following reason(s):
Neighborhood reports, backed up by advertisements regarding the rental of
apartment space beyond the allowable use of this property.
Under the provisions of 780 CMR, Section 115.6, State Building Code, access to
this property must be granted for the purposes of inspection. Please call this office upon
receipt of this letter to schedule this required inspection. If this property has rental units,
these tenants must be notified in advance of this inspection, so that access to these spaces
may also be accomplished.
This inspection must be completed on or before January 23, 2008; failure to
respond to this notification will be construed as non-compliance, and as such an
Administrative Search Warrant will be sought, so as to allow the lawful inspection of this
property.

Due to a complaint received by the Neighborhood Improvement Task Force, I
conducted an inspection of your property located at 21 Willow Avenue and found
the following violation:
1 . Business sign attached to the foundation, violating City ordinance,
must be removed.
Please notify this department within fifteen (15) days upon receipt of
this letter, to inform us as to what course of action you will take to rectify
these violations .
Failure to do so will result in legal action being taken against you in
Salem District Court.

RE: Rooming and Boarding in an R-1 District
Dear Mr. and Mrs. Williams;
This department has responded to repeated complaints of an illegal apartment at
this address, and to date this has never been found. There has however always been in
empty bedroom on the second floor that seems to be set up to accept a boarder. Under
the provisions of the City of Salem's Zoning Code Section 5 — 2 there is no allowance for
boarders in an R— 1 district. Please be advised that if this is your practice to use this
room in such manner, then this use must Cease and Desist.
