Summary:The writer of this report met with John Klem of Aberthaw Const.Co.The purpose of this visit was
to perform a firestopping inspection at the above referenced project. Electrical penetrations,HVAC
penetrations,plumbing penetrations and sprinkler penetrations were inspected during this site visit.
Inspection of Level 3:Units 301-306
Through floor/sole plate and ceiling/lower top plate penetrations
Plumbing penetrations
Rectorseal brand Metacaulk 1000 was used for PVC/CPVC pipes through floor/sole plate and lower top plate
penetrations per system assembly detail F-C-2042,2-inch max PVC/CPVC and detail F-C-2049,4-inch max
PVC/CPVC through floor/sole plate and lower top plate penetrations.
Firestop installation at units 301-306 was incomplete at the time of this inspection. The majority of the pipes
were firestopped at the floor and at the upper(ceiling). Several 3"and 4"collars were not installed at the time
of this visit,missing collars were installed and installation was witnessed. At several PVC vent and intake pipe
penetrations at the ceiling,the firestop was not continuous around the pipe and voids were present. Deficient
items were identified and corrective actions were in progress during this site visit.INCOMPLETE(Work in
Progress)
Electrical penetrations
Rectorseal brand Metacaulk Putty was used for the wire bundles and single wire through floor/sole plate and
lower top plate and drywall penetrations per system assembly details.
Firestop installation at units 301-306 has been mostly completed. Destructive testing was performed at several
locations at each unit. Firestop has been installed at the electrical conduit at the breaker box at each unit. An
occasional wire penetration was noted as not being firestopped. Deficient items were addressed and corrected
during this site visit and are in conformance with the above mentioned details. COMPLETE

HVAC penetrations
Rectorseal brand Metacaulk 1000 was used for the AC unit line-sets and duct through lower top plate
penetrations per system assembly details C-AJ-8161 and C-AJ-7075.
Firestop installation at units 301-306 was complete at the time of this inspection.A few deficient items were
corrected during this site visit and are in conformance with the above mentioned details. COMPLETE
Sprinkler penetrations
Rectorseal brand Metacaulk 1000 was used for PVC/CPVC through wall penetrations per system assembly
detail W-L-2170.
Firestop installation at units 301-306 was incomplete at the time of this inspection. The previously noted
deficient 1-1/2"sprinkler pipe was firestopped and is in conformance with the above mentioned detail.

• Anchor bolts placed 16 inches on center at shear wall locations and 32 inches on center non shear
wall locations.
• All shear walls interior have been reviewed,Nail patterns were placed 4 inches on center at all
seams and boundary locations and 10 inches in the field.
• All floor trusses tied in 10 feet on center.
• Truss tie in at exterior wall four feet on center.
• Stud bearing wall schedule reviewed.
• Ledger board schedule attachment for CMU wall locations reviewed and complete.
• Ledger board schedule attachment for stairway locations reviewed and complete.

This letter is regarding the question raised about the exterior wall sheathing at the River Rock
Residences project at 70 Boston St/13 Goodhue St. Based on the listed exceptions of Section 603
Combustible Material in Types I and II Construction the exterior wall sheathing is in compliance with
the Massachusetts State Building Code because the walls in question are exterior non-load bearing that
do not require a fire rating.
Based on the requirements of Table 602 for Type I Construction non-load bearing exterior walls
refers to Table 602. Table 602 for the occupancies and incidental occupancies in the garage, S-2, M with
fire separation distances equal to or greater than 30 feet do not require a fire resistance rating for the
exterior walls.

This letter is regarding the question raised about the need for panic hardware at the River Rock
Residences project at 70 Boston St/13 Goodhue St. Based on Section 1010.1.10 Panic and fire exit
hardware; panic hardware is only required for doors serving three use groups:
1. Assembly occupancies with an occupant load of 50 people or more
2. Educational occupancies with an occupant load of 50 people or more
3. High hazard occupancies with any occupant load.
Also, according to NFPA 101 —Life Safety Code,there are four occupancy classifications where
panic hardware is required:
1. Assembly occupancies with an occupant load of 100 people or more
2. Educational occupancies with an occupant load of 100 people or more
3. Day care occupancies with an occupant load of 100 people or more
4. High hazard occupancies with an occupant load of more than 5 people.
Residential, business and mercantile occupancies such as apartments,office buildings or retail
facilities typically would not require panic hardware on any doors unless there is an assembly,
educational, or high hazard area within the building with an occupant load of 50 or more (per the IBC)
or 100 or more (per NFPA 101).

Variance Requested
The City of Salem would like to limit the construction of the proposed elevator to the first
and second floor only. Please consider the following information. .
A) Salem City Hall is a three story, historically significant building. The first floor
is approximately 5,200 sq. feet. Many constituent services are offered on this floor.
The second floor is also 5,200 sq. feet. Human Resources and the Finance
Department are located here. The second floor also has the Mayor's Office and his
Chief of Staff as well as the Council Chambers where the City of Salem holds the
City Council Meetings.
The third floor consists of 1,200 sq feet of office space. The City Finance Director
and his assistant are located here. There is no interaction with the public in these
offices--Also-the-future-ofthis space-is-not-certahr-Mechanical-updates-forthe-----
building may preclude future use of this space for offices.
B) The elevator project costs are significant, especially in light of the recent cuts in
State Aid. Whether the City builds a two or three story elevator,the City needs to
bring in a new 3-phase electrical,system to power the new elevator.
The cost of a 2-story elevator is estimated at$170,000.
The cost of a 3-story elevator is approximately$230,000.
The extra cost is for an extended elevator and a significant amount of construction to jog
the third floor lobby over an existing roof.
C) If the Board members would look at drawings SR-4 and SR-5,these are the rear
elevations of the building. The third floor design, SR-5, would require an
addition out over an existing metal clad shed roof. This would be necessary to .
access an opening on the third floor. The construction of the third floor shaft
would be a problem to blend in architecturally, and the resulting hallway would
split the existing third floor office in the middle.
For those reasons, the City of Salem requests a Variance to limit the new elevator to the
first and second floors only. Enclosed you will find a letter of support from the Salem
Commission on Disabilities.
