A building permit was filed and I inspected the property and ascertained that the kitchen was removed from the basement apartment and that the basement was no longer being used as a dwelling unit. At a recent inspection by our Health Department it was discovered that someone is again living in the basement of that building I am enclosing a ticket for a second offense violation of the Building Code and I am referring this matter to Salem District Court for enforcement. For this reason an inspection must be conducted by our inspection team to assure compliance with the code and city ordinance.
