Reffett, Executive Director Salem Redevelopment Authority One Salem Green, 2nd Floor Salem, Mass. 01970 Dear Mayor Usovicz: Dear Mr. Reffett: Please accept this letter as a formal complaint regarding the alterations recently made to the fountain at East India Square. Any alterations proposed for the fountain should have been presented to the SRA and the SRA Design Review Board for review and approval and were not. I am requesting that the regulations regarding review and approval of work in the SRA area be enforced, and that the recent fountain alterations be immediately submitted to the SRA and the DRB for whatever action they deem appropriate. Secondly, Mayor Usovicz, I feel the inexcusable arrogance displayed by Public Services Director Stanley Bornstein in altering the fountain (a work of public art)without following review procedures, in dealing with the public (Mr. Bornstein sarcastically intimated to me that he had never heard of the SRA or the DRB), and in stating that whatever he did had the full support and approval of you, Mayor Usovicz, is a serious concern that you should address. I assume that you do not want your administration to become known for its arrogance. Thank you both for your attention to these matters.
