Dear Sir:
In accordance with our recent conversation, I am submitting
to you our request for a change: in the.city,ordinance, which classifies
that section• of Highland °Avenue,` upon which is located the stables ' '
formerly used by the Salem Light Horse Artillery- said, property known
as the-Almy estate from a� residential to a business section.
• - The Federal Theatre of Massachusetts, which is part` :of' the ,
national plan to revivify; the, spoken drama, has for the past several-
months ' operated with Salem as our base, ,thereby, making available
to the residents of. that area,` fine plays by experienced actors at :
popular prices. Salem is possibly the only city of its' size• in the
country, ,which has regular legitimate attractions. It is essential
1for` us to reduce: administrative costs, and,the, buildings •of'the• Almy
estate could be' transformed into a. suitable summer theatre. We,
therefore., request a,temporary'l fting• .of the ordinance obstacle.,
thereby making' it possible for us to continue.. in-your' area.. : At ,-the
same- time, .you are furthering the , cause'of the peoplesi theatre. We
sincerely trust it wili be possible -for you..to'approve this petition.

Dear Sirs#
Relative to the request of Jon B. Mack, State
Director of ti:e Federal Theatre Project, to change a
general residence zone on Highland "venue at: the stables
formerly used by the Salem Night Horse Artillery,, to a
business zone in order to allow the Maintenance of s
summer theatre in contiectior with the..Project, the
Planning Board wishes to be recorded as opposed to re-
zoning this, area. The Board, however, is of the opinion
that this particular request mightibe granted, iithout
changing the zoning ordinance, since the sauce is for a
use of an educational nature which would be allowed in
a general residence zone, under the provisions of See-
tions 2 and 3 of the zoning ordinance.

A meeting of the Planning Board was held at City Hall, on
• Friday, December 9, 1938) at 7. 30 o' clock P. M. Ali the members
were present except Mr. Pitman and Mr. 'Riswall Presided.
Mr. Whitmore reported on a conference with Mayor Coffey in
regard to the appointment of an active Chairman, Mr . Pitman having
moved from Salem.
There was a general discussion of the future usefulness of the
Board. Mr. Baker suggested that the Board take up a consideration
of the traffic problem.
The Board adjourned at 8.45 o' clock P. M.

A meeting of the Planning Board was held at City Hall on
• Monday, December 19, 1938, at 7.30 o1ci.ock P. M. Ail the msmbers
were present except Mr . Pitman and Mr.Viswall presided.
The Board considered suggestions for a new member to take the
place of Mr . Pitman and it was decided that Mr . Wiswall should see
Mayor Coffey and inform him as to the suggested choice of the Board.
.The matter of business signs in residential sections, particularly
on Lafayette Street, was discussed.
The Board also discussed the possibility of the improvement of
the B. & id. R. R. bridge at Parallel Street.
The Board adjourned at 8. 25 o1clock P. M.
