Due to complaints (see enclosed) , a March 14, 1989 inspection was made of your
above noted property. The inspection revealed the following:
Several burned-out, dilapidated buildings on the property.
Front gate and perimeter of the property is not secured as to
prevent unauthorized entry.
The condition of inadequate security, which poses a hazard to Health and Safety,
has exsisted since the November 17, 1988 fire.
The Health Department hereby orders you to make a good-faith effort to correct
this condition within fourteen (14) days of receipt of this notice.
Should you be aggrieved by this order, you have a right to request a hearing before
the Board of Health. A request for a hearing must be received in writing in the
office of the Board of Health within seven (7) days of receipt of this order. At
this hearing, you will be given an opportunity to be heard and to present witness
and documentary evidence as to why this order should be modified or withdrawn. You
may be represented by an attorney. Please also be informed that you have the right
to inspect and obtain copies of all relevant inspection or investigation reports,
orders, notices or other documentary information in the possession of the board
and that any adverse party has the right to be present at the hearing.
Failure on your part to comply within the specified time can result in a complaint
being sought against you in Salem District Court.
Kindly submit in writing to this department your proposal to remedy this condition,
within seven (7) days of receipt of this notice.

To Whom It May Concern:
We are writing you this letter because of the fact that there are so
many..dangers .encountered with the vacant buildings that Mackey owns,
between White St. and Blaney St. (off Derby St.) .
As you may be aware, this large parcel of land has approximately 5
vacant buildings that have been boarded up for at least the last 10 yrs. .
Homeless people and young kids (ages 10-16) have used these buildings as
shelters or "hang-outs". We have seen large groups of young teenagers
bring in cases of beer and "party" late into the night.
In the last year there have been 4 fires, one of the last ones being a
three alarm fire that burnt most of the two buildings near the water.
During this fire the fire chief was very concerned about the two(illegal)
propane tanks possibly exploding! Thank God they didn't.
Since this large fire there have been children that continue to play in
the burnt areas. There are walls standing that are barely supported and
many types of car and machine parts that have rusted. Even though there
are no tresspassing signs posted it is normal for children to explore
these "off limit" areas. There are too many parimeters that are not
fenced-off which makes it easy for the kids to enter. One day someone's
child is going to be badly hurt' Is this what it will take for someone
to order Mackey to knock down the buildings and clean up his land?
Just a few weeks ago a woman brought her two young sons near one of the
burnt buildings. It was a windy day and a piece of the wall fell, just
missing her son. We should have gotten her name, but didn't.
Approximately one month ago there was another small fire. There are
not many vacant buildings left for the kids to burn. One of the last
standing is located about 15 feet from the two propane tanks. There are
occupied homes just as close! How far will these homes be "blown away"
if there is another fire?
Fact is that there have been much smaller hazards in Salem ordered to be
taken care of. Mackey is a general contractor who owns all types of heavy
equipment. It would not cost him much to take action. The Building Inspector
told us that it was up to the Board of Health to order demands to raze the
buildings and clean the lot. We hope you will help us.
What we are saying is that we feel it is time that Mackey is held account-
able for this peril. (This may help him sell the landY We should note that
he did spend some time last summer consolidating the piles of junk cars
but we think it's time for everyone to be concerned about the safe, of the
neighborhood children and adults:
