The Building Department has observed construction/renovation work underway at your
property at 52 Winthrop Street/Unit 4.
There is no current Building Permit on file for this address. Lack of a permit is a violation
of the Massachusetts State Building Code. See below:
780 CMR Massachsetts State Building Code
SECTION 105 PERMITS
105.1 Required. It shall be unlawful to construct, reconstruct, alter, repair, remove or demolish a
building or structure; or to change the use or occupancy of a building or structure; or to install or
alter any equipment for which provision is made or the installation of which is regulated by this code
without first filing an application with the building official and obtaining the required permit.
A "STOP WORK ORDER"was hand delivered to your contractor, Ilidio Valente Jr. on
10/12/16, and posted, by the Salem Building Department, at 52 Winthrop Street on
October 12, 2016.
All work at this location must cease immediately and remain stopped until the Building
Department has been satisfied that proper construction permits have been applied for, and
issued to, appropriately licensed personnel. No work may be undertaken without written
approval from the Salem Building Department.

A plan and description of all proposed renovations will need to be reviewed and approved
by the Building Department before any permit can be issued.
You must contact the Building Department immediately upon receipt of this letter
to discuss your plan of action.
Failure to resolve the issues cited above will be construed as non-compliance and may
result in the issue of municipal tickets and fines as well as further enforcement actions.
If you feel you are aggrieved by this order, you have the right to appeal to the
Massachusetts Board of Building Regulations and Standards (BBRS) at One Ashburton
Place/Boston/ MA.

Thank you for coming to the Building Department yesterday.
As we discussed,you will need to come back with a floor plan and description of all proposed
renovation work before a permit can be issued
The contractor that you hire for this project must have a CSL-Unrestricted(Construction
Supervisors License) as well as an HIC registration. In addition, the Building Department must
receive a letter of approval from the 52 Winthrop Street Condo association before a permit can be
issued
