This department has received and investigated a complaint at the above address. The complaint
is that a parking area has been created in the front yard which is a violation of Salem Zoning
Ordinance section 7-3 . The cars using the spaces routinely block some or all of the
sidewalk which is a violation of City of Salem Ordinance 38-7.
Therefore, you are directed to cease and desist using the front yard for the storage of vehicles.
Failure to comply with this order will result in Municipal ordinance tickets and a complaint
being filed in District Court. . If you feel you are aggrieved by my Zoning interpretation, your
Appeal is to the Salem Zoning Board of Appeals. If you have any questions, please contact me

Repeal Section 621.0 of the State Building Cod,- in its entirety and
substitute the following:
SECTION 621.0 FIRE ESCAPES
621. 1 01ERE PERMITTED Fire escapes shall not be permitted as an ele-
ment of a required means of egress except en existing buildings when
more adequate egress facilities cannot be provided. Fire escapes shall
not provide more than fifty (50) percent of the required exit capacity.
621.2 LOCATION: when located on the front of the building and project-
ing beyond the building line, the lowest landing shall not be less than
seven (7) nor more than twelve (12) feet above grade and shall be
equipped with a counterbalance stairway to tae street. In alleyways
and thoroughfares less than thirty (30) fee- wide, the clearance under
the lowest landing shall. be not less than twelve (12) feet. .
621.3 CONSTRUCTION: The fire escape shall be designed to support a
live load of one hundred (100) pounds per square foot (psf) , and shall
be constructed of steel or other approved noncombustible materials..
Fire escapes may be constructed of wood not less than two (2) inches
nominal thickness on buildings of Type 4 construction, as specified in
( Section 851.21 of the Code
621. 31 CONNECTI0NS: All structural connections to and through the
face of the building shall be designed to be corrosion and deteriora-
tion resistant.
621.32 DIMENSIONS: Stairs shall be at least twenty-two (22) inches
wide with risers not more and treads not less than eight (8) inches
and landings at foot of stairs not less than forty (40) inches wide
by thirty-six (36) inches long, located not more than eight (8) inches
below the access window or door.
621.33 CAPACITY: The capacity shall provide for the intended occup-
ancy load as specified in Section 608.1 of this Code, but in no case
may the width be less than twenty-two (22) inches.
621.34 OPENING PROTECTIVES: Doors and windows along the fire escape
shall be protected with three-quarter (3/4) hour fire resistance rated
opening protectives.

premises on November 2, 1977• The inspection revealed that there
is not a second egress provided from the currently vacant second
floor apartment at number 10 and that the same condition exists
in the third floor apartment at number 12. You are therefore
ordered to discontinue use of these two apartments until such
time as proper egress is provided. A building permit will be
required prior to starting the work.

I received your letter of March 4, 2009 relative to the parking at 10-12 Wisteria Street and have
been in touch with the tenants. In fact, I took the liberty of forwarding a copy of your notice to
them. We certainly agree that blocking any part of the sidewalk is not permissible.
I would like to point out that we have owned the building since 1981 and the parking
configuration was in place long before we bought it and we have not made any changes or
created additional parking.
My current address is C-301, 3675 Amberly Cir. Naples,171. 34112 but I plan on spending the
