1956-PLANNING BOARD A meeting of the Planning Board was held at City Hall on
May 7, 1956, at 7.30 p. m. , for the purpose of holding a public
hearing on an amendment to the Zoning Ordinance, relating to off-
street parking which the Board proposed to submit to the City
Council. All the members were present and Mr. Baker presided.
No one appeared at the hearing, which had been duly advertised
by publication in the Salem Evening News and the Sunday Express and
by posting a copy of the proposed ordinance in the office of the
City Clerk.
Mr. Baker then stated that the ordinance had been prepared

and City Solicitor Bradley, who were present, were asked to join

• Various changes of a minor nature were proposed and it was
agreed to draft a tentative form of the ordinance, as attached
hereto, and that Mr. Baker should consult with the City Solicitor
regarding the text of the amendment.
On motion of Mr. Gray, the meeting adjourned at 9.20 p. m.

A meeting of the Planning Board was held on November 20, 1956,
• at Hawthorne Hotel. ;All the members of the Planning Board were
present . Also present were Mayor Collins, Deputy Chief Harte2of the.
Fire Department, Lieutenant Collins of the Police Department,
Superintendent of Public Property O' Rourke and John Lundberg,
resident State engineer of the Grade crossing project. Mr. Baker
presid'e'd.
Mr. Baker read the proposed zoning ordinance and building code
amendments, relating to off-street parking, which had been prepared
by the Board and called on Mr. Gray who explained the amendments .
Mr. O'Rourke suggested that when any building is to be erected
on any corner lot, notice should be given to the City Council to
• allow an opportunity for street widening if considered advisable .
At the request of Mr. Baker, Mr. Lundberg explained the proposed
lay-out of the Grade Crossing project between the Mill Hill and Norman
Street crossings, with a new parking area for about 300 cars, showed
proposed locations of traffic islands and indicated how new and differ-
ent traffic flows would be created, some of which might move around the
islands counter-clockwise.
Mr. Baker said that a principal reason for calling the meeting
was to explore possible sites for a new central fire station and
he asked for suggestions , There was then a general discussion of
the advantages and disadvantages of sites on Bridge St. near Parker
Bros. , between Bridge St. and North St. overpass, B & M land south of
• Mill Hill crossing, South Salem and the .A & P building corner of Federal
and Washington Sts.

Mr. Gray; after explaining that he was speaking for himself and

not for the Planning Board, said he considered any proposition for •
locating a new cehtral fire station at this time is only an opening
wedgd for extending the parking place on Church Street.
Mr. Baker said that the the discussion was exploratory only
and Mayor, Collins said that in his opinion nothing could be done
until the completion of the grade crossing project and the Board
agreed that until then it will be difficult to determine traffic
flows .

REPORT OF THE PLANNING BOARD FOR 1956
• To Bis honor the Mayor and the Honorable City Council,
City of Salem, Massachusetts
During the past year, the Salem Planning Board has given considerable
attention to the need for provisions for off-street parking. The situa-
tion was emphasized by the unusually heavy snow-storms in March and the
conditions created by automobiles parked on the streets all night,
seriously interfering with plowing and causing dangerous traffic obstruc-
tions . The Board prepared an ordinance requiring that space for off-
street parking should be provided in connection with all future buildings
in residential zones and a public hearing was held on the some.
Subsequently there was some revision of the wording of the ordinance
and the Board is giving the matter further study. Since this proposed
ordinance could not be applied to existing conditions, the Board noted
ywith approval the action of the City Council in adopting another
ordinance prohibiting all-night parking daring the winter months.
,Plthough there was some general opposition and, it eppeared that there
alight be difficulty in enforcing the new law, the restriction '-had pro-
duced excellent results by the end of the year and early snow-storms
had already demonstrated the advantages of getting the cars off the
streets. In the opinion of the Board, Salem car owners .tiho were NA thout
garage facilities are to be commended for their enterprise and ingenuity
in finding off-street parking places.
Throughout the year, the Board has kept in touch with the progress
of the Grade Crossings Elimination project and has .met with City and
State officials and the Ch€zmber of Commerce in connection with this and
other planning problems.
In November, the Board sponsored a. meeting to explore possible
' sites for a new Central Fire Station. His Honor, Mayor Collins,
representatives of the Fire and Police Departments, the Superintendent
of Public Property and the resident State engineer of the Grade Crossings
project were present, 13ul the President of the City Council was unable
to attend. The advantages and disadvantages of various locations were
discussed and. the Board is agreed that any recommendation of a suitable
site will have to wait until the completion of the Grade Crossings
project. At that time, future traffic flows can be more accurately
determined.
During the year, the revision of the Zoning Ordinance and Map,
vb ich had been preparod by the Planning Board and enacted by the City
Council in 1955, were printed and made available for distribution.
No further amendments to the ordinance, aside from the provision
relating to off-street parking, have been considered by the Board.
