1951-PLANNING BOARD A meeting of the Salem Planning Board was held in the Council
. Chamber at City Hall on January 23, 1951, at 7.30 P . M. Messrs. Baker,
Merrill, Gray and Malkowski were present and Mr. Baker, the Chairman,
presided.
A hearing washeld on the petition of Stanley M. and Geraldine M.
Pietkiewicz to change from general residence to business a zone
located at the junction of Loring Avenue and State (Paradise) Road,
containing 10,000 square feet and being lot numbered 7 on plan on
file. Mr. Harry A. Simon appeared for the petitioners and said that
their home, located on the lot in question, had been damaged by fire
and petitioners were financially unable to repair it. Taxes and
continuing expenses had become a hardship. Adjacent property on
State Road has been rezoned fori.business. The petitioners propose,
if the zone is changed, to move their house to the rear of the lot,
• remodel it and live there on any proceeds they may obtain from the
business use of the property.
"r. and Mrs. Pietkiewicz were present and were recorded in
favor.
Appearing in opposition were Norman Newey, 2 Maple Avenue,
Joseph T. Rosicky, 11 Paradise Ave. , Mrs . Alice W. Herron, 1 Maple
Ave. , who called attention to traffic hazards and the nuisance to
the neighborhood and devaluation of residential property resulting
if a gasoline station is erected on the land in question, as has
been suggested.
The hearing was closed.
A hearing was held on the petition of Lions Real Estate Trust
to change from general residence to business a zone extending from
• the westerly side of
the Salem-Lynn line on/Highland Avenue about 2000 feet to land of
Emanuel Amanti, 900 feet in depth from Highland Avenue.
Mr. Belleau appeared in favor and said that the
. change of zone was requested so that stores could be erected. The
land in question was ledge and swamp and not suited to residence
use. The opposite side of Highland Avenue had been rezoned for
business. It was proposed not to infringe in any way on the
adjacent owner, Mr. Amanti.
Mr. and Mrs. Emanuel Amanti appeared in opposition. Mr. Amanti
said he had built his home two years ago in the expectation that
the general residence zone would be retained.
Mr. Charles Ingraham, a member of the Lynn Lions Club and a
member of the Club' s committee on Girl Scout Camp appeared and
explained the Club' s work for the Girl Scouts and its objective
to sell the land along. Highland Avenue to finance this work and
to maintain a camp for the Girl Scouts on the rear part of the
land they own at this location. The Club would not want to see
any business installed that would be obnoxious either to the Camp
or to Mr. Amanti.
Mr. Amanti said he did not to hinder the good work of the
Club but he did want to protect his own property. He asked that
any rezoning should not extend to his land.
Mr. Ingraham said he thought he could assure Mr. Amanti that
that there would be no business erected within 200 or 300 feet of
his land.
Mr. Amanti asked if this could be increased to provide for
no business within 500 feet of his land.
Mr. Schaffner, presidentof the Lynn Lions Club, confirmed that
there would be no business within 200 feet of the Amanti land and
asked the Board to reserve any decision until the Club had had
an opportunity to come to some agreement with Mr. Amanti.
The hearing was closed.

On motion of Mr. Gray, it was voted to recommend to the City
Council that the petition to change from general residence to •
business the zone at the junction of Loring Avenue and State
(Paradise)Road, Lot 7, be denied.
On motion of Mr. Gray, it was voted to recommend to the City
Council that the petition to change" from general residence to
business the zone on the westerly side of Highland Avenue from
the Salem-Lynn line 2000 feet to land of Emanuel Amanti, 900 feet
in depth, Pe granted, but that the recommendation should not be
sent to the City Council until the Chairman has received a report
from the Lions Real Estate Trust on their conference with
Mr. Amanti.
On motion of Mr. Malkowski, the meeting adjourned at 10 p. m.

the Planning Board, I. note your statement that the City
Council appropriates only $125. annually for the Planning
Board. Willou kindly advise when her rate of pay was
changed from ;300 . a year to $125. a year as this office
was advised on December 21, 1946 by Mr. Warren H. Butler,
Chairman of the Planning Board that during 1946 she .would
be paid $300. a year.
Also kindly advise the appointing official of
the Planning Board to forward to this office a report '
listing her name, her title as Part-Time Clerk, and her
date of seniority - about 1922. This report should be
signed by him under the penalties of perjury.

A meeting of the Planning Board was held on Sept. 10, 1951,
at 7.30 p. m. Messrs . Baker, Bray, Merrill and Malkowski were present
and Mr. Baker presided.
A hearing was held on the petition of Michael Taurasso to
change a general residence zone at lot 301, east side of Marlborough
rd. , as shown on"Plan of West End Heights, Salem, Mass. , Owned by
F. H. Griswold", to a business zone.
Mr. Taurasso appeared in favor, saying that he wants to install
a machine to manufacture cement bricks. The material will be delivered
to him in a hopper as it is to be used and he would store a few thousand
bricks on the lot.
A petition in favor was submitted.
Mr. and Mrs. Germaine,. Mr. and Mrs. John Germaine,
Peter Smithson and M rs. Solomina appeared and spoke in opposition,
• saying that the business would be unsightly and a nuisance and would
depreciate property values.
The hearing was closed.
On motion of Mr. Gray, it was voted to recommend to the
City Council that the petition be denied, because of the limited
amount of land available for residential development within the city
and the fact that homes are already being built on Maroborough Rd.
Mr. Gray said it would appear that the kind of business the
petitioner proposes to do at this location should be in an industrial
zone .
The meeting adjourned at 8.30 p . m.

Miss E. Mabel Curtis as a part-time clerk of the Planning
Board,
As to the rate of pay for Miss Curtis, you will note in
the letter from Warren H. Butler, dated December 21, 1946, and
to which you refer, that Mr. Butler said at that time. "She has
been paid varying amounts, dependingon the. amount . of work done,
the maximum being $100 per year, until the past two or three years
when the work increased to some extent. This year she will have
been paid x$300.00. The special work vfsich required this extra
payment probably will not be continued during 1947." Since 1947
Miss Curtis has been paid different amounts annually, depending
upon the work involved, and this, I may say, has been the case
during the nearly thirty years that she has been associated witt
the Planning Board.
