MAYOR DECISION OF THE PETITION OF CITY OF SALEM REQUESTING A VARIANCE FOR THE PROPERTY LOCATED AT 50 WINTER ISLAND ROAD R-1 A hearing on this petition was held December 17, 2003 with the following Board Members present: Nina Cohen, Stephen Harris, Richard Dionne,Joseph Barbeau and Bonnie Belier. Notice of the hearing was sent to abutters and others and notices of the hearing were properly published in the Salem Evening News in accordance with Massachusetts General Laws Chapter 40A. The petitioner is requesting a Variance from Section 5-2 to allow use year round by the Caretaker for the property located at 50 Winter Island Road located in a R-1 zone. The Variances, which have been requested, may be granted upon a finding by this Board that: a. Special conditions and circumstances exist which especially affect the land, building or structure involved and which are not generally affecting other lands, buildings and structure involve. b. Literal enforcement of the provisions of the Zoning Ordinance would involve substantial hardship, financial or otherwise, to the petitioners. c. Desirable relief may be granted without substantial detriment to the public good and without nullifying or substantially derogating from the intent of the district of the purpose of the Ordinance. Be DCAM qualified. 2. Submit an affidavit attesting the Contractor has in place and fully implemented a written Health, Safety, and Environmental Plan and the plan is compliant with all applicable Federal, State, and Local regulations. 3. Be certified by manufacturer of roofing materials. 4. Obtain authorization from roofing materials manufacturer for Project before installation starts to insure issuance of guarantee from manufacturer. 5. Provide list of at least 5 projects available for inspection employing same roof system. a. Projects must be within 50-mile radius of the Project Location. B. Roofing material manufacturer shall: 1. Be Associate Member in good standing with National Roofing Contractors' Association (NRCA) for at least five(5) years. 2. Be nationally recognized in roofing, waterproofing, and moisture survey industry. 3. Have an established, documented program for providing full-time jobsite inspection during the completion of the roofing work. 4. The building Owner is desirous of working with a financially strong organization which has the ability to protect and insulate Owner from both product liability and warranty claims, relating to roofing, that could be brought before the Owner during the course of the roofing warranty period. As the financial strength of suppliers is a requirement of the building owner, proof of such must be shown. To this end, the following information is required by the Owner: a. The manufacturer must present to the Owner a certificate of insurance for product liability with minimum limits of$25 million. b. The manufacturer must have a current net worth in excess of$50 million and verify such by an affidavit from a corporate officer. 5. The building Owner is a supporter of responsible Health, Safety and Environmental issues and requires all manufacturers to have similar concerns, convictions and commitments. To this end, the primary manufacturers of materials used on Owner's roof must submit a formalized Corporate HS & E Policy and demonstrate active participation in such a policy. 6. For the purpose of this specification, a manufacturer must: a. Own or lease a facility, which manufactures major roof system components for at least one year prior to the date of this specification. b. Own or lease equipment to manufacture major roofing system components, and operate that equipment at a facility it owns or leases. C. Employ personnel on a full-time basis to process raw materials into finished major roof system components at a manufacturing facility and using the equipment, which the supplier owns or leases. Manufacturing 21 ROOF REPLACEMENT&OTHER REPAIRS To Hanger Structure Winter Island CITY OF SALEM is the handling and processing of raw materials into finished goods, which are sold to installers and/or users of those products without further processing. 7. Provide a Project Closeout Report upon delivery of the project warranty. This report shall include the following sections: a. Project Specifications. b. Project Summary. C. Progress reports as a result of roof inspections. d. Job progress photos. e. Warranty document. f. Owner's Manual describing maintenance and emergency repair. g. Inspection Report to be completed by the roofing material manufacturer 2 years from project completion. 8. The roofing material manufacturer will be ISO 9001 registered. a. Manufacturer will provide proof of ISO 9001 registration by submitting a copy of the Certificate of Registration. b. Manufacturer's products will be produced per specifications developed under design control procedures per ISO 9001 requirements. C. The assessment body providing registration of the manufacturer's quality management system will be a nationally recognized agency with sufficient knowledge and experience in the manufacturer's industry to permit a credible assessment of the manufacturer's quality system. 9. Provide list of at least 10 projects available for inspection employing same roofing system. a. Project must be within 100-mile radius of the Project Location. 10. The presence and activity of the manufacturer's representative and/or Owner's representative shall in no way relieve the contractor of contract responsibilities or duties. C. The Owner Shall: 1. In the event of a leak in the roofing system, it's components or flashing systems, notify manufacturer in writing within thirty (30) days after discovery of leak. 2. Notify manufacturer of any proposed modification, major repair or addition on or through roofing system or base flashing for each situation occurring after date of issue of guarantee. a. Provide manufacturer with drawings indicating location of proposed changes. D. The Owner is expecting the highest quality performance in all areas of roofing construction. To ensure a consistent level of quality, the primary source of materials shall originate from a single roofing manufacturer. The proposed roofing material manufacturer selected for use on this project must manufacture at least 80% of the materials they supply in facilities actually owned or leased by the roofing material 22 ROOF REPLACEMENT&OTHER REPAIRS To Hanger Structure Winter Island CITY OF SALEM manufacturer. The contractor shall submit verification of the foregoing by affidavit of a corporate officer of the selected roofing material manufacturer. E. Random sampling: 1. Roofing material: a. During course of work, the Owner may secure samples according to ASTM D140-93 of materials being used from containers at job site and submit them to an independent laboratory for comparison to specified material. b. Should test results prove that a material is not functionally equal to specified material: (1) Contractor shall pay for all testing. (2) Roofing installed and found not to comply with the specifications shall be removed and replaced at no change in the contract price. F. Regulatory requirements: 1. LIL Classified Fire Rating- LIL 790. 2. Class A. 3. FM 4470. a. Class I, 1-90 Windstorm. G. Plans and specifications: 1. Contractor must notify the Owner of any omissions, contradictions or conflicts seven (7) days before bid date. The Owner will provide necessary corrections or additions to plans and specifications by addendum. If Contractor does not so notify the Owner of any such condition, it will be assumed that the Contractor has included the necessary items in the bid to complete this specification. 2. It is the intent that this be a completed project as far as the contract documents set forth. It is not the intent that different phases of work on this project be delegated to various trades and subcontractors by the contract documents. Contractor must make own contracts with various subcontractors, setting forth the work these subcontractors will be held responsible for. Contractor alone will be held responsible by the Owner for the completed project. 3. If the Contractor feels a conflict exists between what is considered good roofing practice and these specifications contractor shall state in writing all objections prior to submitting quotations. H. It is the Contractor's responsibility during the course of the work, to bring to the attention of and notify the Owner's representative first verbally, then in writing, of any defective roof decking discovered where not previously identified. 01-625 PRODUCT OPTIONS AND SUBSTITUTIONS A. When a particular make or trade name is specified, it shall be indicative of a required level of performance. These specifications incorporate clearly defined ASTM test methods for evaluating the performance levels of materials and systems. The Contractor may submit, for review by the City of Salem, materials that the Contractor 23 ROOF REPLACEMENT &OTHER REPAIRS To Hanger Structure Winter Island CITY OF SALEM believes meet-or-exceed the performance requirements defined in these specification documents. Any correspondence in this regard shall incorporate the following: 1. A written application with explanation of why it should be considered. 2. Accredited testing laboratory certificate comparing the materials physical/performance values when tested in accordance with the ASTM test methods specified. 3. Smallest standard container of adhesive, coating, mastic, ply sheet, flashing material or related items. 4. Material Safety and Date Sheets(MSDS). 5. Ten (10)job references located within a one hundred (100) mile radius of Salem, Massachusetts where the same roofing system has been utilized. B. The Owner retains the sole authority to reject or accept any material. Only materials approved in writing by the City of Salem will be incorporated for use within this project. 01-660 DELIVERY, STORAGE& HANDLING A. Delivery of materials: 1. Deliver materials to job-site in new, dry, unopened, and well-marked containers showing product and manufacturers name. 2. Deliver materials in sufficient quantity to allow continuity of work. 3. Coordinate delivery with Owner. B. Do not order project materials or start work before receiving Owner's written approval. C. Storage of materials: 1. Store roll goods on ends only. Discard rolls, which have been flattened, creased, or otherwise damaged. Place materials on pallets. Store roll goods on level pallets. a. Do not stack pallets. 2. Store materials marked "KEEP FROM FREEZING" in areas where temperatures will remain above 407 (50C). 3. For"Dens Deck" decking, store off ground, and protect by a breathable waterproof covering. 4. For insulation, remove plastic packaging shrouds. For felt rolls, slit the top of the plastic shrink-wrap only. Cover top and sides of all stored materials with tarpaulin (not polyethylene). Secure tarpaulin. 5. Rooftop storage: Disperse material to avoid concentrated loading. 6. Do not store materials in open or in contact with ground or roof surface. 7. Store all materials on a raised platform covered with secured canvas tarpaulin (not polyethylene), top to bottom. Cover all materials when project is not in progress and maintain the ability at all times to cover the materials when required, such as during an unanticipated rain shower. B. Contractor shall assume full responsibility for the protection and safekeeping of products stored on premises. 24 I ROOF REPLACEMENT & OTHER REPAIRS To Hanger Structure Winter Island CITY OF SALEM D. Material handling: 1. Handle materials to avoid bending, tearing, or other damage during transportation and installation. 2. Material handling equipment shall be selected and operated so as not to damage existing construction or applied roofing. Do not operate or situate material handling equipment in locations that will hinder smooth flow of vehicular or pedestrian traffic. 01-725 GENERAL WORKMANSHIP A. Examination 1. Verify conditions as satisfactory to receive work. 2. Do not begin roofing until all unsatisfactory conditions are corrected. Beginning work constitutes acceptance of conditions. 3. Verify that work of other trades penetrating roof deck or requiring men and equipment to traverse roof deck has been approved by Owner, manufacturer, and roofing contractor. 4. Check projections, curbs, and deck for inadequate anchorage, foreign material, moisture, or unevenness that would prevent quality and execution of new roofing system. B. Protection: 1. Contractor shall be responsible for protection of property during course of work. Lawns, shrubbery paved areas, and building shall be protected from damage. Repair damage at no extra cost to Owner. 2. Provide at site prior to commencing removal of debris, a dumpster or dump truck to be located adjacent to building where directed by Owner. 3. Roofing, flashings, membrane repairs, and insulation shall be installed and sealed in a watertight manner on same day of installation or before arrival of inclement weather. Daily Waterstop/Tie-ins: a. Remove embedded gravel/debris from top ply of felt along termination. (1) Width: 18 inches(460 mm). b. Adhere 12 and 18 inch (305 and 460 mm)wide ply sheets from exposed deck to existing roofing with a continuous 1/16 inch (1.6 mm) thick application of tie-off mastic. Glaze cut-off with surfacing mastic. Extend 18 inch (460 mm)wide felt 3 inches(80 mm) either side 12 inch (305 mm) felt. C. Install "deadman" insulation filler at insulation staggers. 4. At start of each workday, drains within daily work area shall be plugged. Plugs to be removed at the end of each workday or before the arrival of inclement weather. 5. Preparation work-shall be limited to those areas that can be covered with installed roofing material on same day and before arrival of inclement weather. 25 ROOF REPLACEMENT & OTHER REPAIRS To Hanger Structure Winter Island CITY OF SALEM 6. Arrange work sequence to avoid use of newly constructed roofing for storage, walking surface, and equipment movement. Move equipment and ground storage areas as work progresses. 7. Construct an enclosed chute from roof for removal of debris from roof area. Protect building surfaces at chute/set-up areas with tarpaulin. Secure tarpaulin. Remove dumpster from premises when full and empty at approved dumping or refuse area. Deliver empty dumpster to site for further use. Upon job completion, dumpster/chute shall be removed from premises. Spilled or scattered debris shall be cleaned-up immediately. Removed material to be disposed from roof as it accumulates. 8. At end of each working day, seal removal areas with water stops along edges to r p event water entry. 9. Provide clean plywood walkways and take other precautions required to prevent tracking of aggregate/debris from existing membrane into new work area where aggregate/debris pieces can be trapped within new roofing membrane. Contractor shall instruct and police workmen to ensure that aggregate/debris is not tracked into new work areas on workmen's shoes or equipment wheels. Discovery of entrapped aggregate/debris within new membrane is sufficient cause for its rejection. 10. Extend roofing system at least 12 inches(305 mm)onto prepared area of adjacent roofing. Seal edge with 6 inches(150 mm)wide reinforcing membrane embedded between alternate courses of tie-off mastic. 11. At beginning of next day's work remove temporary connection by cutting felts evenly along edge of existing roof system. Remove"deadman" insulation fillers. 01-725 SITE CONDITIONS A. Field measurements and material quantities: 1. Contractor shall have SOLE responsibility for accuracy of all measurements, estimates of material quantities and sizes, and site conditions that will affect work. B. Existing conditions: 1. Building space directly under roof area covered by this specification will be utilized by on-going operations. Do not interrupt Owner operations unless prior written approval is received from Owner. 2. Access to roof shall be from exterior only. 3. Move air-conditioning units and other equipment as required to install roofing materials complete and in accordance with plans and specifications. When units and equipment are to be moved, they shall be carefully disconnected and removed to a protected area so as not to damage any part or component thereof. Reconnect units in such a way that they are restored to a prior work operating condition. Take appropriate measures to prevent dust, vapors, gases or odors from entering the building during roof removal, replacement or repair. 4. A mechanical and/or electrical company licensed to perform such work shall perform all disconnection and re-connection. C. Asbestos: 26 ROOF REPLACEMENT& OTHER REPAIRS To Hanger Structure Winter Island CITY OF SALEM 1. Contractor must conduct its operations according to applicable requirements including but not limited to those established by: a. Occupation Safety and Health Administration (OSHA). b. Environmental Protection Agency (EPA). C. Department of Transportation (DOT). d. State or Local Air Pollution Control Authorities/Agencies. e. State or Local Solid Waste or Hazardous waste Authorities/Agencies. f. State or Local Health Department(s). g. State or Local Building Code Authorities. h. Other federal, state or local agencies or authorities. 2. Contractor shall perform appropriate inspections, surveys and file timely notifications to proper authorities prior to starting roof renovation or demolition activities. Inspectors, project planners, project managers, contractors and workers involved in the roof project shall have appropriate training, licenses and registrations. Contractor shall be responsible for determining and implementing regulatory compliance activities, including but not limited to work practices, engineering controls, personal protection, air monitoring, testing, hazard communication, material handling, record retention, and arranging for waste disposal/handling. 3. Contractor must file a Uniform Hazardous Waste Manifest from proper landfill site for each load of asbestos containing material removed. Copies must be sent to Owner and material manufacturer/specifier. Transportation of waste shall be in accordance with applicable Department of Transportation (DOT) requirements. D. Waste Disposal: 1. Do not re-use, re-cycle or dispose of material manufacturer's product containers except in accordance with all applicable regulations. The user of manufactured products is responsible for proper use and disposal of product containers. E. Safety requirements: 1. All application, material handling, and associated equipment shall conform to and be operated in conformance with OSHA safety requirements. 2. Comply with federal, state, local and Owner fire and safety requirements. 3. Advise owner whenever work is expected to be hazardous to Owner, employees, and/or operators. 4. Maintain a crewman as a floor area guard whenever roof decking is being repaired or replaced. 5. Maintain fire extinguisher within easy access whenever power tools, roofing kettles, fuels, solvents, torches, and open flames are being used. F. Environmental requirements: 1. Contractor shall do, or require to be done, all cutting, fitting and patching of the Work that may be required to make it's several parts come together, and fit it to receive or be received by work of other contractors/subcontractors shown upon, or reasonably implied by the drawings and specifications for the Work, and shall make good after them as Engineer may direct. 2. Contractor shall do, or require to be done, all cutting, fitting and patching required to: a. Fit several parts together, to integrate with other work. b. Uncover work to install ill-timed work. C. Remove and replace defective and non-conforming work. d. Remove samples of installed work for testing. e. Provide openings in non-structural elements for penetrations of mechanical, electrical, and plumbing work. f. Provide openings in structural elements for penetrations of mechanical, electrical, and plumbing work, upon approval of Engineer. g. Provide inspection of related elements and outlined below. 3. Accomplish the placement of closure strips, flashing, and seating material in an approved manner that will assure complete weathertightness. Flashing will not be required where approved"self-flashing" sheets or panels are used. Minimum end laps for all types of sheets shall be 6-inches and shall occur only over girts. Minimum side laps shall be one corrugation, or per manufacturer's recommendations for flat Polycarbonate panels. b. Flashings: All flashing and related closures and accessories in connection with the Polycarbonate panels shall be provided as necessary to provide a watertight installation. Details of installation, which are not indicated, shall be in accordance with the panel manufacture's printed instructions and details for approved shop drawings. Installation shall allow for expansion and contraction of flashing. 07-530 ELASTOMERIC MEMBRANE ROOFING A. General 1. This GUIDE-SPEC is a brief outline of Carlisle's Sure-Seal/Brite-Ply. Adhered Roofing System requirements and is intended for use as a submittal with a bid package. Specifiers and the Carlisle Authorized Roofing Applicator must comply with the"Design Criteria"and "Application" Sections of Carlisle's technical manual prior to design or bid. An acceptable insulation is mechanically fastened to the roof deck or adhered with Sure-Seal FAST Adhesive or hot asphalt and the EPDM membrane is fully adhered to the insulation with Sure-Seal Bonding Adhesive. Adjoining sheets of EPDM membrane are spliced together a minimum of 3" (8 cm) using Splicing Cement, In-Seam Sealantand Lap Sealant or SecurTape/Primer. 6. Quality Assurance a. This roofing system must be installed by a Carlisle Authorized Roofing Applicator in compliance with shop drawings as approved by Carlisle. There must be no deviations made from Carlisle's specifications or the approved shop drawings without the PRIOR WRITTEN APPROVAL of Carlisle. b. Upon completion of the installation, an inspection will be conducted by a Technical Representative of Carlisle to ascertain that the roofing system has been installed according to Carlisle's specifications and details. C. This roofing system meets Underwriters Laboratories(UL) and Factory Mutual (FM) requirements. For specific code approvals achieved with this system, refer to Carlisle's EPDM Code Approval Guide, FM Approval Guide or UL Fire Resistance and Roofing Materials and Systems Directories. 7. Submittals a. To ensure compliance with Carlisle's warranty requirements, the following projects should be forwarded to Carlisle for review prior to installation, preferably prior to bid: (1) Projects where a wind speed warranty coverage greater than 55 mph (88 km/h) peak gusts is specified. (2) Projects where the building height exceeds 250' (76 m). (3) Air pressurized buildings, canopies, and buildings with large openings where the total wall openings exceed 10%of the total wall area on which the openings are located (such as airport hangars, warehouses and large maintenance facilities). Along with the project submittals(shop drawing and Request for Warranty), the roofing contractor must include pullout test results when the Sure-Seal HP Lightweight Deck Fastener is used with cementitious wood fiber, lightweight insulating concrete or gypsum decks or the Sure- Seal HP or HP-X Fastener is used with oriented strand board (OSB) decks less than 5/8 inch (1.6 cm) in thickness or steel decks less than 22 gauge(.75 mm). C. For all projects, prior to project inspection by Carlisle, a final shop drawing must be approved by Carlisle. 8. Product Delivery, Storage, & Handling a. Deliver materials to the job site in the original, unopened containers labeled with the manufacturer's name, brand name and installation instructions. b. Job site storage temperatures in excess of 90° F (32° C) may affect shelf life of curable materials(i.e., uncured flashing, adhesives, sealants Primers Splice Tape, Pourable Sealer and Pressure-Sensitive Flashings). C. When liquid adhesives and sealants are exposed to lower temperatures, restore to a minimum of 60° F (16° C) before use. d. Do not store adhesive containers with opened lids due to loss of solvent which will occur from flash off. e. Insulation and underlayment must be stored so it is kept dry and is Protected from the elements. Store insulation on a skid and completely cover with a breathable material such as tarp or canvas. If the insulation is lightweight, it should be weighted to prevent possible wind damage. 9. Job Conditions a. There is no maximum slope restriction for the application of this roofing system. b. On retrofit- recover projects, existing roofing material must be investigated and wet material must be removed. C. Existing sprayed-in-place urethane roofs and Phenolic insulation must be removed. d. The use of a vapor retarder to protect insulation and reduce moisture accumulation within an insulated roofing assembly should be investigated by the specifier. Consult the latest publications by ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc.) and NRCA(National Roofing Contractors Association) for specific information. e. Coordination between various trades is essential to avoid unnecessary rooftoptraffic over sections of the roof f and to prevent damage to the membrane. 10. Warranty a. A 5 or 10 year Membrane System Warranty, with a wind speed coverage up to 55 mph (88 km/h), is available for a charge. C. For Sure-Seal Roofing Systems only (1) A 15 year Golden Seal Total System Warranty is available for a charge on projects which utilize all components manufactured or marketed by Carlisle. These projects will receive a maximum peak gust wind speed coverage up to 55 miles per hour(88 km/h) unless prior review is performed regarding an extended peak gust wind speed coverage. Adhered systems where hot asphalt is specified for insulation attachment may qualify for a 10 or 15 year Total System Warranty, Carlisle must be contacted regarding specific requirements prior to installation. (2) A 10 or 15 year Total System Warranty with extended wind speed coverage (greater than 55 mph) is available for a charge only upon review by Carlisle and at Carlisle's sole discretion. Maximum 25 foot(7.6 m)wide Sure-Seal (black) .075 inch (2.25 mm) thick non-reinforced or maximum 10 feet(3 m)wide .045 inch (1 mm) or .060 inch thick reinforced or Sure-Tough Reinforced EPDM (Ethylene, Propylene, Diene Terpolymer) may be used with this roofing system. For physical properties of the membrane, refer to the"Products" Section of the Carlisle technical manual. 3. Related Materials a. 90-8-30A Bonding Adhesive, Splice Cleaner, Splicing Cement, In-Seam Sealant, Lap Sealant, Primer, SecurTAPE, Cured EPDM Flashing, Pressure-Sensitive Flashing, uncured Elastoform Flashing, Seam Fastening Plates and RUSS (with the corresponding fasteners) are required for use with this roofing system. When feasible, begin the application at the highest point of the highest roof level and work to the lowest point to prevent moisture infiltration and to minimize construction traffic on completed sections. This will include completion of all flashings and terminations. b. Follow criteria outlined in the"Design Criteria" Section of Carlisle's technical manual to prepare the roof deck or the substrate prior to the application of the new roofing system. 2. Roof Deck Criteria a. Examine the areas and conditions under which work of this Section will be performed. Correct conditions detrimental totimely and proper completions of the Work. Do not proceed until unsatisfactory conditions are corrected. b. Roof structure shall be sufficient to withstand normal construction loads and live loads. C. Defects in the roof deck must be reported and documented to the specifier, general contractor and building owner for assessment. The Carlisle Authorized Roofing applicator shall not proceed unless the defects are corrected. d. Acceptable decks and the applicable Sure-Seal Fasteners: (1) Steel, 22 gauge(.75 mm)or heavier- Sure-Seal HP or HP-X Fasteners are recommended with a minimum pullout of 360 pounds (163 kg) per fastener. (2) Steel decks lighter than 22 gauge (.75 mm) -Sure-Seal HP or HP-X Fasteners are recommended with a minimum pullout of 300 pounds(136 kg) per fastener. (5) Minimum 7/16 inch (11 mm) thick oriented strand board (OSB) - Sure-Seal HP or HP-X Fasteners are recommended with a minimum pullout of 250 pounds(113 kg) per fastener. (6) Cementitious Wood Fiber and Gypsum - Sure-Seal HP Lightweight Deck Fasteners are recommended with a minimum pullout of 225 pounds(102 kg)for cementitious wood fiber or 300 pounds(136 kg) for gypsum. Carlisle must be contacted for acceptable lightweight insulating concrete substrates. 3. Substrate Preparation a. On retrofit-recover projects, cut and remove wet insulation, as identified by the specifier, and fill all voids with new insulation so that it is relatively flush. b. For all projects, the substrate must be even without noticeable high spots or depressions, and must be free of accumulated water, ice or snow. C. Clear the substrate of debris and foreign material. Fresh bitumen based roof cement must be removed or concealed. 4. Installation a. Refer to the applicable Material Safety Data Sheets and Technical Data Bulletins for cautions and warnings. b. (b) Sure-Seal Polyisocyanurate inulation, 1-1/2 inch (3.8 cm)thick or greater(used as the top layer) may be fastened at the minimum rate of 1 per 3.2 square feet (10 fasteners per 4' x 8' board). (c) Sure-Seal Polyisocyanurate Insulation, 2 inches(5 cm) thick or greater(used as the top layer), may be fastened at a rate of 1 fastener and plate every 4 square feet (3720 cm2). (d) On reroof/no tearoff projects with a maximum roof height of 40 feet(12 m), Sure-Seal insulation (i.e., HP Recovery Board or Polyisocyanurate less than 1-1/2" thick) may be secured at the minimum rate of 11 fasteners per 4' x 8' board (5 fasteners per 4'x 4' board). This option is not applicable for 15 year Total System Warranty projects or projects where extended wind speed coverage (greater than 55 mph) is desired. (2) Insulations by others(when promoted by the respective manufacturer and accepted by Carlisle) shall be mechanically fastened to the roof deck with 1 insulation fastener and plate for every 2 square feet(1860 cm2) of insulation unless otherwise approved in writing by the respective manufacturer. C. Membrane Installation (1) Fully adhere the EPDM membrane to the acceptable substrate with 90-8-30A Bonding Adhesive or B-500 Water Based Bonding Adhesive at the rate specified on the container label. Note: B- 500 Water Based Bonding Adhesive can only be specified on projects to be installed when the ambient temperature is 40° F (5°C) and rising. (2) Overlap adjacent EPDM membrane sheets a minimum of 3 inches(8 cm). (3) Membrane Splicing With Splicing Cement (a) When using Sure-Seal (black) PRE-KLEENED EPDM membrane, cleaning the splice area is not required unless the membrane has been contaminated with field dirt, adhesive or other residue. To remove accumulated dirt, footprints, etc., scrub the membrane sheets with Splice Cleaner or HP-250 Primer. (b) If PRE-KLEENED membrane is not used, the splice area on both membrane sheets must be scrubbed with Splice Cleaner or HP-250 Primer. (c) Apply Splicing Cement at the rate of approximately 120 linear feet(37 m) per gallon (3.78 1). Just prior to closing the splice, apply a 1/8 inch to 1/4 inch (3 to 6 mm) diameter bead of In-Seam Sealant 1/2 inch (13 mm) from the inside edge of the bottom membrane sheet and a minimum of 2 inches(5 cm) from the lead edge. (d) Roll the top membrane sheet onto the mating surface and roll the splice with a 2 inch (5 cm) steel roller. (e) After adjoining membrane sheets have been spliced together, wait a minimum of 2 hours and clean exposed edge of splice(when applicable)with Splice Cleaner or Primer. Apply a 5/16 inch (8 mm)diameter bead of Lap Sealant. Feather Lap Sealant to completely cover the splice edge. (4) Membrane Splicing With SecurTAPE (a) Apply Sure-Seal Primer to the splice area. (b) Position SecurTAPE onto bottom membrane sheet with the edge of the release film along a line marked 1/2 inch (13 mm) out from the top sheet. Press tape onto sheet using hand pressure, overlapping tape roll ends a minimum of 1 inch (2.5 cm). (c) Remove the release film and press top sheet onto tape using hand pressure. Additional Membrane Securement (1) EPDM membrane must be secured at the perimeter of each roof level, roof section, expansion joint, curb, skylight, interior wall, penthouse, etc., at any angle change which exceeds 2 inches in 9 9 one horizontal foot(16 cm/m), and at other penetrations in accordance with Carlisle's details. Additional membrane securement may be provided by RUSS(Reinforced Universal Securement Strip) or Seam Fastening Plates. e. Membrane Flashing (1) When feasible, flash all penetrations and walls with Cured EPDM membrane or Flashing. (2) Uncured Elastoform Flashing and Pressure-Sensitive Uncured Flashing shall be limited to overlay vertical seams (as required at angle changes)or to flash inside and outside corners, scuppers, pourable sealer pockets and other penetrations or unusually shaped walls where the use of cured membrane flashing or Pressure-Sensitive Flashing (semi-cured) is not practical. (3) Carlisle's prefabricated accessories(Pre-Molded Pipe Seals and Pressure-Sensitive Products; such as, Flashing, Pourable Sealer Pockets, Pipe Seals and Inside/Outside Corners) should be used, when feasible, in lieu of uncured Elastoform Flashing. (4) When using Pressure-Sensitive Flashing (semi-cured only) to overlay Fastening Plates or metal edging flanges, etc., Sure- Seal Primer must be used to clean the membrane and metal surfaces.
