Small Project Review— Installation of Infrastructure for Comcast Services
Meeting Date: July 10, 2019

Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly
made and seconded, it was voted to approve the installation of infrastructure to facilitate Comcast
Services to the buildings on Artists' Row as designed and conditioned herein.
Referenced Plans and Documents
1. Comcast Easement Plan prepared by David Flewelling, Comcast Cable Communications
Specialist 2, 9 Forbes Avenue, Suite 9B, Woburn, MA 01801. dated 2/19/19.
2. Design Review Board recommendation dated 7/2/19.

Condition of Approval
1. Consistency with Approved Design/Plans: Should the applicant determine that the restoration
project may not be completed as presented and conditioned herein, he/she/they shall return to
the DRB to review proposed modifications prior to making any changes in the field.
2. Utility Pole:
a. Maximum Heiciht: The above-grade height of the pole shall not be more than 20-feet.
b. Location: In addition to coordinating with Dig Safe, the applicant shall work with DRB
representation in determining the optimal location of the utility pole so that damage to
below-grade root systems of adjacent, viable vegetation is minimized.
3. Routinq of Conduit: The conduit from the utility pole to the buildings shall be routed around the
rear of the buildings as shown yellow in Figure 1 to minimize visual impact of the
infrastructure.
Findings
1. Consistency with Design Guidelines and Standards: The placement of the utility pole is
consistent with the pertinent design
guidelines and standards in that it will not
impact public access in the immediate
area.

Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made
and seconded, it was unanimously voted to recommend approval of the proposed installation
of infrastructure for Comcast service to the buildings on Artists' Row as designed and
conditioned herein.

Dear Ms.Newhall-Smith:
Comcast has been requested to bring service to the 5 buildings located on Artist Row in Salem. We are currently working
with the owner of 21 Front Street to grant Comcast an easement to exit the building with our line. Once the easement has
been secured below is a brief description of the proposed work that we are requesting the Salem Redevelopment Authority to
review and approve:
1. A new 35' high and 12"wide Comcast Utility Pole will be set 5'6"deep and will be placed 10' +/_from the rear of
number 21 Front Street.
2. Exiting number 21 Front Street will be a buried 2" PVC Conduit that will rise up the newly placed utility pole.
Placed in the conduit will be a single piece of.625 coaxial cable that will run up the pole approximately 20' and a
distribution tap will be placed.
3. An aerial mast will be placed by the City of Salem on the Lobster Shanty building that is owned by the city.
4. 5 Black Coaxial Cables will run from the utility pole to the mast on the Lobster Shanty and will be distributed to the
other 4 businesses. The coaxial cable that is being used is similar in size to the cable that would run behind a
television set. Attachments to the buildings will be the same type that is used for a single-family home.
