(LEC)is providing the following supplemental information on Climate Change Adaptation and Resiliency, Storm Surge Rise and Recede Flow Paths,and a summary of the Phase I Environmental Site Assessment for the above-referenced project. Climate Change Adaptation and Resiliency While the Project fully complies with the 9t'Edition of the Massachusetts State Building Code' and all enforceable state and federal requirements,the Project Proponent's initial design submitted to the Salem City Agencies and MEPA exceeded the design requirements.However,based on feedback during the DEP Site Walk held on September 12,2019,the Salem Planning Board Flood Hazard Overlay District Special Permit Hearing on September 19,2019,and the MEPA Site Visit held on September 26,2019,the Project Proponent has evaluated the potential impacts of climate change and raised the first floor elevation another foot to elevation 12.5 NAVD88. This evaluation is based on the best available information to assess the Project's vulnerability to sea level rise and flood inundation and the feasibility of incorporating additional adaptation and resiliency measures into the project. The proposed building will be constructed with a concrete foundation/footing with wood frame construction for the floors and walls (exterior and interior walls,bearing and non-bearing walls). The building will feature a flat roof(wood structure)with a mechanically fastened durable synthetic rubber 1 Flood Design to Risk Category II requires the First Floor Elevation and attendant utilities and equipment to be located at BFE +1 foot. The Preferred Plan filed with the ENF depicts the First Floor Elevation and attendant utilities are BFE+1.5 feet exceeding the Risk Category II requirements. All mechanical equipment will be located either inside the building or on the roof. Trim details and exterior siding will be composite materials, fastened through the face of the material into the substrate below. Based on design requirements for a Risk Category H Building(from Chapter 16 of the 2015 International Building Code),'the exposure of the proposed building site, and the basis for the materials used above,the design life of the building has been estimated at 30 to 50 years. Presuming completion of construction in 2020,the projected design life of the building would range from the year 2050 to 2070. The current FEMA flood zone designation for the Project Site is AE Elevation 10 feet NAVD88, extending across the entire parcel. The Project Site abuts Collins Cove which opens to the Beverly Harbor and then the Atlantic Ocean. As a result,the Project Site is vulnerable to storm inundation. A seaward facing berm partially protects the developed portions of the Project Site at elevations ranging from elevation 9 to 9+NAVD88. The Mean High Water(MHW)and Mean Higher High Water (MHHW)for the Project Site is based on the closest U.S. Department of Commerce National Oceanic and Atmospheric Administration(NOOA)National Ocean Service(NOS)Beverly Harbor Tidal Station ID: 8442417. The NOAA-predicted tidal datums for this station are provided in meters and have been converted to NAVD88 in feet as presented below-. NOAA Beverly Tide Station 8442417 Tidal Datum Elevation I (NAVD88 feet) Mean High Water(MHW) 4.3 Mean Higher High Water(MHHW) 4.8 Highest Astronomical Tide2(HAT) 6.9 Sea Level Rise Relative sea level(RSL)is the difference between the sea surface and land surface. In 2014 the City of Salem prepared"Ready for Tomorrow,the City of Salem Climate Change Vulnerability Assessment& Adaptation Plan"(December 2014)which relied on projected RSL rise(RSLR)based on the USACE sea level rise calculator(which presents both NOAA and USACE application projections)and an analysis presented in"Climate Change and Sea Level Rise Projections for Boston." The overall trend in the average rate of RSLR observed historically,for the years 1921 to current,in the Boston vicinity,has been about 0.0083 feet per year(per the USACE calculator). At that average historic rate,the RSL change by the years 2050 and 2070 (compared to today) are predicted to be 0.3 feet to 0.5 feet,respectively. While scientists agree that the rate of future RSLR is expected to increase from historical observations,there is significant uncertainty as to the amount of increase. USACE and NOAA provide high,intermediate, and low projections,without any prediction or bias of likelihood between the different projections. "Climate 2 Highest Astronomical Tide(HAT)is defined as the elevation of the highest predicted astronomical tide expected to occur at a specific tide station over the National Tidal Datum Epoch(19 year cycle). The present National Tidal Datum Epoch is 1983- 2001. PLYMOUTH,MA WAKEFIELD,MA WORCESTER,MA RINDGE,NH LEC Change and Sea Level Rise Projections for Boston"attempts to assign probabilities to different RSL projections for the stated purpose of municipal planning. Considering both sets of projections: ■ by the year 2050, a"likely range"of RSLR(compared to today) is estimated to be 0.6 feet(low)to 1.5 feet(high), and ■ by the year 2070,a"likely range"of RSLR(compared to today)is estimated to be 1.1 feet(low)to 3.1 feet(high). In order to evaluate the potential impact of nuisance flooding associated with the tide cycles,an approximate,reasonable estimation of the effect of RSL on the Project Site can be made by linear superposition of the projected RSL on predicted tidal and flood elevations,as presented below-. 2050 - Range of Predicted Tidal Elevations Tidal Datum Elevation (NAVD88 feet) Mean High Water(MHW) 4.9 to 5.8 Mean Higher High Water(MHHW) 5.4 to 6.3 Highest Astronomical Tide(HAT) 7.5 to 8.4 2070 - Range of Predicted Tidal Elevations — Tidal Datum Elevation (NAVD88 feet) Mean High Water(MHW) 5.4 to 7.4 Mean Higher High Water(MHHW) 5.9 to 7.9 Highest Astronomical Tide(HAT) 8.0 to 10.0 To evaluate the potential impacts of SLR under storm conditions,the return period for stillwater elevations is used based on the FEMA 10%,2%, 1%annual chance of stillwater flooding, again providing a range from low to high depending on projection. Return Period 2019 2.650 2070 (annual chance) 10 year(10%) 8.4 9 to 9.9 9.5 to 11.5 50 year(2%) 9.5 10.1 to 11 10.6 to 12.6 100 year(1%) 10.0 10.6 to 11.5 11.1 to 13.1 Assessing Flood Vulnerability Flood vulnerability on the Project Site was evaluated by comparing the predicted 2050 and 2070 SLR for nuisance tidal flooding and extreme storm event flood elevations to proposed building elevations and site grades. PLYMOUTH,MA WAKEFIELD,MA LEC For nuisance flooding,the Mean Higher High Water(MHHW)elevation is predicted to increase from Elevation 4.8 feet NAVD88 to Elevation 5.4-6.3 in 2050 and to Elevation 5.9 to 7.9 feet NAVD88 in 2070. This increase in tidal flooding has implications for shoreline protection and site flooding. Increases in tidal elevations associated with RSLR in both the 2050 and 2070 potential scenario may result in increased scour and erosion of the Coastal Bank currently protecting the Project Site,but will not result in nuisance flooding in the developed portions of the Project Site. In future RSLF scenarios,the Coastal Bank could experience scour and erosion that does not appear to be occurring under current conditions. For extreme flood elevations,the 100-year(1%) storm elevation is predicted to increase from elevation 10.00 NAVD88 to Elevation 10.6—11.5 feet NAVD88 in 2050 and to Elevation 11.1 to 13.1 feet NAVD88 in 2070. This increase in extreme flooding also has implications for shoreline protection and site flooding. Under existing conditions,the 100-year flood event impacts the entire Project Site, flooding the entire parking lot. Based on the range of low to high projections for 2050 and 2070 and the Preferred Plan,the parking lot would continue to experience flooding in a 100-year storm event and floodwaters would enter the first floor of the building at elevation 11.5. Storm Surrie Rise and Recede Flow Paths As requested during the MEPA Site Visit,the Project Proponent has prepared Figures 1-4(Attachment B),depicting the storm surge rise and recede flow paths and as described below. The path of advancing and receding floodwater around the subject property will be the same under existing and proposed conditions. Due to the protective vegetated berm east of the parking lot,floodwater advances onto the Project Site from the northeast through a low area on the abutting National Grid property. Floodwater flows along the edge of the existing on-site parking lot toward the abutting property to the southwest. If the water level reaches elevation 7.7, floodwaters begin to flow across the property line, although the majority of the abutting property is above elevation 8.0 NAVD88. In more extreme storms, such as the 100-year event, floodwater will advance in a westerly direction around the existing building toward East Collins Street and Planters Street. If the ocean surface elevation exceeds 9.0 NAVD 88,then the existing berm will be overtopped and floodwater will advance in a westerly direction across the Project Site instead of diverting to the north. Proiect Resiliencv Based on the above flood vulnerability assessment,the Project Proponent evaluated the Preferred Site Plan and has taken several measures to reduce vulnerability and increase resiliency. The Project Proponent evaluated the ability to eliminate the required handicap ramp and replace it with a lift. This would grant greater latitude in raising the building's first floor elevation. However,the Project does not meet the ADA requirements(521 CMR 20.00)that allow the use of a lift in place of a ramp. As a result, the handicap ramp remains and the first floor elevation of the building has been raised by one foot from 11.5 to 12.5. This places the first floor elevation just above the mid-range projections(12.1 feet PLYMOUTH,MA WAKEFIELD,MA WORCESTER,MA LEC NAVD88)for extreme flood elevations in 2070. The project engineer also evaluated measures to modify the grades around the building and raise the elevation of the parking lot by 12-18 inches to further reduce flooding impacts during extreme storm events(see Revised Preferred Plan,Attachment Q. Phase I Environmental Site Assessment As the Secretary is aware,the Project Site has not been nor is it currently being regulated under M.G.L. c. 21 E or the Massachusetts Contingency Plan(MCP). There are no Activity and Use Limitations(AULs) on any portion of the Project Site and there are no Release Tracking Numbers(RTNs)associated with the Project Site. However,in 2015,Mr.Michael Meyer voluntarily retained Boston Environmental Assessment& Remediation(Boston Environmental)to conduct a Phase 1 Environmental Site Assessment to determine the presence or absence of Recognized Environmental Conditions(RECs)as defined in ASTM 15-27-13. The assessment was designed to provide an objective,independent,professional opinion on the potential environmental risks, if any, associated with the Project Site. A REC is defined by ASTM as the presence or likely presence of any hazardous substances or petroleum products in, on or at a property: 1)due to any release to the environment;2)under conditions indicative of a release to the environment; or 3)under conditions that pose a material threat of a future release to the environment. Boston Environmental . conducted the Phase I Environmental Site Assessment in a manner consistent with the level of care and skill ordinarily exercised by firms similar to Boston Environmental that also perform such services. The scope of the assessment included records review, site reconnaissance on May 22,2015,interviews, and preparation of a written report dated July 2015. As requested by Erin Flaherty,MEPA Analyst, during the September 26, 2019 MEPA Site Visit,LEC has provided a summary of the results from the Boston Environmental Phase 1 Environmental Site Assessment. Section 5.2 Federal and State Databased Records Search provides the following: Boston Environmental engaged EDR, Inc. to scan both federal and state environmental record databases pursuant to ASTM Practice E 1527-13. The database search results are included in their entirety in Appendix A. The Subject Property was not included in any database listing[emphasis added]. The property abutting to the north and east of the Subject Property(Figure 2 Lot 36-0234)and the properties abutting to the north of that property(Figure 2 Lots 37-0064 and 42-0100) are listed as State Hazardous Waste Sites because of their former use as a coal gas manufacturing plant. There are multiple release tracking numbers(RTN)associated with these properties but the main two RTNs are 3-1709 and 3-3525. RTN 3-1709 is for Lot 37-0064, a direct abutter to the north and east of the Subject Property. A comprehensive review of environmental conditions at these two waste sites is well beyond the scope of this ESA. However,according to the Phase H Comprehensive Environmental Assessment for RTN 3-1709,although the Subject Property was reportedly historically owned by the coal gas plant, it is not included within the State Hazardous Waste Site as described below: [emphasis added] PLYMOUTH,MA WAKEFIELD,MA WORCESTER,MA RINDGE,NH Based on historic plans, Waite Street along the western property boundary was in existence around 1850 when the Salem Gas Light Company (SGLC) Manufactured Gas Plant(MGP) started operating, and properties west of Waite Street were not part of the former MGP. The residential properties along Planters Street, to the south of the Site were not part of the former MGP, and fill material was generally not encountered on the Massachusetts Electric Company property near the residential properties. Therefore,it is unlikely that contaminant-affected fill from the Site extends beyond the limits of the Waite Street right-of-way to the west, or onto the Planters Street residences to the south. The Ward II Social Club property was previously owned by the SGLC from 1939 to 1956. The terrestrial portion of this property was not included as part of the Site because borings near this property(MW203, MW508, and MW509) did not contain fill material and contaminant concentrations were generally at or approaching background concentrations. [emphasis added]. Based on the information contained in the database review,Boston Environmental did not identify activities at the Project Site or at neighboring properties that would indicate a significant potential for RECs. Furthermore,during the May 22,2015 site reconnaissance,nothing was noted by Boston Environmental that would indicate the possible presence or a past or present REC at the Project Site.
