ZAGSTER LOADING DOCK Salem Redevelopment Authority Decision Sidewalk at 285 Derby Street Zagster Bike Sharing Dock Meeting Date: February 13, 2019 Members Present: Gary Barrett, David Guarino, Dean Rubin Members Absent: Grace Napolitano, Russell Vickers Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly made and seconded, it was unanimously voted to approve both the preferred dock location and the secondary/alternative location on the public sidewalk in front of 285 Derby Street, with the understanding that the docking station shall be placed in the secondary location only in the event that the preferred space is no longer a viable option. The SRA approves these locations for a docking station for a maximum number of ten (10) bicycles. Referenced Plans and Documents 1. Application package prepared by Tom Devine, AICP, Senior Planner, Department of Planning and Community Development, 98 Washington Street, Salem, MA, containing photographs of the preferred dock location and the secondary location as well as specifications for a 10-bike system. 2. Staff Comments dated 2/7/19. Conditions of Approval 1. Consistency with Aoproved Desi n/Plans: Should the applicant determine that the preferred and secondary locations are no longer viable or if the docking station itself exceeds the maximum ten (10) bicycles as illustrated on the above-referenced documents, he/she/they shall return to the SRA to review proposed modifications prior to making any changes in the field. Findings 1. Both the preferred and secondary docking station locations allow for adequate, unobstructed clearance to allow safe passage on the public sidewalk. 2. The docking station itself is not bolted down to the sidewalk—the weight of the station itself holds it in place —therefore it may be moved should the City and/or adjacent business owners seek to utilize the sidewalk for events, outdoor dining areas, sidewalk improvements, and the like. 3. The proposal is consistent with the objectives listed section 3.1: Plan Objectives, the standards listed in 3.3, Section 2: Design Criteria, and 3.3, Section 3: Design Standards in the Downtown Renewal Plan as follows: a. To promote health, safety, general welfare, and amenity of the City and its people; and b. To allow for public improvement projects, including public facilities. c. The proposal is designed to allow circulation and provide a pleasant environment for multiple modes of travel that will anchor the historical and walkable core of an urban downtown environment; and d. The Zagster docking station is integrated with sidewalk circulation to ensure adequate clearances, access, and convenience of the location of the amenity. The City inaugurated the bike share system in 2017 through a partnership with Salem State University and Blue Cross Blue Shield of Massachusetts. Since its inception,the system has logged nearly 10,000 rides and expanded in size. Blue Cross has committed additional sponsor funds to increase the number of bikes and stations throughout the City for its upcoming 2019 season, including this Derby Street location within the Urban Renewal Area. As shown on the attached station specifications, a Zagster dock is 22.5 feet long and 6 feet wide, including docked bikes. Unobstructed clearance exists for the station at the preferred location shown in the enclosed sketch. A secondary location, also with adequate clearance, is shown as well. In the event that a future outdoor dining area or planned sidewalk work associated with the nearby park project conflicts with the preferred location, the dock would be moved to this area of the sidewalk. The location of the trash and recycling barrels would be adjusted as needed. Thank you for your consideration.
