Development Project Review—Modifications to Approved Historic Fa5ade Restoration

Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly made and
seconded, it was voted to approve the modifications to the approved historic fagade restoration work at 217-
221 Essex Street as designed and conditioned herein.

Condition of Approval
1. Consistency with Approved Design/Plans: Should the applicant determine that the restoration project,
as revised, may not be completed as presented and conditioned herein, he/she/they shall return to the
DRB to review proposed modifications prior to making any changes in the field.
Findings
1. Consistency with Design Standards and Guidelines:This project is consistent with the design guidelines
and standards in that the existing materials are being repaired and/or replaced in-kind with no
significant change to the exterior form and footprint of the structure. The architectural features on the
building will be preserved and enhanced.
2. Character of the Neighborhood:The project will restore the fagade of the historic structure and improve
the character of the building. This project is another significant restoration project along the Essex
Street pedestrian mail that is improving the overall historic character of the neighborhood.
3. Introduction of Doorway:The project includes the construction of two new doorways on the rear fagade
of the building. The new doorways provide access/egress for residents as well as access to the room
that will hold the buildings'trash and recycling. These doors are not being introduced on the primary
fagade thereby preserving the historical view along the Essex Street pedestrian mall.
4. Construction of Egress Stair and Rooftop Tower:The addition of the egress stair within the two buildings
and the associated rooftop tower that allows access from the stair to the roof of 217 Essex Street is a
historically sensitive solution to meeting modern-day safety codes.
5. National Park Service Review of PLoiect:This project has been vetted by the Massachusetts Historical
Commission through the Massachusetts Historic Rehabilitation Tax Credit Program. The MHC review
does not supersede review by local authorities,though if a proposal is approved by MHC and awarded a
tax credit allocation,then local stakeholders have an assurance that the project is, if not wholly,then
largely in compliance with the Secretary of the Interior's Standards for Rehabilitation.

14. NO CHANGES OR SUBSTITUTIONS ARE ALLOWED UNLESS APPROVED BY
THE ARCHITECT.
15. ANY MODIFICATION OF THESE CONSTRUCTION DOCUMENTS MUST BE
APPROVED BY SOUSA DESIGN IN WRITING.
16. THE CONTRACTOR SHALL SUBMIT SHOP DRAWINGS, SAMPLES AND
SUBMITTALS FOR ALL ITEMS OF WORK PRIOR TO THEIR INCLUSION IN THE
PROJECT.
17. IN ALL CASES OF CONFLICT, THE ARCHITECTURAL DRAWINGS GOVERN.
FOR LAYOUT, ALL CONFLICTS ARE TO BE IMMEDIATELY REPORTED TO THE
ARCHITECT.
18. ALL MATERIALS REQUIRE A SUBMITTAL TO THE ARCHITECT FOR APPROVAL.
19. ALL WORK TO BE DONE IN ACCORDANCE WITH MANUFACTURER'S

PRACTICES AND ALL CODES HAVING JURISDICTION OVER THIS PROJECT.
4. REFER TO LIMITS OF WORK DRAWINGS FOR OVERALL DESCRIPTION OF
WORK AREAS.
5. THE GENERAL CONTRACTOR SHALL LEAVE THE PROJECT SITE AND ALL
SURROUNDING AREAS IN FINAL CLEAR CONDITION INCLUDING THE REMOVAL
OF ALL DEBRIS RESULTING FROM CONSTRUCTION.
6. THE CONTRACTOR SHALL AT ALL TIMES DURING THE PROGRESS OF THE
WORK REMOVE ALL CONSTRUCTION DEBRIS AND MAINTAIN A DUST FREE
ENVIRONMENT FOR ALL ADJACENT AREAS.
7. THE CONTRACTOR SHALL COORDINATE THE WORK OF ALL TRADES AND
VERIFY THAT ALL CUTTING AND PATCHING REQUIRED FOR THE INSTALLATION
OF ALL MATERIALS BY ALL TRADES IS PROPERLY EXECUTED.
8. THE CONTRACTOR SHALL UTILIZE THE AREAS WITHIN THE SCOPE OF
WORK FOR STORAGE OF MATERIALS AND TOOLS.

WINDOW NOTES:
1. Provide Diamond 8101 Double Hung Aluminum frame windows as
specified or equal as approved by Architect. Install windows per
manufacturer recommendations.
2. Provide Pella Architectural Series Wood Storefront and Transoms
as specified or equal as approved by Architect. Intall windows
per manufacturer
2. Dimensions provided indicate the frame dimensions of proposed
windows.
3. Verify existing framing rough openings prior to ordering of windows.
Including height and radius of round windows. GC to
coordinate framing requirements.
4. Install windows with aluminum sill pan flashing. Increase
indicated rough opening heights as required to accommodate
flashing requirements with wall framing.
5. Exterior color: to be selected by Architect from manufacturer's
to review with Local Historical District.
6. Interior color: Painted to match Architect's sample.
7. Glass: 1/2" Clear, Low "E" insulated glass, argon filled; U Factor=
maximum. 26 for fixed windows, maximum .30 for venting
windows.
8. Provide factory weatherstripping completely around sash and
frame for complete seal. Backer rods and sealant around frames.
9. Interior half firberglass Screens inside. Frame finish
to be determined by Architect.
10. Hardware finish: To be determined by architect from range of
manufacturer's optional finish.
11. Provide safety glass perbuilding code.
12. Contractor to see building elevations and details for elevations
and alignments.
13. Fixed transom window window widths to match door widths
window.

RE: Fire escapes at 217 and 221 Essex Street, Salem
Dear Mr. Alexander,
Thank You for meeting with me recently to review the plans for 217 and 221 Essex Street.As we discussed,the
existing fire escapes ,located on the South Elevation of 217 Essex Street and on the West elevation of 221
Essex Street are in deteriorated condition and do not meet current Building Codes. Due to their condition and
noncompliance with current building code requirements,the fire escapes should be removed from the two
buildings as part of the planned project and an alternative means of egress should be developed. In their
existing condition,the fire escapes pose a safety concern for the building's future tenants as well as the Public.
The new egress for the building will need to meet the current code requirements .
I look forward to reviewing your plans for the new secondary means of egress and for the entire project.
