial-style structure.
2. Pergola Addition: The Board finds that though the pergola addition to this building does
not strictly adhere to the design standards and guidelines, it will be a welcome addition
to the new restaurant and is a feature that is removable with minimal negative impact to
the brick fagade. Additionally, the pergola is desirable in that it brings the expansive
brick fagade down to pedestrian scale.
3. Pergola Style: The pergola, through its design and color palette, is respectful to the
historic fagade. The open roof and wide arches allow for light and air flow and the light
fixtures on the fagade will appropriately highlight the structure at night without causing
glare.
4. Pergola Material: The stucco on the pergola is not consistent with the brick on the Derby
Street fagade; however, it complements the stucco that exists on the Central Street
fagade and brings this material around the corner, creating cohesion where there was
none.
5. Patio Seating: The proposed stamped concrete on the patio will be an improvement over
the existing concrete, which is in poor condition. The proposed terra cotta color for the
concrete, along with its grid pattern, complements the brick fagade of the building.

6. Faux Windows: The propose faux windows flanking the wall sign visually reduce the
expansive brick fagade and help to create a spatial relationship for the wall sign.
Without the two windows, the wall sign would not have an anchor and would be 'floating'
on the substantial fagade.

Dear Design Review Board Members:
I represent Casa Tequila Salem MA LLC,the owner of Casa Tequila.On March 28,2019,this
Board approved my client's proposed plans for renovations to the patio with the proviso that any changes
from those plans would be subject to further review and approval.Those plans called for my client to
landscape the elevated terrace adjacent to the patio by first removing a significant amount of soil and
overgrowth from the terrace and then installing a fountain.
Concerns were raised that the removal of such a significant amount of soil from the terrace could
undermine the structural integrity of the cemetery retaining wall directly behind the terrace.The scope of
excavation necessary to create a large, one level terrace adjacent to the patio exceeded initial estimates in
terms of cost and completion time and would have further delayed the opening of the patio. Given these
concerns,my client decided against removing so much soil, and decided to create a second tier to the
terrace by building an additional retaining wall.
My client now seeks your approval of this new retaining wall and the resulting two-tiered terrace.
The first tier of the terrace(the tier closest to the street level)now has a stamped concrete surface.
The first tier of the terrace measures 8 feet wide. The height of the first tier of the terrace has been slightly
increased because capstones were added to the wall that separates the terrace from the patio. The length of
the first tier of the terrace has not changed from the approved plans.
The second tier of the terrace has a soil surface. The new retaining wall measures 24 feet,6
inches in length.The new retaining wall is 5' 10"in height,and the resulting tier is 5 feet wide. The new
retaining wall is composed of interlocking retaining wall bricks.Towards Derby Street,the new retaining
wall terminates with a curve into the cemetery retaining wall. My client plans to mulch this second tier of
the terrace and plant some flowers or shrubs in the second tier.
I'm including a revised patio plan and several photos along with this letter to better illustrate the
new retaining wall and the two-tiered terrace.
