Gentlemen:
Mrs. Lillian A. Little, of Swampscott, Massachusetts, is the
owner of a parcel of land situated on State Road and Tedesdo Street,Salem.
A portion of this property, as shown on a plan hereto annexed,
is bounded on the west by State Road and on the South by Vinnin and Ted-
esco Streets, and is futther described as follows:
Beginning at a point at the Northeasterly corner of the inter-
section of State Road and Vinnin Street thence running in an Easterly
direction a distance of approximately 660 feet; thence turning and run-
ning in a Northerly direction 1+93 feet; thence turning and running South
westerly 250 feet, Westerly 175 feet and Northwesterly 269.89 feet, to
State Road ; thence turning and running in a S outherly direction by State
Road approximately 500 feet.
The areain auestion is not desirable for residential purposes,
wand for a distance of 250 feet along State Road and 300 feet along
Vinnin Street, and approximately 200. feet in d epth,is already zoned for
business , and it is the desire of my client to extend the business zone
within the boundaries above specified.
It will be established that this general neighborhood is es-
sentially of a business character, and the proposed extensionf the
existing business zone would seem reasonable and proper. The area that
will be affected is more particularly shown on the plan.

After due consideration of the facts and plans presented under the
petition and weighing any objections that were presented, the Board
recommends that the Business Zone extension requested under the peti-
tion be granted.

DearSir:
I am writing to state that I am altogether opposed to the
application of Mrs. Lillian Little of Swampscott for permission
to build a store building in what is, at present, a residential
zone, on State and Tedesco Streets in Salem. I would like,
also, to mention that I am not alone in my opposition, but am
only one of many people in this neighborhood who have signed a
petition expressing opposition to the plan of extending the
present business zone.
My reasons for objecting to the application of Mrs. Little
are listed below:
(1) Reduction in the market value of my residential
property and buildings
(2) My oppotition to any proposed project such as this
which might increase volume of automobile traffic in the
neighborhood.
To conclude, I think it is not at all fair that residents
of Salem should be subjected tQ very probable loss of property
value simply because a business person from outside the city
wishes to construct a commercial building in a residential neigh-
borhood in which the person is not a resident.
Please do me the favor of voting against Yezoning of this
property which would allow these store buildir�p to be wilt.

Dear Sir:
At a meeting of the City Council held on April 91 1953 the
following communication was referred to the Planning Board under the Law:
Mr. Henry J. Talbot of Salem is the owner of five parcels of land
situated on Hersey Street and Forest Avenue in Salem. The area is
approximately 200 feet in from Canal Street extension and on Canal St.
extension there is an industrial zone extending inward for a distance
for 150 feet. The desire of the writer is to extend this zone so that
the area described below will be zoned for general business purposes.
The property to be rezoned is bounded and described as follows:
Beginning at a point, 150 feet easterly from Canal Street at
Forest Avenue thence running along the northerly line of Forest
Avenue for a distance of 200 feet, thence turning and running
northerly approximately 100 feet, thence turning and running
easterly approximately 50 feet, thence turning and running
northerly approximately 100 feet to Hersey Street, thence
turning and running southerly along Hersey Street, a distance
of 250 feet to the area now zoned for industry, thence turning
and running in a southerly direction for 196 feet to the boint of
beginning.
The area in question is not desirable for residential purposes
and the proposed use will be of a beneficial nature to the immediate
neighborhood. It will be established that this general neighborhood is
essentially of a business character and a proposed extension of the existing
zone would seem reasonable.

A meeting of the Planning Board was held on Monday, May 11, 1953,
at 7.30 p. m. , at City Hd_ 1. Mr. Gray, Mr. Malkowski and Mr O'Brien
were present. In the absence of the Chairman, Mr. Gray presided.
A hearing was held on the petition of Henry J. Talbot to change
from general residence. zone to business zone an area, comprising five
lots, between Forest Ave. and Hersey St. , adjacent to the existing
industrial zone on Canal Street Extension (formerly property of
Butler Trust) .
Mr. Charles J. Panagopoulos, representing the petitioner,
appeared in favor. He said that Mr. Talbot is in the catering
business and wishes to erect onthe property a building for the
storage of equipment and general use in catering business. The land
at present is low and swampy and covered with unattractive bush
growth. The neighborhood is of a business character, he said, in-
cluding an ice cream stand, a leather factory, a store with a fruit
and vegetable stand in summer, an express company and an auto company.
It is not a desirable location for business. It is proposed to build
a one-story building which would increase the taxable value of the
property, which has little income value to the City at present.
There are not many areas in the city available for business expansion
and this section would offer an opportunity. The petitioner intends
to improve and clean out all the property in question.
Mr. Edmond LeBlanc, owner of the two adjacent lots, appeared
in f auor.
There was no opposition.
In reply to questions from mmbers of the Board, Mr. Panagopoulos
• and Mr. Talbot said that the building would probably be of cinder block
construction, about 50 ft. x 60 ft. and the garage entrance would be
on Hersey St.
The hearing was closed. I
The meeting then adjourned to 10 Gardner St. , and Mr. Baker
attended and presided.
On motion of Mr. Malkowski, it was voted that the Board
recommend favorable action on the petition of HerryrJ. Talbot to
the City Council.
Mr. Baker called attention to the petition of Tc.' Albert Marcoux,
dated July 10, 1952, to change a general residence zone at "Lot B" on
Osgood St. to a business zone, extensing the existing business zone
on Osgood St. forty feet. No action had been taken by the Board on
this petition, as the change of zone requested was included in the
proposed revision of the Zoning Map which was submitted to the City
Council. However, since the City Council has taken no action on
the proposed revision of the Zoning Ordinance and Map, Mr. Baker
suggested that the Board should make a report on this petition.
On motion of Mr. Gray, it was voted that the Board recommend
favorable action on the p3etition of T. Albert Marcoux to the City
Council.
On motion of Mr. Gray, it was unanimously voted t-albuthorize
the chairman. Louis E. Baker, to execute and sign requisitions,
expense vouchers and payrolls.
Mr. Gray suggested that the Board should present petitioners
for zoning changes with a form of questionnaire requesting certain
specific information and an accurate map. Mr. Baker asked Mr. Gray
to draw up such a form and submit it to the Board for approval.
Mr. Gray moved that the Board formally request the Ordinance
Committee for information as to the status of the proposed revision
of the Zoning Ordinance and Map. At the request of Mr. Baker, Irlr.
Gray withdraw his motion, pending a possible report by the Ordinance
Committee in the near future . •
On motion of Mr. O'Brien, the meeting adjourned at 9.30

I hereby make request for a zoning change at the
property numbered 164-16$-172 Lafayette Street , Salem,
Massachusetts, more particularly hereinafter described,
to a semi-residence district. The property which I own
and concerning which I wish to have a zoning change is
located on the westerly side of Lafayette Street at the
intersection with Cedar Street as shown on a plan at-
tached hereto. It comprises an area of approximately

. A, meeting of the Planning Board was held at City Hall on
June 22, 1953, at 7.30 p. m. All the members were present. and
Mr. Baker, the chairman, presided.
A hearing was held on?the petition of Florence L. Saunders
to change an apartment house zone at 164-168-172 Lafayett5 Street
to a semi-residence zone.
Mr. Richard E. Blake appeared in favor for the petitioner.
He said that the land had been vacant since the Salem fire of 1914 .
In requesting the change, the petitioner had no definite use in
mind, but a building for doctors' offices was one possibility.
Apartment houses are not being built at present and Lafayette
Street has become more or less commercialized in recent years.
• The property is now useless and a tax burden to the petitioner.
Mr. Max Silverman appeared in opposition. He said he had
resided at 160 Lafayette Street for thirty-five years. It is a
residential neighborhood and stores will ruin the street. He said
he had . tried to buy the property in question but it was not for sale.
Mr. Blake said that he understood that it was not the province
of the Planning Board to pass on the exact use of the property
but"whether a change of zone is advisable. Mr. Baker confirmed
this. In reply to a question by Mr. Grey, Mr. Blake said that to
his knowledge the property had not been offered for sale.
There was no one else present in favor or opposed and the
hearing was closed.
On motion of Mr. Grey, it was voted to recommend to the City
• Council that the petition be denied.
