Mr. Robert Southwick Director of Public Health 47 Lowell Street .Peabody, Massachusetts 01960 Dear Mr. Southwick: Upon investigating the situation relative to odors of the North River, the odors from the mud-flat low tide and pumping of the grease and grit chambers of the Peabody Sewerage building on Walnut and Howley Streets were the causes of this complaint. The discoloration of the North River was due to the seepage of the colored effluent at the Howley Street area in front of Stahl Finishing Company. In observation, the possibility was water flowing from a surface drain into the North River water body. This site observation was made jointly by Health Agent Robert E. Blenkhorn and Senior Sanitarian Walter F. Szczerbinski, R.S. , of the Salem Health Department on August 11, 1978 at 11:00 a.m. Messrs. Water samples were taken at the overpass on North Street, the bridge at Flint Street and the bridge at Grove Street, off Harmony Grove Road in the rear of Salem Oil and Grease, and at Stahl Finishing Company in Peabody. The results of these analyses demonstrated the presence of sewage and industrial wastes which were observed in•:the river on that dap.
