On behalf of Laurence Synderman, SP, Inc. has submitted a Permanent Solution Statement to
that documents that a release of petroleum products and heavy metals due to the presence of
historic ash fill for the property at 106 Bridge Street in Salem, Massachusetts (the "Site") in
accordance with the Massachusetts Contingency Plan, 310 CMR 40.0000.
The Permanent Solution Statement documents that a Permanent Solution has been achieved
for the release and that a condition of No Significant Risk to human health and the environment
exists. A summary of findings and statement of conclusions is attached.
This report is available review at the Northeast Regional Office of the Massachusetts
Department of Environmental Protection (MassDEP), Bureau of Waste Site Clean-up. Electronic

SUMMARY OF FINDINGS
Permanent Solution Statement
106 Bridge Street, Salem, MA

The Site contained a large dwelling and sheds in 1890. By 1906 an additional dwelling was
present on the northeast corner of the Site. The 1950 Sanborn Map shows a filling station on
the front(east side) of the subject site and by 1957 a car wash was added behind the filling
station. The area was, and is, primarily residential housing. The dwelling on the rear (west
side) of the Site was removed by 1965 and an addition to the garage was noted in the 1970
map. Although it is still listed as a filling station and a car wash,gasoline sales ceased by 1970
and the facility closed by 1980. In 1984 the operation had changed to Magic Muffler Company
which performed muffler installation,tire sales, and car repairs until the building was
demolished for redevelopment in 2018.
A site inspection was conducted by Bruce Poole, Environmental Scientist for SP Engineering,
Inc. on May 2, 2018 to identify visual evidence of Recognized Environmental Conditions (RECs).
The subsurface assessment activities resulted in the detection of ash-containing soil in Boring
TB-5 that is located in the rear of the lot. Petroleum-containing soil also was detected in the
gasoline underground storage tank when the UST was removed.
Remediation included the excavation of metals-containing soil from the former house
foundation adjacent to Cross Street, and petroleum-containing soil from the UST grave adjacent
to Bridge Street.
Approximately 300 tons of material that included ash, brick, and soil were excavated from the
vicinity of the former residential building. The material was transported to the Aggregate
Recycling Facility in Eliot, ME. Approximately 342 tons of fill material was brought to the Site
on September 14 and 17, 2018 from 9 South Mason Street, Salem, MA under a Material
Shipping Record to backfill the house foundation.
The petroleum-containing soil (approximately 100 cubic yards) that was excavated from the
UST grave was transported to the Aggregate Recycling Facility in Eliot, ME.
During demolition of the Magic Muffler building in March 2019, several partially filled waste oil
drums, buckets, and unopened containers were discovered in a small rear room that were
overlooked prior to demolition. During demolition activities MassDEP issued a Release Tracking
Number (3-34585) due to the potential for a Threat of Release to the soil. During demolition
site equipment was moving a 10-inch snowfall when the operator encountered the drum
storage area, overturning a five-gallon, partially filled, original container of pink transmission
fluid and some waste oil in a bucket. The material was contained, containerized, characterized,
and transported to Stericycle in Chicago, IL.
A Method 1 Risk Characterization assessed the risk of harm to human health, public welfare,
safety, and the environment using site-specific data, current and potential future uses of the
site,and recommended MassDEP risk characterization guidance. The risk assessment
concluded that a condition of No Significant Risk of harm to health exists for both current and
foreseeable uses.
